Result of Service Specific deliverables to be performed by the consultant:

Under the supervision of the Crime Prevention and Criminal Justice Officer, Implementation Support Section, Corruption and Economic Crime Branch, and in close coordination with colleagues from the Environment Team, the consultant will perform the following substantive duties and responsibilities:

Deliverable 1

  • Undertake analysis to understand the structure of the wildlife, fisheries or forestry industries in beneficiary countries;
  • Contribute to the design and delivery of in-country or virtual working sessions to identify key corruption risks;
  • Contribute to the design and delivery of in-country or virtual working sessions to develop mitigation strategies to address these key corruption risks;
  • Support partner agencies in the implementation of these mitigation strategies;
  • Document the impact of the strategies that are implemented.

Deliverable 2

  • Contribute to the development of knowledge products. Review tools and knowledge products related to corruption risk management and financial investigations.

Deliverable 3

  • Contribute to the development of training and advocacy materials linked to risk management tools.

Deliverable 4

  • Provide substantial assistance in the preparation of the anti-corruption events organized by or attended by UNODC;
  • When required, provide logistical assistance in the organization of aforementioned events.

    Duties and Responsibilities Background of the assignment:

The Corruption and Economic Crime Branch (CEB) of UNODC has established a leading global position in delivering support to countries to prevent and combat corruption. An important element of this support is the design and implementation of corruption risk mitigation strategies for public sector organizations, in particular wildlife, fisheries and forestry management agencies as well as public health authorities. In addressing corruption related to crimes that affect the environment, CEB works closely with the UNODC Environment Team.

In recent years, UNODC has developed considerable expertise in these areas and has generated impactful results while supporting organizations to identify and manage corruption risks that can weaken and undermine regulatory and enforcement frameworks, prevent them from achieving their mandate, and lead to significant lost revenue, wastage of public resources and lack of confidence that stakeholders hold in these organizations. This work was first initiated to support wildlife, forest and fisheries management authorities and is now expanding rapidly in the field of public health, in particular related to sanitary and phytosanitary standards as well as the procurement and distribution of medicine and medical supplies. UNODC has also developed knowledge products to increase the global understanding of these issues. A number of additional knowledge products are currently being developed.

Purpose of the assignment:

The assignment has four primary purposes:

  • Contribute to the design of corruption risk mitigation strategies through both desk-based research and by acting as part of the team facilitating corruption risk assessments beneficiary countries;

  • Contribute to the implementation of corruption risk mitigation strategies by acting as part of the team delivering these services to beneficiary countries;

  • Contribute to knowledge products and generate training tools from existing corruption risk management guides;

  • Contribute to the preparation and organization of the multilateral anti-corruption events.

    Qualifications/special skills Skills:

  • Excellent communication skills, both written and oral, is required;
  • Excellent command of word processing and spreadsheet packages is desirable.

Academic Qualifications: - An advanced university degree (Master’s degree or equivalent) in law, political science, business, economics, public policy, public administration, or closely related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: - At least 2 years of work experience, including experience in anti-corruption or other relevant crime prevention and criminal justice issues is required; - Knowledge of work on anti-corruption related to wildlife, fisheries and forestry crime or public health sector is desirable; - Familiarity of the work of the UNODC is desirable; - Work experience in Africa and/or Latin America is desirable.

Language: - English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
