Result of Service Specific deliverables to be produced by the consultant:

Under the overall supervision of the Chief of ISS/CEB, the guidance of the Crime Prevention and Criminal Justice Officer and in coordination with relevant UNODC staff and personnel, the consultant has the following deliverables: A. Develop the generic on-the-job anti-corruption training toolkit for businesses, consisting of presentations for three different one-hour trainings, an accompanying teaching guide or notes to the presentation, exercise sheets and a list of additional resources for participants to deepen their understanding of the subjects covered. The trainings should build on the UNODC university integrity modules developed by the project. B. Create outreach material for the on-the-job anti-corruption training toolkit, including a one-pager, up to 3 PowerPoint slides and a short, written impact narrative (max. 1 page). C. Develop a short monitoring, evaluation and learning framework for the on-the-job anti-corruption training for businesses (max. 2 pages) as well as relevant surveys to monitor the satisfaction and progress of participants. D. Support the localization of the generic training material to the specific context and industries of the project’s target countries, in collaboration with UNODC staff in Pakistan, Kenya and Mexico, local working groups and students. Draft a short report (max. 2 pages) on support provided for the customization in the target countries, learnings and future opportunities. E. Draft compendium of additional case studies, exercises or scenarios, presentation of draft compendium to key stakeholders and incorporation of feedback

Duties and Responsibilities Background of the assignment:

In 2019, UNODC launched the Global Integrity Education project, which is implemented in Pakistan, Kenya and Mexico. With this project, UNODC seeks to establish and implement an effective integrity education programme that fosters ethical decision-making in private sector employees and empowers students to serve as “ethics ambassadors” in companies. The goal of this project is to equip young graduates with ethical mindsets and skills at the start of their professional careers. The project achieves this through establishing a link between university education and practical training, ensuring that ethics education is an ongoing process that continues to impact each student post-University, and from the start of their professional career. Business managers in the private sector will strengthen this link through their involvement in shaping the content of the university training. They will also create on-the-job training, based on the same university material, for targeted industries that are considered vulnerable to corruption (e.g. legal affairs, banking, healthcare). While the focus of the project is to equip young graduates with ethical mindsets and skills at the start of their careers, the project is also targeting business managers, whose awareness of the importance and means of strengthening business integrity will grow as they help contextualize the modules for universities and convert them into on-the-job anti-corruption trainings for businesses. In year 1 and 2 of the project, a total of 16 contextualized UNODC university integrity modules in Kenya, Mexico and Pakistan were developed. More than 280 lecturers were trained on the modules and have already taught the material to more than 5000 students in Kenya, Mexico and Pakistan. Going forward, the project will make use of the UNODC university integrity modules and develop corresponding on-the-job anti-corruption trainings for businesses. In this context, UNODC is seeking a consultant who will develop the generic on-the-job anti-corruption trainings for businesses that will then be further contextualized by business-academia working groups in Kenya, Mexico and Pakistan as well as by students that participate in the project and undertake internships in compliance departments of companies. Furthermore, the consultant will develop outreach material and a monitoring, evaluation and learning framework for the on-the-job anti-corruption training for businesses. Finally, the consultant will support the customization of the on-the-job anti-corruption training for businesses in the target countries. The consultant will be home-based and engage with UNODC staff via electronic means. The consultant will receive guidance from UNODC and will be required periodically to report on progress and outcomes.

Purpose of the assignment:

The purpose of the assignment is to develop the generic material for the on-the-job anti-corruption training for businesses, including outreach, customization and monitoring & evaluation.

Qualifications/special skills Skills: ● Capacity to work independently and with minimal supervision is required. ● Excellent oral and written communication skills are required. Academic Qualifications: ● An advanced university degree (Master’s degree or equivalent) in business, education, management, social science, legal studies is required. is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: ● At least five (5) years of experience, in a compliance department of a company or in a similar function linked to promoting integrity and ethics in companies, is required. ● Demonstrated experience in conducting anti-corruption, integrity or ethics trainings for private sector employees is required. ● Familiarity with the UNODC Global Integrity Education project or the E4J University Modules on Anti-Corruption and Integrity & Ethics is desirable. ● Previous experience with the United Nations or other international organization is desirable. Language: ● English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in oral and written English is required and fluency in oral and written Spanish is desirable. Knowledge of another official United Nations language is an advantage.
