Result of Service Under the supervision of the Associate Cybercrime Programme Officer, the consultants will design and deliver capacity building training courses on digital evidence to criminal justice authorities in Southeast Asia.

Under supervision of the UNODC Associate Cybercrime Programme Officer based in Bangkok and working in close consultation with UNODC staff, in particular cybercrime, anti-money laundering, law enforcement and regulatory experts, the incumbents will coordinate selected activities according to the above-mentioned background of assignment.

Note: the standard operating procedure must be of approximately 40 pages long.

For training, the incumbents will be responsible for the design of concept note, agenda, and invitation letter at least 2 months before the delivery of the activity. The incumbents shall be responsible for the design of a project management plan, agreed by the Programme Officer. All the training materials, course design notes should be handed over to UNODC along with mission reports.

Timely organization and delivery of planned activities, in accordance with deliverables, indicators and timeline.

Payments will be made based upon the full, acceptable delivery of the outputs described below.

Dates and details of deliverables/payment per each consultant:

A. Design on-site training course evidence for front line investigators, prosecutors, and judiciary including lesson plan, concept note, agenda, invitation letter, presentation slides, pre- and post-test for training on Digital Evidence (5 days/8 July 2022) B. Deliver National Training Course 1 and prepare activity report in line with Deliverable A (on-site version) (6 days/31 August 2022) C. Deliver National Training Course 2 and prepare activity report in line with Deliverable A (on-site version) (6 days/30 September 2022) D. Deliver National Training Course 3 and prepare activity report in line with Deliverable A (on-site version) (6 days/31 October 2022) E. Deliver National Training Course 4 and prepare activity report in line with Deliverable A (on-site version) (6 days/31 December 2022)

Payments will be made upon satisfactory completion of the deliverables, Failure to complete deliverables and meet agreed deadlines may result in reduction of payment or may be withheld pending satisfactory completion.

Work Location Home-based with travel as necessary to deliver activities.

Duties and Responsibilities The United Nations Office on Drugs and Crime (UNODC) Global Programme on Cybercrime (GLOX76) supports countries in strengthening capacities to prevent and combat cybercrime and has a particular focus on capacities in the areas of cybercrime and abuse prevention, cybercrime investigations and electronic evidence, and international cooperation in criminal matters involving electronic evidence crime and recover the proceeds of crime.

Qualifications/special skills Skills: ¿ Excellent organizational skills. ¿ Excellent interpersonal and communication skills. ¿ Good team player. ¿ Attention to detail and the ability to deal diplomatically with high time pressure situations whilst maintaining high performance standards are essential. ¿ Ability to work under pressure and deliver under deadlines.

Academic Qualifications: ¿ An advanced university degree (Master's degree or equivalent) in computer science, digital forensics, cybersecurity, software engineering, information technology, network engineering or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. ¿ Certification or other qualification in training design and delivery is desirable.

Experience: ¿ A minimum of 7 years of relevant progressively responsible professional experience in the field of digital forensics is required. ¿ Excellent analytical skills, and experience in drafting guidelines and/or training materials in the area of digital forensics/digital evidence is required. ¿ Previous experience gained from consultancy work for similar projects, particularly with regard to drafting of guidelines is required. ¿ Proven ability to conduct research, analysis and drafting is desirable. ¿ Proven ability to work well under pressure and meet strict deadlines is desirable. ¿ Experience gained from work for the United Nations and/or other international law enforcement organizations is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another official United Nations Secretariat language is an advantage. Knowledge of any government-used language of Southeast Asia is desirable.
