Shifting to a phase beyond pilot (June 2020-July 2021) the Global Skills Academy (GSA) is now scaling-up towards a more sustainable project to reach 10 million young people globally by 2029. In this framework, the Section of Youth, Literacy and Skills Development (ED/PLS/YLS) is calling for submission of proposals (Technical and Financial) of a Technical Consultant with significant experience in Technical and Vocational Educational and Training (TVET) to manage and coordinate this multi-stakeholder project and manage multi-partners. Scope of the Assignment: ------------------------ **Scope of the assignment:** Under the overall authority of the Assistant Director-General for Education, the guidance of the Director of the Division for Policies and Lifelong Learning Systems (ED/PLS) and the direct supervision of the Chief of the Section of Youth, Literacy and Skills Development (ED/PLS/YLS), the Consultant shall undertake the following: I. Coordinate the implementation, management, and Resource Mobilization of the Global Skills Academy (GSA) Mission, and act as the internal and external GSA focal point by: 1\) Liaising with GSA Partners and overall GSA multi-stakeholders to follow up on activities and progress through periodic reporting, and meetings. 2\) Coordinating the overall implementation with UNEVOC Centre focal point to the GSA, UNESCO Field and Regional Offices, Member States’ representatives and national institutions including Ministries of Education and Labour, and TVET authorities. 3\) Support in scale-up of GSA by contributing on the planning, research and documentation development, advocacy, and dissemination, monitoring and evaluation, in the framework of UNESCO’s New TVET Strategy, as part of the strategic planning at Education Sector (41C/5), and providing support for resources mobilization if requested. 4\) Liaise with Partners and national focal points to collect data and if possible, testimony of beneficiaries to report on the GSA’s global and national targets. 5\) Liaising internally in Communication development and implementation of the GSA Communication Strategy including: i) Contribution to the Global Education Coalition (GEC) newsletter to update GSA Partners. ii) Preparation of articles and updates to the GEC-GSA website. 6\) Preparing presentations, briefs and additional inputs or documentation, upon request; Organizing and updating the GSA shared working space on Teams, GSA Dashboard, GSA Summary Notes; and overall working tools with latest information and most up to date documents. Long Description ---------------- II. Coordinate the overall preparation and ensure the logistics and reporting of key 2022 events under GSA framework, in particular: GSA Marketplace in the margins of CONFINTEA VII, World Youth Skills Day (WYSD) 2022 and Transforming Education Summit (TES) 2022 by: 1\) Contributing to the development of background documents and agenda, organizing logistics and communication including preparing and managing invitations, liaising with participants. 2\) Contributing to the preparation of speeches, press releases and related articles; and, 3\) Mobilizing governments and partners through UNESCO’s field offices and networks. Develop analysis and produce a report on progress made (2022 Mid-Term evaluation) based on observations, lessons learnt and recommendations across the GSA implementation steps/stages from June to September 2022, to capitalize and advance towards a sustainable project. Provide cross-cutting support to the Section of Youth Literacy and Skills’ Development (YLS) by: 1\) Supporting the preparation of the launch of new UNESCO strategy for TVET. 2\) Providing technical and operational supports to UNESCO TVET Community for the implementation of new UNESCO strategy for TVET. 3\) Contributing to YLS Section and the GEC teams within the Division of Policies and Lifelong Learning Systems (PLS). Prior relevant experience of working with UN and other international organizations would be an asset. • **Language:** Strong command of the English language and excellent writing skills. Knowledge of another official UN language would be an asset. **DESIRABLE QUALIFICATIONS** ---------------------------- • Technical and vocational educational Training (TVET) expertise, or experience in TVET related projects • Demonstrated ability to organize and coordinate multiple tasks and deliver the result within specified timelines. • Proven interpersonal and communication skills. • The ability to effectively work within a complex and multicultural environment. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- **Submission of Proposal:** Candidates are requested to submit a written proposal (Technical and Financial).
