Result of Service Purpose of the assignment: The Consultant will contribute to the implementation of the project by developing the Prosecutor's Guide to Radiological and Nuclear Crimes and providing their relevant expertise in the area of prosecution of CBRN crimes. In close cooperation with the UNICRI Programme Management Officer (Regional Coordinator), the Coordinating Consultant and other selected pool of specialised subject-matter experts, the Consultant will research and develop core content, draft respective chapters, conduct reviews of documentation and inclusions, working across one or a number of following thematic areas: - Investigation & prosecution of radiological and nuclear incidents - Interagency coordination - Forensic support for prosecution - Laboratory receipt and analysis of security sensitive radiological and nuclear materials. - Legal framework for prosecution of deliberate use of radiological and nuclear incidents

Duties and Responsibilities Background of the assignment: The United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are: - to advance understanding of crime-related problems; - to foster just and efficient criminal justice systems; - to support the respect of international instruments and other standards; - to facilitate international law enforcement cooperation and judicial assistance.

One of the strategic priorities of UNICRI is to support the development of an integrated CBRN approach that incorporates all international, regional and national CBRN components into a common strategy. This entails the application of a holistic approach through which all stakeholders, while operating autonomously, can establish common goals, identify and manage resources to achieve these goals, clearly allocate responsibilities and tasks, elaborate functioning channels of communication, create a security culture based on common learning, and ensure that lessons learnt are incorporated and absorbed throughout the whole system.

In 2022, UNICRI received funding from the European Commission to start development of the Prosecutor’s Guide to Radiological and Nuclear Crimes (hereafter “the Guide”), aimed to enhance and sustain the CBRN capabilities of its partner countries within the framework of the CBRN Centres of Excellence Initiative. The UNICRI’s CBRN Risk Mitigation and Security Governance Programme Team will supervise overall implementation of the project in close coordination with identified relevant international as well as regional subject matter experts.

The above Guide will seek to provide a strategic guidance to Government agencies with a mandate to respond to a radiological and nuclear crimes.

Specific tasks to be performed by the Consultant: Under the supervision of the UNICRI Programme Management Officer (Regional Coordinator) and the Coordinating Consultant, the Consultant will perform the below listed duties: - Research, collect, and prepare respective technical material necessary for drafting of special chapter(s) of the draft Guide. - Draft content for specified chapter(s) of the Guide. - Locate appropriate supporting material including images, templates and links to reference material to be included in the Reference section of the Guide. - Review and make changes as required and in line with core objectives of the Guide. - Take part in the respective Thematic Review meetings as required. - Upon request to attend in-person meetings organized in Turin or Vienna.

Qualifications/special skills At least an advanced university degree (Master's degree or equivalent) in the field of law, criminology, forensic science, law enforcement, criminal justice, physics, biology or chemistry is required. At least five (5) years of working experience in the CBRN investigation, CBRN forensics, prosecution or capacity building and training is required. Relevant experience at the national or international level, including assistance to countries to improve their Radiological and Nuclear Safety / Security is desirable.

Languages Fluency in oral and written English is required.
