In 2020, the General Assembly of States Parties to the 2003 Convention adopted operational principles and modalities for safeguarding intangible cultural heritage in emergencies, which offers guidance to national and international stakeholders on how best to engage and safeguard living heritage in various types of emergency contexts ([Resolution 8.GA 9](https://ich.unesco.org/en/decisions/8.GA/9)). The operational principles and modalities emphasize the dual nature of living heritage in emergencies, both as being directly under threat and as a valuable resource that communities can draw on to prepare for, respond to and recover from emergencies. In this context, UNESCO is undertaking a project to strengthen the capacities of communities to safeguard and mobilize their intangible cultural heritage in situations of conflict and forced displacement. The project will involve the development of training materials on how to plan and conduct a community-based needs identification in situations of conflict and forced displacement. These materials will be tested through workshops with communities affected by forced displacement in one pilot country to better understand the impact of the conflict-related emergency context on the safeguarding of intangible cultural heritage, as well as the potential role of intangible cultural heritage in healing and recovery. Based on the lessons learnt from utilizing the training materials on a pilot basis, a handbook for safeguarding living heritage in contexts of conflict-related emergencies and forced displacement will be developed aimed at relevant national and international organizations and actors (i.e. humanitarian workers, emergency response task teams) to raise awareness and understanding on the dual role of intangible cultural heritage in situations of conflict and forced displacement and the possibilities to support its safeguarding. To this end, UNESCO is looking for a senior Individual Specialist to undertake the following activities: Long Description ---------------- **Work assignment** Under the overall supervision of the Head of the Capacity Building and Heritage Policy Unit of the Living Heritage Entity, and the direct supervision of the Project Coordinator, the senior Individual Specialist shall: 1\. Draft training materials on safeguarding intangible cultural heritage in situations of conflict and forced displacement taking into account the methodology of community-based needs identification, which shall include: • Introducing the context and challenges of working in situations of conflict and forced displacement with respect to the safeguarding of intangible cultural heritage; • Providing clear methodological and practical guidance on how to conduct a community-based needs identification in situations of conflict and forced displacement; • Outlining key methodological and ethical considerations for undertaking a community-based needs identification in situations of conflict and forced displacement; • Following best practices in the field of heritage safeguarding, with reference to key policy and operational frameworks of the 2003 Convention, including the Operational Directives and the Ethical Principles for Safeguarding Intangible Cultural Heritage; • Considering relevant international normative instruments and standards for the safeguarding of intangible cultural heritage in conflict situations, including international humanitarian and human rights instruments; and • Applying a gender-responsive approach to the safeguarding of intangible cultural heritage in situations of conflict and forced displacement. Furthermore, the training materials shall contain the following elements: • Lesson plan, specifying the duration, objectives, description, sequence of training activities and supporting documents; • Facilitators notes, providing all explanations to facilitate the sessions effectively; • Exercises, prioritizing dialogue-based methodologies and collaborative learning and knowledge building approaches; • Presentations on topics covered in the workshop, illustrated with appropriate visuals; • Other support materials and tools for participants, as appropriate, such as case studies, best practices, audio-visual materials etc.; and • Suggestions on how to adapt the training to an online format, in cases where in-person workshops are not feasible. 2\. Implement and test the training materials and approach developed in context where intangible cultural heritage is at risk from conflict. This shall include: • Providing advice on potential field sites to implement the pilot training activities; • Acting as the main trainer and resource person of the training workshop in the identified pilot country; • Liaising closely with the in-country facilitator on the design and delivery of the training workshop and providing support as needed; • Defining beneficiary communities and elaboratng a list of participants for the training workshop from relevant backgrounds; • Undertaking the training course with the identified participants; and • Integrating feedback and lessons learnt from the training workshop into a final version of the training materials. Long Description ---------------- 3\. Draft a handbook for actors working in the humanitarian and security sectors based on the lessons learnt and insights gained through the pilot exercise, and providing guidance to key stakeholders involved in emergency preparedness, management and responses on how to take into account the safeguarding of living heritage in their work. This involves unpacking the specific considerations for operationalizing the principles and modalities for safeguarding intangible cultural heritage in situation of emergencies to the specific needs of conflict and forced displacement. **Expected duration and work location** The contract duration is expected to spread over a period of eight (8) to ten (10) months with an estimated effective full-time work of three (3) months.
