Result of Service The Audiovisual Producer is responsible for the conception of the visual plan and scripts of the video-classes of the "Urban Development Instruments" course, besides the production of presentations and other materials that will support the recording, management, technical follow-up, and direction of the video-classes, and management of the editing of the contents of each class and the respective modules.

For this product, UN-Habitat has partnered with the German Cooperation Agency, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) under the TraDUS project, implemented by the Ministry of Regional Development (MDR) and the Federal Rural University of the Semi-Arid (UFERSA), whose objective is to communicate, train and provide tools to support the collective construction of better cities for present and future generations.

The course "Urban Development Instruments" will be a distance learning course, self-instructional, with asynchronous activities, workload up to 70 hours, in MOOC (Massive Open Online Course) format and should be available on the MDR Capacities Portal (Portal Capacidades), hosted on Moodle (Modular Object-Oriented Dynamic Learning Environment).

The Course will be structured in seven modules: (1) Introduction: Instruments for sustainable urban development; (2) Governance: the political dimension of sustainable urban development; (3) Information: the knowledge dimension for sustainable urban development; (4) Planning: the territorial dimension for sustainable urban development; (5) Management: the institutional dimension for sustainable urban development; (6) Financing: the financial dimension for sustainable urban development; and (7) Monitoring, evaluating, criticising and learning.

The Consultant will work in close collaboration with the operational and technical teams of UN-Habitat offices in Alagoas and Rio de Janeiro and GIZ.

Expected duration The consultancy has an expected duration of 5 (five) months, with key milestones provided in the calendar of activities concentrated in (2) months with two additional “contingency” months totalizing 7 (seven) months.

Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

Through a partnership with the Government of the State of Alagoas to improve institutional and technical capacities of State and municipal stakeholders on sustainable territorial and urban development, UN-Habitat is now setting up the second phase of the project named “Sustainable and inclusive urban prosperity in the State of Alagoas”. This second phase shall lead to enhance State of Alagoas engagement toward sustainable and inclusive urban prosperity, through a better understanding of the urban setting, and the establishment or improvement of its public policies, plans, and actions.

In order to properly implement this project, a Consultant (Audiovisual Producer) is required to ensure a good execution of the work programme.

Report to UN-Habitat Manager

The Consultant (Audiovisual Producer) will report to the National Officer for Brazil, who will evaluate him/her.

Responsibilities

Under the overall supervision of the National Officer for Brazil and the Project Coordinator, the Consultant (Audiovisual Producer) will:

  • Present a preliminary technical document with the information of what will be recorded through the description of audio, texts and images;
  • Pay attention to inclusive language and gender diversity in the scripts of the video-classes, which should be reviewed and approved by UN-Habitat and GIZ;
  • Prepare, with the scripts finished, a storyboard for conceptual and graphic planning of the videos, when applicable;
  • Use high quality digital animations, illustrations, and audio materials, for the production and editing of the video. The soundtrack, sounds and other images used in the video must be free of copyright infringement or be authored by the Consultant, UN-Habitat or GIZ;
  • Present the preliminary version of the videos to UN-Habitat and GIZ which will make final remarks;
  • Create videos using the criteria of the ABNT-NBR-15290 standard, with respective credits, files in high definition, 16:9, in digital format and wrapper (Wrapper) QuickTime (.MOV) and .AVI. The appropriate standards for the Capabilities Portal must be brought directly to the responsible team;
  • Archive raw material digitally captured for video in original file for the UN-Habitat and GIZ image bank;
  • Provide a Term of Assignment and Transfer of Copyright to UN-Habitat and GIZ, signed by the members of the artistic creation team, namely: screenwriter, director, cinematographer, editor, and any other functions related to the making of the video;
  • Provide Terms of authorization for the use of images of people filmed or photographed (regardless of their ethnicity);
  • Detail a description of all assigned images (and their owners), when applicable;
  • Detail a description of the soundtrack and effects used;
  • Sign an authorization Term for the Assignment of Copyright (printed and scanned), if the work project makes use of third-party work;
  • Provide a delivered media absent of technical problems, stripes or formed images;
  • Provide closing credits with institutional acknowledgments previously approved by UN-Habitat and GIZ, not being allowed the insertion of company or product brands, nor plans that characterize subliminal "merchandising actions" of company or product brands, unless expressly authorized by the partner institutions.

The activities will be carried out under the technical supervision of UN-Habitat in partnership with the GIZ, and will take place, preferably, remotely.

The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment.

