Expected duration ¿ The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds. ¿ Remuneration for this consultancy will be 1,800 USD and depend on the qualifications and relevant experience. ¿ The incumbent can be in any UNRWA field of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).

Duties and Responsibilities - Administer the monitoring infrastructure, ensuring that it is stable, up to date, well designed, properly tuned, and properly maintained. - Extend the current infrastructure and /or implement a new infrastructure following capacity management plan. - Develop and maintain New Relic monitoring. - Develop SCOM monitoring and improve/configure/maintain ad-hoc management packs. - Develop integration through API’s. - Develop ad-hoc monitors when required. - Identify and troubleshoot known problems and document solutions. - Provide guidance to Tier 1 workforce. - Provide guidance and coach team members when needed. - Create relevant statistics for several monitoring tools. - Perform required tasks in maintenance windows. - Provide “stand-by” services on a rotation basis during weekends, holidays, and outside of normal working hours.

Qualifications/special skills Academic Qualifications: ¿ A university degree or master’s degree from an accredited educational institution in information technology, information management, Information systems, computer science, computer engineering, Software engineering, Business Administration, Management, or other related disciplines;

Experience:

¿ A minimum of 7 years of experience for a bachelor's degree and 5 years for a master's degree in information technology and monitoring infrastructure including ‘New Relic’ monitoring tools with significant to advanced expertise in a complex enterprise environment

The resource MUST have the following skills and experience: - Good experience with the New Relic monitoring tool. - Experience with NRQL, YAML. - Good knowledge of Application Monitoring. - Good knowledge of Windows Server and Linux operating systems. - Good scripting knowledge in Bash, PowerShell, Python, etc.

The resource SHOULD have the following skills and experience: - Experience in Full-Stack Observability platform. - Experience with NRQL, PromQL, JSON, and dashboards in Grafana. - Knowledge of other monitoring tools is a plus, especially Prometheus, Azure Monitoring, OEM, SCOM, NNMi, Nagios, and SolarWinds. - Good knowledge monitoring of Active Directory Domain Services, SharePoint, SQL, Exchange, Skype for Business, Apache, Network devices, Lotus Domino, ISC DHCP, BIND, SNMP, Oracle databases, etc. - Programming skills in .NET C#, Python also desirable. - DevOps practice is desirable. - Experience with automation tools and runbooks like Ansible and YAML is also desirable.

DESIRABLE CERTIFICATES:

  • New Relic certification.
  • Programming language, preferably either .NET C#, Python.
  • Other Monitoring tools certifications.
  • Relevant industry certifications.

Competency: - Customer-facing experience and oral communication skills. - Ability to write documentation & reports. - Creative/ able to find innovative solutions. - Willing to learn on the job. - Conflict management & cooperation. - Experience in and understanding complex enterprise environments.

Language: ¿ Fluent in spoken and written English.

Additional Information UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) to enhance livelihood and human development opportunities for Palestine refugees in Gaza. United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost-recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking a proficient Enterprise Monitoring Administrator in New Relic monitoring tools with significant advanced experience in a complex enterprise environment. It is desirable to have experience in DevOps practice. The person should also be experienced enough to be autonomous in his activities. The consultant will report administratively to the Head Information Technology Service Centre at Headquarters Gaza and report technically to United Nations International Computing Center (UNICC).
