Result of Service The consultant will assist the Associate Programme Officer in supporting the verification process of the classification tool created by MINUSCA for CAR, making relevant contributions to support local entities in finalizing the document. The incumbent will also be responsible for the delivery of two training sessions on reinforcing the capacities of the prison personnel in CAR on the administration of the classification tool. The incumbent is required to be well-versed on the local prison context in CAR and be knowledgeable of relevant prison legislation.

Duties and Responsibilities 1. Background of the assignment:

United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:

  • to advance understanding of crime-related problems;
  • to foster just and efficient criminal justice systems;
  • to support the respect of international instruments and other standards;
  • to facilitate international law enforcement cooperation and judicial assistance.

The objective of the project “Improve detainees’ classification in Central Africa Republic” in partnership with MINUSCA is to enhance prisoners’ classification in Central African Republic (CAR) through the development of a classification tool that will support the management of detainees. There will be tailored capacity-building activities prepared for prison personnel in Bangui and other prisons around CAR to highlight the importance of the classification tool and train on its use.

The project includes 3 activities: - Supporting with the finalization/validation of the classification tool for prisoners in CAR - Delivering 2 training sessions for prison personnel (first training from prisons in Bangui, second training for prisons in other regions of the country)

2. Purpose of the assignment:

With specific reference to the project “Improve detainees’ classification in Central Africa Republic” the consultant will assist the Associate Programme Officer in supporting the verification process of the classification tool created by MINUSCA for CAR, making relevant contributions to support local entities in finalizing the document. The incumbent will also be responsible for the delivery of two training sessions on reinforcing the capacities of the prison personnel in CAR on the administration of the classification tool. The incumbent is required to be well-versed on the local prison context in CAR and be knowledgeable of relevant prison legislation.

3. Specific tasks to be performed by the consultant:

Under the supervision of the Associate Programme Management Officer, the consultant will perform the following items (in French):

  • Contribute to the validation of the classification tool.
  • Prepare for and participate in the two-days validation workshop to be held in October or November 2021 (dates to be confirmed).
  • Prepare for and deliver two training sessions for two different groups of prison personnel, to expand their knowledge on the classification procedure and the uses of the classification tool, the evaluation of security risks and the assignment of inmate security levels. The trainings will take place between October and November 2021 (dates to be defined).
  • Perform any other duties as required.

    Qualifications/special skills Academic Qualifications: Advanced University degree (Master’s degree or equivalent) in the field of law, human rights, international relations or a similar field is required. Experience: At least five (5) years of progressively responsible working experience in crime prevention and criminal justice field is required. Experience with penitentiary affairs is required. Experience in the African context, especially in Central African Republic, is required. Experience with the criminal justice system as lawyer, legal advisor, judge or similar roles is desirable. Language: For this position, fluency in French is required (trainings will be carried out in French) and knowledge of English is required.
