Expected duration 6 to 11 months

Duties and Responsibilities The consultant will participate in the Administration and Operation of UNICC’s Monitoring Infrastructure, and more specifically will: - Administer the monitoring infrastructure, ensuring that it is stable, up to date, well designed, properly tuned and properly maintained - Extend the current infrastructure and /or implement a new infrastructure following capacity management plans - Develop SCOM monitoring, improve/configure/maintain ad-hoc management packs. - Develop monitoring / integration through API’s - Develop ad-hoc monitors when required - Identify and troubleshoot known problems and document solutions - Provide guidance to Tier 1 workforce - Provide guidance and coach team members when needed - Create relevant statistics for the several monitoring tools - Perform required tasks in maintenance windows - Provide “stand-by” services on a rotation basis during weekends, holidays and outside of normal working hours - Perform other duties as required

Qualifications/special skills Academic Qualifications:

A university degree or master's degree from an accredited educational institution in information technology, information management, Information systems, computer science, computer engineering, Software engineering, Business Administration, Management, or other related disciplines;

Experience:

A minimum of 10 years experience for a bachelor's degree and 8 years for a master's degree in SCOM & NNMi monitoring tool with significant to advanced experience in a complex enterprise environment.

The resource MUST have the following skills and experience:

  • Good experience with SCOM and NNMi Monitoring tools.
  • Good scripting knowledge in either Bash, PowerShell, Python etc…
  • Programming skills in .NET, C#, Python

The resource SHOULD have the following skills and experience:

  • Knowledge of Monitoring tools, Elastic, Prometheus or OEM are also desirable.
  • Experience in Full-Stack Observability platform also desirable.
  • Experience with automation tools and runbooks like ansible, YAML also desirable.
  • Experience with NRQL, PromQL, JSON and dashboards in Grafana also desirable.
  • Good knowledge monitoring of Active Directory Domain Services, SharePoint, SQL, Exchange, Skype for Business, Apache, Network devices, Lotus Domino, ISC DHCP, BIND, SNMP, Oracle databases, etc.
  • DevOps practice is desirable.

Desirable certifications:

  • Relevant industry certifications
  • Monitoring tools certifications
  • Programming language, preferably either .NET, C#, Python
  • Other Monitoring tools certifications

Competencies:

  • Customer facing experience and oral communication skills.
  • Ability to write documentation & reports.
  • Creativity/ ability to find innovative solutions.

  • Experience and understanding complex enterprise environments.

Language:

  • Proficiency in English.

Service conditions: - The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds. - Remuneration for his consultancy will be $ 2,500.00 depending on fund availability, qualifications, and relevant experience. - The incumbent can be in any UNRWA field of operation (Gaza, West Bank, Lebanon, Syria, Jordan).

Additional Information UNRWA has signed a Memorandum of Understanding (MoU) with UNICC that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza. By this new collaboration, UNRWA becomes a provider of Information Management, Technology services and capacity augmentation to UNICC technical team, on a cost recovery basis through IMTD/IT Service Center (ITSC) in HQ-Gaza. United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis. UNICC is the core shared service provider for the United Nations system, providing agile, cost-effective, UNaudit compliant high value digital business solutions. UNRWA Information Management and Technology Department (IMTD) is seeking an Enterprise Monitoring Administrator (SCOM & NNMi) consultant for UNICC. As part of UNICC operations growth and strengthen capabilities to ensure operations continue to deliver value and growth, the Monitoring team has the need to strengthen and fill in specific skills gaps to continue to provide customer excellence. The monitoring team is composed of 4 dedicated monitoring administrators, 2 Senior monitoring administrator consultants, 1 monitoring administrator consultant and the team lead, functioning from Valencia Base and Nearshore locations. The consultant should be proficient specially in SCOM and others monitoring tools to provide Observability with significant to advanced experience in a complex enterprise environment. Programming capabilities is required, and DevOps practice is desirable. The consultant should also be experienced enough to be autonomous in his activities.

The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).
