Supporting the delivery of stakeholder consultations. 4. Finalization and submission of UNEP component for integration into the overarching HPMP Stage III document. 5. Support UNEP in the provision of information/clarification as requested by the Multilateral Fund Secretariat.

Duties and Responsibilities The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Law Division works with international and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and international Agreements.

UNEP OzonAction Branch under the Law Division is one of the four Implementing Agencies under the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. This position is in the OzonAction/Compliance Assistance Programme (CAP) of the Law Division at the Bangkok Duty Station and reports to the Activity Leaders of CAP team based in Asia and Pacific Office, who provide implementation support to these countries.

UNEP, OzonAction, CAP, Asia & the Pacific Office is cooperating on a project supported by the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer to develop the HCFC Phase-out Management Plan (HPMP) Stage III for Iran (Islamic Republic of). The funds were approved by the 87th Executive Committee meeting in July 2021 for UNDP, UNIDO, Germany and UNEP to support Iran for the development of a national strategy and country’s action plan as well as the overarching HPMP Stage III document. UNDP, the lead implementing agency, will conduct a national survey to collect relevant data and the results will be available for UNEP to develop the non-investment component activities accordingly.

The UNEP components for HPMP Stage III of Iran will be built on the achievements from HPMP Stage I and Stage II e.g. (i) policy and enforcement capacity building; (ii) training and certification of RAC service technicians; (iii) promotion of alternative technologies; and (iv) development of standards for products and services. Activities to be developed under the HPMP Stage III will consider the Kigali Amendment to the extent possible. While the HPMP Stage II supports Iran to meet 75% reduction from the baseline consumption by 2023, the HPMP Stage III aims to support the country to achieve 100% reduction from baseline consumption of HCFCs by 2030 (with an available servicing tail of 2.5% averaged over 2030-2040).

UNEP, OzonAction, CAP, Asia & the Pacific Office team requires a local consultant to support Iran and UNEP in the preparation of the non-investment component of HPMP Stage III. The non-investment component will include policy development to obtain and sustain a full phase-out of HCFCs in the servicing sector, capacity building of technicians working in the RAC servicing sector and the enforcement authorities of national regulations on HCFCs control, integration of good servicing practices of servicing technicians in the existing national vocational/education training/certification system and framework, and technical assistance to adopt safety standards to promote emerging low-GWP alternative technologies, as well as outreach/awareness activities.

In close coordination with UNEP’s CAP Asia and Pacific Office, the NOU, the Department of Environment of Iran, as well as UNDP and their consultancy team, the local consultant will be responsible to assist Iran in preparing the UNEP enabling components for the HCFC phase-out management plan (stage III) proposal to support the government to comply with the last two HCFC phase-out compliance targets with possible servicing tail: 1) 75% reduction from baseline by 2023 2) 100% reduction from baseline by 2030 3) Servicing tail of 2.5% of baseline consumption during 2030 to 2040

HPMP Stage III will include needed strategies, policies and workplan for the policy/technical assistance activities for achieving/sustaining HCFC consumption targets, especially in the refrigeration servicing sector concerning servicing technicians and servicing workshops, adopting and safe handling of low-GWP and energy-efficient alternatives, and future needs in RAC servicing sector, as well as strengthening the enforcement sectors.

SPECIFIC TASKS AND RESPONSIBILITIES:

1) Analyse the data provided by consultancy team/UNDP and NOU on the servicing and enforcement sectors, such as the servicing technicians, servicing workshops, servicing practices, TVET, customs officers, as well as the local ozone networks, etc., and identify/collect the missed data/information that will be needed for the development of non-investment component of HPMP Stage III.

2) Analyze the servicing tail demand of HCFCs from 2030 and onward until 2040 and explore the potential options to meet such demands, which might include recovery/recycling and reclamation, import/stockpiling, as per the Montreal Protocol, and their feasibilities.

3) Analyze national policies and regulations in the servicing sector concerning the servicing workshop, servicing technicians, etc. and propose national policy framework for the management of the servicing sector.

4) Analyze competency enhancement activities (including training, capacity building, awareness) for concerned stakeholders that have been conducted under stage I and stage II, mapping the gaps and needs of various stakeholders including but not limited enforcement authorities for the national ODS regulations, the servicing technicians as well as the professional and end-users of the RAC equipment and the general public, propose approaches to strengthen capacity building of stakeholders to enable Iran to meet the obligations under the Montreal Protocol, such as integrating good servicing practices into national TVET system including Recognition of Prior Learning (RPL) with focus on refrigerant handling and management, gender mainstreaming, promoting energy efficiency and end of life disposal, development of knowledge products and strategy for production and dissemination, etc.

5) Study opportunities that are available in the national ODS legislation for supporting monitoring, reporting, verification (MRV) to sustain compliance.

6) Draft HPMP stage III non-investment components with detail costed implementation plan;

7) Assist the country to conduct stakeholder consultations (including preparing a presentation for stakeholders) with industry, policymakers and relevant stakeholders to collect and analyze data required for the development and finalization of enabling components and obtain necessary feedback.

8) Collaborate with the national stakeholders to fine-tune, revise, and finalize the national strategy and the country’s action plan relevant to the non-investment component of HPMP Stage III in accordance with the guidelines of the Executive Committee based on NOU, UNEP comments.

9) Provide inputs and support to UNEP to provide clarification and information as required by UNEP during the process of review the HPMP Stage III project proposal by the Multilateral Fund Secretariat (MLFS).

The local consultant will work under direct supervision of the Montreal Protocol Programme Officer with overall supervision of the Senior Regional Montreal Protocol Coordinator. He/she will conduct home-based assignment to deliver this assignment and will work closely with UNEP, NOU, the national stakeholders as well as consultancy team/UNDP during the preparation and finalization of HPMP Stage III for submission to the ExCom.

Qualifications/special skills Academic Qualifications: Bachelor’s Degree in environmental science/management/policy, energy science/management/policy, engineering, public policy, development studies, international relations or a related field. Other academic qualifications in combination with qualifying experience may be accepted in lieu of the bachelor’s degree.

Experience: - At least 3 years of working experience in field/national data collection, data/policy analysis, policy development, and/or reporting. - Prior working experience and knowledge of areas such as HVACR sector/TVET or national policy and legislation system is an advantage. - Experience in working on Montreal Protocol related areas, such as implementation of country projects (Terminal Phase-out Management Plan (TPMP), Institutional Strengthening Project (IS) and HCFC Phase-out Management Plan (HPMP), ozone depleting substance (ODS) alternatives survey and data verification) is highly desirable.

Skills: - Demonstrated skills in data analysis, developing reports, organizing technical workshops, stakeholder consultations for international organizations at regional/national level is required. - Knowledge of refrigeration and air conditioning sector, greenhouse gases and their global warming potential (GWP), uses of HCFCs, linkages of climate change and HCFCs, energy efficiency in the refrigeration and air-conditioning sector, and national policy and legislation system for the implementation of the Montreal Protocol is desirable.

Language: Excellent written and communication skills in English. Fluent in writing and speaking in local language, i.e. Farsi is required.
