STANDARD MINIMUM QUALIFICATIONS

Advanced University degree in Public Policy, Public Administration, International Development, International Relations, Sociology, Information Technology or other fields relevant to digital social protection.

ORGANIZATIONAL CONTEXT

As a global leader in fighting hunger and malnutrition worldwide, often in very difficult contexts, the World Food Programme (WFP) is increasingly called upon by governments to support national social protection systems and programmes. In 2020, WFP partnered with governments in 78 countries to support national social protection, making this an integral part of WFP’s activities in most of the countries where it operates. WFP works with governments and partners to extend the coverage, comprehensiveness, adequacy and quality of social protection, with the aim of ensuring that more people have access to strong national social protection systems that help them to meet their food security, nutrition and associated essential needs; and manage the risks and shocks they face. Digital social protection has become a prominent aspect of this work in many countries and an important component of WFP’s high-profile collaborations with governments, international financial institutions and others. Corporately, WFP’s digital service offerings to government have received significant attention in WFP's Strategic Plan 2022-25 and from the Leadership Group-level Digital Business Technology Committee. As a large proportion of WFP’s digital service offerings to government relate to social protection, and there are considerable programmatic and reputational risks to acting incorrectly, it is crucial to have dedicated advisory capacity on digital social protection within the social protection team, to guide these engagements and help shape WFP’s corporate approaches.

JOB PURPOSE

To contribute to and guide WFP's corporate approaches and positioning on digital assistance services for governments in relation to social protection; to provide technical advice to WFP offices at global, regional and country levels in developing and implementing their support to governments on registries and information systems for social protection; and to support internal and external capability development on digitalization for the purposes of improved social protection provision.

KEY ACCOUNTABILITIES (not all-inclusive)

Corporate approaches and positioning on digital assistance services for social protection: • Serve as a focal point for the HQ Social Protection Unit on digital issues, coordinating with other headquarter units, regional bureaux and country offices across all relevant departments (e.g. Cash-Based Transfers, Technology, Global Privacy Office, Legal) • Provide expert technical inputs on behalf of the HQ Social Protection Unit into WFP’s cross-departmental work to develop a service offering and normative framework for digital assistance services to governments • On completion of the normative framework, draft manuals / guidance / business processes to support country offices to determine whether, when, why and how to support information systems for social protection, working cross-functionally with other relevant teams • Contribute to the development of protocols to govern data-sharing between WFP and governments in relation to social protection programming as required • Represent WFP in interagency dialogues and fora, supporting WFP’s external positioning Technical advisory: • Support the formulation of country-level engagements in line with WFP’s corporate and regional policies and strategies on social protection and based on the country context. To include e.g. development of terms of reference, memorandums of understanding. • Provide technical advice to, and/or review, analytical and diagnostic work on digital social protection at headquarter, regional bureau and country office levels. To include e.g. feasibility studies, needs assessments and other scoping exercises relating to social protection management information systems (MISs) and related systems • Provide technical advice to country offices regarding interventions that support the design and delivery of social protection MISs and other digital products. To include e.g. the review of national digitalisation strategies, user / business requirements for MISs, development of digital roadmaps for governments, and other digitalisation projects led by governments with WFP support, whether conducted in-house or contracted through an external supplier.

FUNCTIONAL CAPABILITIES

• General understanding of the global hunger and malnutrition situation, WFP as an organisation, and how WFP is addressing food insecurity and malnutrition • Technical knowledge of social protection and linkages across various programme types relevant to social protection (e.g. cash-transfer programmes, school feeding, public works / food assistance for assets, insurance programmes) • Knowledge of current thinking and developments in the field of digital social protection or the use of technologies for social protection • Knowledge of current thinking and developments in country capacity-strengthening

OTHER SPECIFIC JOB REQUIREMENTS

• Knowledge of current thinking and developments in the field of digital social protection or the use of technologies for social protection • Ability to develop and maintain professional relationships with a variety of stakeholders • Ability to analyse quantitative and qualitative information to understand current and future social protection needs and identify solutions • Knowledge of current thinking and developments in country capacity-strengthening • Knowledge of key national and regional contexts and issues • Demonstrated ability to produce high-quality written outputs and ability to present in English

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least eight years of professional experience, with: • A social protection and/or social policy background (technical knowledge and/or operational experience), with an established professional reputation • Demonstrated expertise in the use of technologies for social protection • Experience with coordination and partnership development/management, including coordination with governments and agencies/institutions providing services to governments
