**OVERVIEW** Parent Sector : Field Office Duty Station: Beirut Job Family: Education Type of contract : Non Staff Duration of contract : Up to 1 month Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 30-NOV-2020 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **BACKGROUND** Given that human rights violations, inequality and poverty still threaten peace and sustainability, in the Arab States, Global Citizenship Education (GCED) has become a critical response to these challenges and driving force for Sustainable Development Goals (SDG) implementation. 75 million children and youth has been disrupted by armed conflicts and forced displacement globally. The importance of GCED is more prominent when it comes to an implication of conflicts and crises. It aims to empower learners of all ages to understand that these are global, not local issues and to become active promoters of more peaceful, tolerant, inclusive, secure and sustainable societies. Against this backdrop, UNESCO Beirut Office together with APCEIU aims to support educators and practitioners in the region with practical information and tips on how they can embed GCED into their teaching practices. Therefore, the GCED online courses will contribute to providing teaching examples with creative pedagogies and exemplars to demonstrate how GCED can be integrated into different subject areas, and referring target groups to a numerous list of complementary resources. Good practices on GCED will be collected at regional and international levels and the platform will be a virtual space to exchange good practices among participants. **SCOPE OF WORK** Under the overall authority of the Director of the Beirut Office and direct supervision of the Basic Education Programme Specialist, the contractor will design an Arabic GCED online course, develop course contents and curate the course platform in cooperation with APCEIU. The organization of the course, materials and self-administered tests should duly refer to UNESCO’s work in this area grounded in its own Constitution which aims to ‘build peace in the minds of men and women,’ the Universal Declaration of Human Rights, the Education 2030 Agenda and Framework for Action, notably Target 4.7 of the Sustainable Development Agenda, the Recommendation concerning Education for International Understanding, Co-operation and Peace and Education relating to Human Rights and Fundamental Freedoms (1974), and the World Programme for Human Rights Education (2005-ongoing). In the meantime, the course contents should be customized as per regional contexts and demands. More specifically the contractor should: - Mock up the Course: consulting UNESCO Beirut Office on the outlines and focused areas, a contractor will organize and curate the course components in order to ensure that all elements of GCED, according to UNESCO standards and UNESCO’s GCED umbrella, are adhered to, and are fully incorporated in the course. - Course Content: the contextualized course comprising 11 modules of self-tutorial videos including course work, aims to instruct target groups in the concept of GCED and its importance in religious values and practical tips on how to teach GCED. 4 videos on GCED previously were developed in cooperation with APCEIU and e-published through APCIEU’s website in 2019. However supplementary content such as interview, best practices, etc. needs to be added to come up as a comprehensive module for each thematic area. The course contents will include video interviews of teacher educators, teachers, curriculum developer and practitioners and short exemplars on successful and promising practices on GCED mostly from the region but also outside the region. Furthermore, the modules should be gamified and comprise short videos including case studies presented by experts with PPT materials. Long Description - Course Materials: The course will include summary and detailed information derived from literatures published by UNESCO and other recognized organizations, i.e. APCEIU. The materials will include concepts, frameworks, and real-life applications and case studies. - Supporting Materials: In addition to the literature-based materials and real-life examples, the course will include video interviews and short documentaries about successful and promising case studies of GCED in the Arab world. PPT materials will be provided to complement the course content. The contractor should be responsible for producing the videos, including but not limited to: - Select the female and male voice over talents - Record the approved Arabic scripts developed by the contractor with the selected voice over talents - Add a music track background for the videos (license for online broadcast such as YouTube and UNESCO’s online platform for the online courses) - Produce the animation related to the scripts for 10 modules​​​​​​​ Long Description - Course Delivery: The course will be offered as an asynchronous online model. This will allow learners to study at their own pace, and will reduce cumbersome administrative and academic challenges of operating synchronous courses. - Course Assessment: Following each course module, learners will have to take a self-administered test (quiz). Learners will have to pass each test before moving to the following module. - Course Certificate: Upon the successful completion of the course based on the final assessment, learners will receive an automated UNESCO certificate of completion of the course, stating their name and dates of completing the course.