This is the reason why the 2003 Convention for the Safeguarding of the Intangible Cultural Heritage includes a reference to ‘transmission, particularly through formal and non-formal education’, as part of the proposed safeguarding measures (Article 2.3). Accordingly, the overall results framework for the 2003 Convention (available since 2018), includes as one of eight thematic areas ‘transmission of intangible cultural heritage and education, with four out of the 26 indicators related to education. As of this year (2020), States Parties are reporting on the progress made in implementing the Convention against these indicators and, accordingly, the reporting form that is available online, has been aligned with the overall results framework. However, reporting against the specific education-related indicators remains challenging for stakeholders from both the culture and education fields. Therefore, the Living Heritage Entity of the Culture Sector at UNESCO, in collaboration with the Section of Education for Sustainable Development and with the generous support of the International Information and Networking Centre for Intangible Cultural Heritage in the Asia-Pacific Region under the auspices of UNESCO (ICHCAP) is organizing an online meeting of experts to further explore the education-related indicators as well as their relation to the indicators of SDG 4, notably SDG Target 4.7, with a view to identify examples that illustrate them and document issues that may arise when reporting against them. The online meeting, which will bring together specialists from the field of intangible cultural heritage and education, intends to further deepen the understanding of the education-related indicators of the overall results framework and how they can inform the monitoring system of both the Convention and of SDG 4. The public session furthermore aims to inspire relevant stakeholders from the education and culture fields to undertake initiatives in this innovative intersectoral field. This is why UNESCO is looking for a consultant to lead the content development and facilitate the above-mentioned online meeting of experts (approximately 10 to 15 hours spread over several three-hour sessions, including one public webinar to share results). In the context of UNESCO’s programme ‘Safeguarding intangible cultural heritage in formal and non-formal education’ and the intersectoral initiative "Education and culture together in action to advance SDGs" the consultant shall take a lead role in the content development and facilitation of an online meeting of experts on education-related indicators of the overall results framework of the Convention for the Safeguarding of the Intangible Cultural Heritage and its relationship to the Sustainable Development Goal 4., in particular SDG Target 4.7 More specifically, the individual specialist shall: Long Description - Develop the content and methodology for each of the three three-hour online sessions, based on the preliminary concept note and in close consultation with the intersectoral UNESCO team for the online meeting. This work involves preparing a brief presentation on the overall results framework and the education-related indicators, identifying examples that illustrate the education-related indicators, conducting a short survey to solicit input from participants, developing the methodology for the analysis of the examples identified, discussing with the UNESCO experts on monitoring SDG4 and - based on this work - drafting a working document for the meeting (minimum 5 pages). - Co-facilitate the three online sessions of the meeting spread over two weeks (tentative dates end of November 2020) together with the UNESCO intersectoral team by co-moderating the debates and providing an analytical synthesis of the main points raised during each session. This role requires that the consultant familiarize him/herself with the technicalities of the online platform to be used for the meeting (details to be provided by UNESCO). Long Description - Draft an analytical report on the meeting (approximately 10 pages) with a view to strengthen a deeper understanding of the education-related indicators in the Overall results framework and how they can inform the monitoring under SDG4. The report should include an explanation of the indicators and an analysis of the meeting discussions, highlighting the challenges identified when reporting against these indicators as well as an explanation of how the education-related indicators of the overall results framework can inform the monitoring of SDG 4. - Elaborate a two-page commentary for the selected examples discussed at the meeting (minimum 3) making explicit how the examples relate to the education-related indicators of the overall results framework and their relationship to SDG 4, to be added as an annex to the meeting report and for use in awareness-raising and capacity-building activities. - Prepare a presentation on the meeting outcomes and the commented examples for a public live-streaming event (in December; date tbc) to be organised to disseminate the insights gained through the meeting with the experts. - Participate in a public online event on disseminating the results of the meeting and present the outcomes of the meeting with the experts as appropriate. Long Description ***Deliverables and timeline*** - Working document and PowerPoint presentations for the three online sessions by early November 2020. - A presentation on the outcomes of the meeting for the public webinar by mid December 2020 - A draft of the analytical report of the meeting by mid-December 2020 and the final document, incorporating UNESCO’s comments, by end of December. - A draft of the commented examples by mid-December and the final documents incorporating UNESCO’s comments by end of December. **COMPETENCIES (Core / Managerial)** Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** ***Education*** - Advanced university degree (Master’s degree or equivalent) in a field relevant to the topic of the call (e.g. Education Sciences, Heritage Studies, Anthropology, Social or Human Sciences, Statistics etc.) ***Work Experience*** - At least 10 years of experience in the field of culture, of which at least 5 years in the field of intangible cultural heritage. - Experience in either teaching or facilitating courses or trainings in the field of intangible cultural heritage or the intersection between intangible cultural heritage and education and/or in chairing/facilitating meetings of experts in these fields. ***Skills and competencies*** - Excellent knowledge of the Overall results framework of the Convention for the Safeguarding of the Intangible Cultural Heritage. Basic knowledge about SDG 4 on quality education. - Familiarity with online meeting environments either as a participant or a facilitator, teacher or moderator. ***Languages*** - Excellent knowledge of English or French and good knowledge of the other working language. **DESIRABLE QUALIFICATIONS** ***Work Experience*** - Experience in projects or programmes at the intersection between intangible cultural heritage and education. ***Languages*** - Knowledge of another official language (Arabic, Chinese, Russian, Spanish) of UNESCO. **SELECTION AND RECRUITMENT PROCESS** Please note that all candidates must complete an on-line application and provide complete and accurate information.
