Result of Service Under the overall supervision of the Chief of TSS/CEB and under the direct supervision of the Crime Prevention and Criminal Justice Officer and in coordination with other UNODC officers and consultants as necessary, the consultants will perform the following deliverables:

A. Develop a training methodology, materials and evaluation survey for a five-day anti-corruption for public officials from Brazil, China, India, the Russian Federation and South Africa.

B. Deliver substantive sessions during the training on the following topics:

1. Corruption risk assessment; 2. Conflicts of interest; 3. Asset disclosure; 4. Corruption in public procurement; 5. Protection of reporting persons.

C. Support the evaluation of the training and reporting to the donor.

The consultant will carry out the specific deliverables under the overall supervision of the Chief of TSS/CEB and in close consultation with and guidance of relevant UNODC officers. All expertise provided must be supported with related documentation, as well as a clear indication of sources/source materials. Plagiarism and unauthorized use of copyrighted materials will not be tolerated.

The consultant will be paid upon the completion of tasks (3 working days).

All outputs should meet the satisfaction of the Crime Prevention and Criminal Justice Officer according to the pre-agreed indicators pertaining to the specific deliverables, quality of work and timeliness of delivery, while demonstrating a cooperative working relationship and openness to suggestions.

Work Location Home-based, with travel to Vienna (3 days tbc within the period 19-23 June 2023)

Duties and Responsibilities 1. Background of the assignment:

The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. UNODC is the guardian of the United Nations Convention against Corruption (UNCAC), the only legally binding universal anti-corruption instrument. The Convention's far-reaching approach and the mandatory character of many of its provisions makes it a unique tool for developing a comprehensive response to a global problem. UNODC possesses extensive experience and in-depth substantive expertise, delivering and adapting technical assistance to Member States upon request and working with a variety of national, regional and international stakeholders. Moreover, UNODC possesses substantial experience in developing technical tools, disseminating and facilitating exchange of good practices and organizing capacity-building activities with the aim to strengthen the ability of public authorities to prevent and counter corruption. In this context, UNODC is seeking five (5) consultants who will support the delivery of anti-corruption training for public officials from Brazil, China, India, the Russian Federation and South Africa.

Qualifications/special skills - An advanced university degree (Master’s degree or equivalent) in law, social science (international relations, management, public administration, political science or economics, etc.) or in a subject closely related to anti-corruption and / or crime prevention is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • Five (5) years of working experience in the fields of anti-corruption, crime prevention, or other closely related areas, is required.

  • Previous experience in the delivery of anti-corruption training programmes for public officials is required.

  • Previous working experience in the public sector of Brazil, China, India, the Russian Federation and South Africa is highly desirable.

  • Familiarity with the United Nations Convention Against Corruption and other anti-corruption frameworks is desirable.

  • Proven capacity to work independently and with minimal supervision is required.

  • Excellent verbal and written communication skills are required.

  • Previous experience with the United Nations or equivalent international organizations is desirable.

    Languages - English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage.