​​​​​​​ Long Description The self-tutorial videos should cover the following topics (TBC): - Why do We Need GCED Today - GCED Emerged as a Global Education Agenda - Understanding GCED within the SDG4 - What to Teach: Teaching and Learning Contents of GCED (complement GCED in minutes: Thematic Areas and Learning Domains of GCED) - How to Teach: Best practices (Complement GCED in minutes: Pedagogical principles) - How to Teach: Teaching Strategies and Approaches of GCED - How to Assess: GCED domains and Learning objectives from the UNESCO Framework Two regional workshops should be followed along with the development of self-tutorial videos. - Design two regional workshops targeting policy makers and practitioners based on the needs assessment via surveys and user manual that orients target audiences on how to make the best use of modules and deliver them in coordination with UNESCO Beirut. - Provide target audiences and users a guidance such as action-planning tools, guided inquiry and templates to facilitate their self-directed learning **OBJECTIVE** To profound and promote the concept of GCED effectively in the Arab region, providing Arabic GCED online contents and Arabic learning materials has been addressed as the heightened priority in the region since 2017 Luxor regional meeting. These will contribute to active engagement of the identified ‘core group’ of regional GCED network in the region by providing defined roles and responsibilities in disseminating GCED concepts and practices and to bridging them to network and coordinate efforts and resources for their responsible countries. Moreover, involved actors from ministries, institutions and civil societies in the region will benefit from an orientation session on the use of Arabic GCED online courses to have better understanding of GCED. With reference to the above, the purpose of present contract is to provide UNESCO Beirut Office with 10 modules of self-tutorial videos in timely manner. The videos require interactive sections for learners, such as a quiz after each module. Certifications will be accredited to the fully participated and passed learners. From design to production, the contractor should close collaborate with the UNESCO Beirut Office. Expected outcomes - Raise awareness of GCED, especially teacher educators and teachers to proactively integrate GCED values participate in their teaching practices. - Establish common ground on the concept and definition of GCED and common human values in the region to constitute a reference to be taken into consideration when developing education policies, school curricula and teaching and learning practices. - Reinforce knowledge sharing activities among education institutions, universities, NGOs, and other partnerships to promote and instill GCED in the region **TIMEFRAME AND DELIVERABLE** With an anticipated start date of the project on December 10, 2020, the contractor commits to complete the design of all items according to the ‘Scope of the Project’ within a month (till January 15, 2020). At the same time, the contractor will work with UNESCO staff and course platform development to coordinate the inclusion of an online asynchronous platform that is suitable for UNESCO’s online platform. The proposed timeframe with deliverables including the development of the course contents and design and curation of the online course are as follows: - Compilation and review of literature and related materials in Arabic and English - Design and outline course modules and complementary documents and materials - Design complete course modules - Identify success and promising GCED programmes and teaching practices inside/outside the Arab States - Design self-administered tests (quizzes) for each module - Establish contacts for video-recording and/or documenting successful and promising GCED programmes and teaching practices inside/outside the Arab States - Produce videos based on interviews and short documentaries conducted for collecting successful and promising GCED programmes and teaching practices inside/outside the Arab States - Review and edit all course designs - Pilot-test the course and revise - Finalize video-recorded, short documentaries and supplementary documents and resources - Review the course with UNESCO- Beirut Office and compile feedback - Update the course according to the feedback - Quality Assurance in terms of content, language and design - Submit the final version to UNESCO- Beirut Office - Two regional workshops to orient policy makers and practitioners on how to make the best use of the online course **COMPETENCIES (Core / Managerial)** Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** Education • Post-graduate degree (Master’s or higher) in education, social science, and related fields. Work Experience • A minimum of seven years of professional experience as a researcher and/or analyst and a good knowledge of GCED in the Arab region. Skills/competencies • Strong research and analytical skills, as well as a high level of technical writing skills. • Experience and good understanding of regional contexts and a clear understanding of education and GCED. • Experience in contents development for online courses and good knowledge of online course design • Past experience in developing a similar course (structures and contents) will be an asset • Demonstrated ability to work effectively and independently within a complex and multicultural environment. • Capacity to deliver high quality results within specified timelines. • Strong and proven interpersonal and communication skills.
