Result of Service Guidelines on anti-corruption proofing of legislation developed and submitted to UNODC. Developed the training programme for training of trainers on anticorruption proofing of legislation and pre-training reading materials and handouts designed, submitted and agreed with UNODC; Visit to Kyrgyzstan to conduct TOT on anti-corruption proofing of legislation and providing policy advise support to the General prosecutor’s office of Kyrgyz Republic conducted; Online mentorship support to the Department 6 (on organizational support and examination of regulatory legal acts) of GPO to ensure sustainability of the expert assistance provided to encourage national ownership, rendered; Final activity report summarizing results of the conducted trainings and mentoring consultations with recommendations for further effective anticorruption proofing drafted, submitted and agreed with UNODC.

Duties and Responsibilities The United Nations Office on Drugs and Crime (UNODC) is active throughout the world in the areas of the rule of law, security and justice by countering threats of drug trafficking, organized crime, terrorism and corruption. UNODC, as the guardian of the UNCAC, serves as Secretariat to the Conference of the States Parties to the Convention and has the mandate to provide support and technical assistance to State parties to effectively implement the Convention. Based on its global mandate, UNODC possesses substantial experience in developing technical tools, disseminating and facilitating exchange of good practices in the fight against corruption and organized crime, and a network of subject matter experts, which enables it to deliver tailor made technical assistance to States Parties upon request. Within the framework of UNODC Programme for Central Asia, Sub-Programme 2 – Preventing Crime, Increasing Access to Justice and Strengthening the Rule of Law and its component on strengthening criminal justice response to corruption in the Kyrgyz Republic, the UNODC intends to provide expert assistance to the Kyrgyz Republic in enhancing local capacity of prosecutors to effectively prosecute corruption and organized crime in line with international standards with regards to guidelines under UNCAC Article 11.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master's degree or equivalent) in public administration, international relations, law, political science, international relations or criminology is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of ten years of relevant professional experience in sphere of academic research, policy analysis and advise or public administration is required. Experience working with civil society, good governance and transparency issues is required. Familiarity with the UN Convention against Corruption and its implementation is required. Prior experience in the area of anti-corruption proofing is desirable. Working experience with UN organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in oral and written English and Russian is required. Knowledge of another United Nations languages is an advantage.
