  1. Purpose of the Consultancy

Development of a practical toolkit to guide on planning the implementation of recommendations of the EMR Commission on SDH report to address health inequity in the Eastern Mediterranean Region.

  1. Background

The World Health Organization Regional Office for the Eastern Mediterranean (EMRO), in a joint effort with the Institute of Health Equity at UCL London, and the Alliance for Health Policy and Systems Research, has developed a report on the Social Determinants of Health and Health Inequity in the Region titled "Build Back Fairer: Achieving Health Equity in the Eastern Mediterranean Region."

In November 2019, WHO/EMRO took the initiative to establish an independent, expert Commission on Social Determinants of Health in the Region. The Commission has developed an evidence base on health inequities in the Region, the factors that drive such inequities, and has provided recommendations on addressing them within the context of Member States in the Region, including those facing conflict and emergencies.

To build on these efforts, WHO/EMRO intends to all policy-makers and potential stakeholders of the report in the Member States to effectively use the evidence and recommendations in this report to develop plans to promote health equity.

The main objectives of this consultancy are:

  • To summarize the key messages of the report under different chapters
  • To develop a toolkit to guide on planning the implementation of recommendations of SDH commission report

Start date: 13-June-2021

End date: 12-August-2021 (2 months)

  1. Work to be performed

Output 1: Develop outline for presenting the toolkit

Deliverable 1.1: To review the SDH commission report and propose a simple outline for the tool to guide the users on planning the implementation of the SDH recommendation.

The outline exects to explain how it will summarize the chapter and which items will be highlighted in it, which subjects and titles will be included in the toolkit and how planning for implementation of recommendations will be guided.

Output 2: Develop toolkit to guide the planning of the implementation of the SDH recommendations

Deliverable 2.1: To Draft the toolkit to guide on planning the implementation of the SDH recommendations

includes:

  • Key messages of each chapter of the report
  • Identified key partners based on raised issues and proposed recommendations for action
  • Identified already available tools for planning in each field

Deliverable 2.2: To submit the draft of the toolkit for review by DHP/HP department

Note: The toolkit should be cover each chapter of the report in a maximum of three pages

Output 3: Develop final report including a toolkit to guide the planning of the implementation of the SDH recommendations

Deliverable 3.1: To finalize the toolkit based on received recommendations

Note: all deliverables should be full in English

Required Qualifications

Education: Essential: University degree in medical sciences.

Desirable: Post-graduate degree in public health. Academic pursuits in the area of health system management and planning to promote evidence-based planning based on Social Determinants of Health

Experience****:

  • From 5 to 10 years of working experience in the areas of health system strengthening and evidence-based planning. International experience is mandatory.
  • Work experience within WHO and UN System is an asset
  • Evidence of having undertaken similar assignments is an asset

Skills/ Technical knowledge

  • Technical capacity and experience in developing guidance for evidence-based planning

Language

Languages and level required: Read - Write/Expert in English

Location:

Distance consultancy

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
