How can you make a difference?

The Nutrition Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide overarching coordination for the Brunei National Nutrition Survey with specific technical assistance on the design and implementation of the survey.

In 2022, The Ministry of Health for the Nation of Brunei plans to undertake a National Nutrition Survey amongst children under 5 years of age. This survey will include a representative sample of households with children under 5 years of age to generate robust information on critical issues related to food security, nutrition, health, education, and WASH status. The National Nutrition Survey in Brunei will enable the Ministry of Health along with UNICEF and partner organizations to support the development and scale of relevant policy and programmatic decisions.

The National NNS Consultant (NNC) will support and provide guidance to UNICEF Malaysia Country Office and UNICEF EAPRO and the MoH Brunei for the preparation, implementation, and completion of the National Nutrition Survey in Brunei (BNN). The NNC will advise the MoH Brunei, especially the Survey Coordinator and sampling and data processing experts, during survey planning, questionnaire design, sampling, training, fieldwork, data processing, data analysis, dissemination and archiving, ensuring that standard protocols and recommendations are being followed at all times. The NNC will communicate effectively between the UNICEF CO, UNICEF EAPRO and MoH Brunei, responding promptly to survey related needs and issues as they arise.

The NNC will be responsible for coordinating and supporting the work to provide technical assistance to the BNN Survey process. The consultant will work in close collaboration with the survey team, the stakeholders, and will represent UNICEF in meetings and workshops in relation to the survey as needed.

Work Assignment:

The consultant will provide overarching technical and coordination support for the National Nutrition Survey in Brunei from design to analysis and reporting stage.

  • Lead provision of technical support to Ministry of Health (MoH) Brunei for the development of research protocol, and tools including survey questionnaires, sampling frame, and weighting methodology.
  • Ensure that standard MICS methodology, questionnaires and data analysis tools are applied to the Brunei NNS.
  • Finalise, in collaboration with Moh Brunei and UNICEF CO/RO, the Survey Plan, including timetable.
  • Coordinate with MoH Brunei on the analysis with potential focused independent analysis, review results and advice on advance statistics.
  • Identify key results in collaboration with MoH Brunei and partners.
  • Support development of the Brunei NNS report with focus on summarizing key findings, interpretation of findings and recommendations for application of findings.
  • Communicate regularly with the UNICEF CO and RO responding to all BNN survey related issues in a timely manner.
  • Coordinate the work of MoH survey specialists and UNICEF CO/RO to support different survey stages.
  • Ensure that all survey related documents and deliverables are properly archived throughout the survey process (for example: Survey Plan, questionnaires, manuals, sample design, training/pre-test reports, expert reports, output and tabulation plan tables, syntaxes, datasets, Survey Findings Report (and Final Report), dissemination materials etc.).
  • Ensure that lessons learned, problems, and good practices are documented throughout the BNNS process and rapidly shared with UNICEF CO and RO.

Time allocation: All deliverables to be completed in 34 days within a period of 11.5 months

  • Monthly Progress Report of activities, describing activities undertaken during the month and highlighting problems met and solutions put in place to mitigate them.
  • Presentations and training materials used in trainings, workshops, and other meetings.

Duration of Contract: 34 working days over 11.5 months (8 November 2021 – 15 October 2022)

Working Location: The consultant will work from his/her premises.

To qualify as an advocate for every child you will have…

Education:

  • PhD Degree in economics, public health nutrition, demography or a related field combined with over 10 years of relevant experience or advanced/master’s degree with at least 15 years of relevant experience

Skills and Experience:

  • Proven minimum of 8-year experience in the coordination and/or management of quantitative household surveys (prior MICS or Demographic and Health Survey (DHS)requested.
  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS).
  • Experience with mobile data collection.
  • Training experience and ability to organise and facilitate training and presentations.
  • Experience in data analysis and survey report writing.

Other competencies:

  • Excellent communication and interpersonal skills.
  • Excellent oral and written communications in language(s) required.
  • Familiarity and previous experience of working in country and/or in the region highly desirable.
  • Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organisation, more specifically with National Statistical Offices.
  • Demonstrated leadership, managerial and supervisory ability.
  • Previous experience in working with UNICEF or other UN agencies is considered an advantage.
