Consultant – Digital Health Strategic Development in the Western Pacific Region

  1. Purpose of consultancy

To provide a background paper to the Data, Strategy and Innovation team, for the development of the WPRO strategy and implementation plans on digital health.

  1. Background

The World Health Assembly Resolution on Digital Health in 2018 demonstrated a collective recognition of the value of digital technologies to contribute to advancing universal health coverage (UHC) and other health aims of the Sustainable Development Goals (SDGs). In 2021, WHO published the Global Strategy on Digital Health. Both the resolution and the strategy urged Member States to sustainably innovate health systems with digital technologies and tasked WHO with providing guidance.

A central purpose of this consultancy is to inform the development of WPRO’s future approach to further digital health, through examination of the digital health landscape of the Western Pacific Region. Based on available evidence, identify trends where investment is required in digital health in advancing universal health coverage (UHC) and identify where resources are needed to support the digital health agenda.

  1. Deliverables

Output 1: Landscape Paper Approach Deliverable 1.1. Develop a documented approach on how the landscape paper research will be completed

Output 2: Delivery of Landscaping Papers

Deliverable 2.1: Conduct research and map the digital health space in the Western Pacific region, identify what is included in the scope of digital health within the region

Deliverable 2.2: Deliver finalised Landscape Paper(s) providing clear information for WHO WPRO to agree on where investments in digital health should be prioritised and resources required to accelerate the digital health agenda.

  1. Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Advanced university degree (Masters) in the field of health sciences/technology, public health or health systems and services

Experience

Essential: A minimum of 7 years in eHealth/digital health at the regional or global level.

Desirable: Experience in facilitating virtual and face-to-face consultations. Knowledge of or experience working with international organizations.

Skills/Knowledge:

  • Technical expertise and experience in digital health/eHealth especially at the international level
  • Substantial knowledge in public health
  • Professional level of writing and editorial skills
  • High level of responsibility, strong interpersonal and presentation skills.

Languages and level required (Basic/Intermediate/Expert): English or French or Mandarin (Read-Write-Speak/Expert)
