Purpose of consultancy

To provide technical expertise to WHO with the work on the WHOA course “Antimicrobial resistance and antimicrobial use surveillance: Competencies for policy and practice.” The Consultant will work on the development and review of the technical content of the WHOA modules related to antimicrobial consumption surveillance. The Consultant will collaborate with the WHOA Learning Design team on the production of the WHOA course.

Background

The Surveillance, Evidence and Lab Strengthening (SEL) Unit within the Surveillance, Prevention and Control (SPC) Department of the Antimicrobial Resistance (AMR) Division is responsible for providing technical support to countries for implementing surveillance of antimicrobial resistance (AMR) and antimicrobial consumption (AMC). SEL staff and WHO EURO AMR Control/CHP staff, supported by GLASS AMR Collaborating Centres (CC) network, are developing WHO Academy (WHOA) course “Antimicrobial resistance and antimicrobial use surveillance: Competencies for policy and practice”. The course will provide an innovative distance-based and comprehensive training to improve the competencies on AMR and AMC surveillance in the human sector.

WHOA modules on AMC surveillance will provide guidance to countries on the structures and processes needed to establish and sustain national AMC surveillance. Using the WHO standardized methodology (ATC/DDD system), the course will build competencies in key AMC monitoring functions, including data collection, analysis and use, and data translation into policy and practice. The course will consist of e-lectures, exercises, and interactive platforms to enable the active transfer of knowledge to practical experience and activities. Under the supervision of SEL staff, the Consultant will work on the development of WHOA AMC modules in terms of technical content and formatting.

Deliverables

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

Advanced university degree in either medicine, pharmacy, public health, or epidemiology.

Experience

Essential:

  • Over 10 years of professional experience in the management of surveillance of consumption and use of antimicrobials
  • Minimum of 10 years of teaching experience in university or in professional continuous training

Skills/Knowledge:

Essential:

  • Strong skills and expertise in drug use research, particularly of antimicrobials
  • Excellent writing skills
  • Expertise in development of educational materials, technical courses, knowledge transfer and competency development

Desirable:

  • Knowledge of WHO tools for surveillance of consumption and use of antimicrobials
  • Knowledge of the WHO Academy tools for development of educational materials and courses

Languages required:

Essential:

Expert knowledge of English

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level C

USD 10,000 - 12,500 per month, part time 50%
