Design and implementation of futures approaches in WPRO

1. Purpose of the Consultancy

To support the design, implementation, evaluation and dissemination of futures-oriented methods and events in the Western Pacific Region in the framework of WHO75.

2. Background

On 7 April 2023 ̶ World Health Day ̶ the World Health Organization will observe its 75th anniversary. In 1948, countries of the world came together and founded WHO to promote health, keep the world safe and serve the vulnerable – so everyone, everywhere can attain the highest level of health and well-being. Beyond World Health Day and as part of the WHO75 campaign, WHO will host a series of celebratory events throughout the year.

WHO’s 75th anniversary year is an opportunity to look back at public health successes that have improved quality of life during the last seven decades. It is also an opportunity to motivate action to tackle the health challenges of today ̶ and tomorrow. Taking only a retrospective approach may fail to prepare us for what may come next and the challenges posed by a rapidly changing world. By contrast, systematically looking to the future can help better inform today’s actions and decisions.

WHO’s Western Pacific Regional Office (WPRO) has built a unique experience in this area thanks to its overarching strategy “For the Future: Towards the healthiest and safest region” which enables a series of approaches for collectively responding to current and future health challenges in the Region. The Strategic Dialogue (DIA) team was set up in 2019 under WPRO’s Data, Strategy and Innovation (DSI) Group to operationalize some of these approaches and engage the Region in strategic dialogues about the future(s) of health. The team leads the development of methods, tools and processes to support Member States and WPRO in applying future-to-now approaches to create fit for purpose health systems and organizations. In 2023, the experience and knowledge accumulated over the past three years will be used to help shape a forward-looking year of celebrations in WPRO and beyond.

Under the guidance of the DIA Coordinator, the consultant will work closely with the team to design and manage futures-oriented projects and events to contribute to the WHO75 campaign for a future-fit Western Pacific Region.

4. Work to be performed

Method(s) to carry out the activity

Output/s

Output 1: Support the organization in designing and implementing forward-looking events as part of WHO75 celebrations, including a global virtual forum to engage internal and external audiences on health and wellbeing futures

  • Deliverable 1.1: In collaboration with DIA team members, act as a focal point for relevant WPRO units to access and operationalize futures and foresight methodologies for the benefit of WHO75 celebrations and beyond.
  • Deliverable 1.2: Lead the management of projects and events to ensure WHO75 adopts a forward-looking lens. Provide technical inputs for activity design and manage all aspects of the projects including workplans, coordination with internal and external stakeholders (technical and support units, vendors and experts), internal and administrative approval processes. Monitor progress and identify adjustments as necessary to ensure the successful completion of the project. Flag issues to the RO leads in case of delays or other risks.
  • Deliverable 1.3: Develop a collaborative process involving WHO stakeholders, country counterparts and external experts and organizations to conceptualize and ideate the second edition of the health futures forum. The forum is envisioned as one of the milestones of the WHO75 campaign, and it is intended to reach a wide audience and have an innovative format. It will aim to provide innovative, forward-looking perspectives to shape the future of health, wellbeing and health systems.
  • Deliverable 1.4: Ensure sound project management of the forum using workplans, risk assessment and the early identification of solutions to facilitate implementation.
  • Deliverable 1.5: Support the identification of potential vendors, partners and speakers to contribute to the Forum, from a technical and operational standpoint.
  • Deliverable 1.6: Provide technical guidance to develop the Forum agenda, overall session design, performance evaluation framework

Output 2: Support the organization in building workforce capacity in futures and foresight

  • Deliverable 1.1: Collaborate with WPRO, WHO Country Offices and other organizations to identify opportunities for training and capacity building.
  • Deliverable 1.2: Collaborate with RO lead to ensure trainings are prepared and delivered to a high standard.
  • Deliverable 1.3: Manage all aspects of the project including workplans, coordination with internal and external stakeholders (technical and support units, vendors and experts), internal and administrative approval processes. Monitor progress and identify adjustments as necessary to ensure the successful completion of the project. Flag issues to the RO leads in case of delays or other issues.

Output 3: Support the organization in building strategic foresight intelligence and mainstreaming futures-based approaches within WHO

  • Deliverable 3.1: Contribute to the team’s communication and outreach efforts.
  • Deliverable 3.2: Support futures and foresight in health awareness initiatives, including webinars, regional events, and cross-division engagements.
  • Deliverable 3.3: Ensure knowledge, good practices and technical inputs emerging from the projects are continuously captured, fed back and incorporated into country dialogues and other initiatives led by DSI.

5. Specific requirements

- Qualifications required:

Essential: First university degree in public health, business administration, economics, behavioural science, international relations, life sciences or social sciences.

Desirable: Master’s degree in the above disciplines

- Experience required:

Essential: At least five years of professional experience in international public health, strategic planning, training and workshop methodologies and facilitation. Experience in managing consultative processes in international settings. Evidenced experience in effective communication with governments, communities, and technical experts.

Desirable: experience working with strategic foresight or futures-oriented methodologies. Previous experience in design-thinking or change management.

- Skills / Technical skills and knowledge:

Excellent in report writing and data analysis; Good knowledge of the dynamics of international public health work; Ability to plan, design and implement complex projects; Ability to provide technical support to countries; Ability to work harmoniously as a member of the team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.

The selected Consultant will be expected to provide a medical certificate of fitness for work.

9. Travel

The Consultant may be expected to travel.

​​​​​​​All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