The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Outputs/Work Assignment

The Consultant will be expected to carry out the following tasks:

i. Designing the visual plan of the video-classes compatible with the visual identity to be defined by UN-Habitat and partners. The visual plan must contain at least: opening animation with vignette, animation of the speakers' credits and important information to be disclosed, infographics and animations for the video-classes, letterings, among other graphic elements necessary for the good execution of the work; ii. Designing the scripts for the video-classes in partnership with each video-class instructor; iii. Production, along with video-class instructors, of the presentations and other visual materials (slides, maps, images, videos) that will support recording of the video-classes; iv. Management, technical follow-up, and direction of the recording of the video-classes, which may be in person or online, to be agreed with UN-Habitat and partners; v. Management of the editing of the content for each video-class and modules; vi. Use of legal image banks, referenced, for the composition of the videos (must be listed in the visual plan); vii. Insertion of sign language and/or subtitles in the video-classes.

The Consultant should also participate in meetings with the local team of UN-Habitat and GIZ, and other partners essential for the development of the course. The definition of the visual plan, script and production of the videos may include other activities besides those indicated in these Terms of Reference. All this process, from their conception to the validation and approval of the materials in their final version, will be coordinated by UN-Habitat and GIZ, primarily responsible for offering the course.

The Consultant will deliver the following products:

Product 1: Workplan, Audiovisual guide and Workshop on audiovisual resources and strategies Description: The product will include: (i) Workplan composed by a. Detailed description of the necessary activities and/or resources (technical team and materials), b. Detailed schedule with the deadline for each product, c. Workflow indicating people in charge and sequence of each activity, to better understand the relationship with other professionals involved (e.g., graphic designer, teachers, etc.), and d. Detailed budget; (ii) Development of an audiovisual guide; (iii) Planning and conduction of a workshop on audiovisual resources and strategies. Expected delivery date: 30 days after contract signature.

Product 2: Video script, Custom vignettes for video-lessons animation for the Module 1 (pilot) and Guidelines of the process/methodology for further replication Description: The product will include: (i) proposals of a visual plan and video-classes scripts; (ii) the production of presentations and other visual materials (slides, maps, images, diagrams, videos, etc.), which will support recording the video-classes; (iii) systematization of the process/methodology used in the form of a guideline document for further replication. Expected delivery date: 60 days after contract signature.

Product 3: Recording and editing of video-classes for the Module 1 (pilot) and Guidelines of the process/methodology for further replication. Description: The product will include: (i) management, technical follow-ups and direction of recording the video-classes; (ii) management of editing of content for each video-class and modules; (iii) insertion of sign language and/or subtitles in the video-classes; and (iv) systematization of the process/methodology used in the form of a guideline document for further replication. Expected delivery date: 90 days after contract signature.

Product 4: Video script, Custom vignettes, Recording and editing of video-classes - Modules 2 to 7 Description: The product will include: (i) proposals of a visual plan and video-classes scripts; (ii) the production of presentations and other visual materials (slides, maps, images, diagrams, videos, etc.), which will support recording the video-classes; (iii) management, technical follow-ups and direction of recording the video-classes; (iv) management of editing of content for each video-class and modules; and (v) insertion of sign language and/or subtitles in the video-classes. Expected delivery date: 140 days after contract signature.

Qualifications/special skills Skills:

¿ Good proficiency with video editing and digital recording, script editing and directing videos ¿ Good proficiency in the use of video editing softwares such as Adobe Premiere, Adobe After Effects, Sony Vegas Pro or similar is required; ¿ Basic computer skills in the Microsoft Office package (Word, Excel and PowerPoint), Microsoft Teams and Google (Gmail, Drive, Docs, Sheets and Forms) is required; ¿ Experience related to UN and/or any other international agency is an asset.

Academic Qualifications:

Required: ¿ Postgraduate Degree (Stricto Sensu) in Visual Arts, Social Communication, Journalism, Public Relations, Event Production or related fields is required, or additional 6 (six) years of relevant experience to the post, beyond the requirement. ¿ Bachelor’s Degree in Social Communication, Journalism, Public Relations, or related fields

Experience:

¿ At least 12 (twelve) years of professional experience related to audiovisual production; ¿ Previous experience with audiovisual production in development and/or non-profit projects.

Language:

¿ Fluency in Portuguese is required. Intermediate level in English is desirable. Knowledge of any other working language of the United Nations is considered an asset.

Knowledge Management

¿ The person must know the processes, procedures, and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ¿ The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ¿ The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ¿ The person will prepare databases related to the project running. ¿ The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ¿ The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.

Additional Information Remuneration

SB-5/4 (UNDP Brazil Salary Scale, Full-time) The consultant will receive a total amount of BRL 90.618,16, according to the following schedule: ¿ Payment 1 (15%): Upon delivery and approval of Product 1 (BRL 13.592,72); ¿ Payment 2 (25%): Upon delivery and approval of Product 2 (BRL 22.654,54); ¿ Payment 3 (30%): Upon delivery and approval of Product 3 (BRL 27.185,45); ¿ Payment 4 (30%): Upon delivery and approval of Product 4 (BRL 27.185,45).

Travel details

The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Note: During the COVID-19 pandemic quarantine, travel is not advised.
