BACKGROUND

UNICEF crystallized and clearly articulated its key priorities for the next four year and for the Sustainable Development Goals (SDG) era, in documents such as the Strategy for Health, 2016-2030; Health Systems Strengthening Approach, UNICEF’s UHC Briefing Note (visible as Appendix 1 here ), Nutrition and WASH strategies and most recently the Strategic Plan, 22-25.

Towards 2030, UNICEF envisions a world where no child dies from a preventable disease and all children reach their full potential in health and well-being. UNICEF’s #1 priority remains ending preventable maternal, neonatal and child deaths – leaving no child behind. For every child across all countries and contexts, especially in emergencies, this means ensuring the delivery of essential child survival interventions – maternal, newborn and child health and nutrition, including immunization and ending HIV/AIDS and Polio. Increasingly, UNICEF’s programmes must respond to the burden of disease for children 0-19 years at national and local levels. Towards achieving full potential in health and well-being for every child, including adolescents, UNICEF must prevent and respond to emerging issues that concern children: child development and disabilities, non-communicable diseases, mental health, sexual and reproductive health, environmental health and injuries. This is the comprehensive agenda for the health and well-being of children and adolescents.

Delivering on this agenda requires primary health care (PHC) that is responsive to the mortality and morbidity in children 0-19 years and is fit to context. UNICEF believe that strong primary health care is critical to a) leaving no child behind, b) realizing universal health coverage, and c) withstanding the impact of future pandemics, conflicts and climate change. This takes investment in primary care and essential public health functions, empowered people and communities and multi-sectoral action (education, WASH, social welfare, environment, transport, private sector and others).

UNICEF’s Goal Area 1 Annual Results Report and annual summary brochures provide a report of UNICEF’s work to donors and partners, highlighting the progress and challenges in realizing a world where children survive and thrive.

Purpose of Activity/Assignment:

The Consultant report to the Senior Programme Manager (Planning and Partnerships) of the Health Programme. The consultant will produce the 2022 Goal Area 1 Annual Report and additional strategic writing assignments. For the writing of the annual results report, the Consultant will work in close collaboration with the HIV/AIDS Programme Specialist.

Scope of Work (Activity/Assignment):

In close coordination the health programme Section Chiefs and Team/Unit leads and based on corporate guidance:

  • Develop the health content for the 2022 Annual Results Report:

    • Develop the health chapters for the UNICEF Annual Results Report (compile UNICEF staff inputs and other materials and draft, copy-edit and fact-check the overall report) and supplementary writing material
    • In addition to pulling from relevant information that will be provided such as Country Office Annual Reports and Strategic Plan indicator data, liaise and conduct consultations (by phone/Teams, or email, as required) with key UNICEF staff and others (as required) to gather relevant information, to complete the Report for 2022, with a focus on capturing overall trends in this Strategic Plan;
    • Prepare first draft, subsequent drafts and final version* of the Annual Results Report chapters; including fact-checking and proof-reading (including after the report goes to the designer); highlight the overall global and regional outcomes and the successes/challenges in key indicators for 2022;
    • Highlight selected investments made that were strategic and created bigger results in 2022, including specific reporting on the Global Health Thematic Fund;
    • Propose and develop stories of the impact of UNICEF’s work in 2022that links to a broader change;
  • Complete a range of writing requests depending on Health Programme requirements. These include Donor Proposals, Case studies / best practice documentation, High-level meeting reports, Brochures/Summary Reports, Stakeholder oriented documents on key health thematic issues and other outputs.

Terms of Reference / Deliverables

In close collaboration and working with the Senior Programme Manager and colleagues across the Health Programme the incumbent’s responsibilities are as follows

Deliverables/Outputs - Timeline

  • Timely and high-quality Health programme chapters for the Annual Results Report (approximately 70 days)
  • Timely and high-quality briefing notes, best-practices, investment cases and donor proposals are available (approximately 80 days)

11.5 months Payments will be based on invoices submitted, itemizing products delivered against the two deliverables

Qualifications

1) Education

  • An Advanced University Degree (Masters) in Public Health, Social Sciences or other related field.

    2) Work experience

At least 10 years of mid-level professional writing experience in:

  • Public Health
  • Report writing, documentation and investment case development
  • Copy-editing and fact-checking

3) Competencies

  • Strong knowledge in:
  • Development programming and policy analysis, particularly in public health;
  • Results based management and results oriented approach to project implementation;
  • Country programming principles, INGOs and NGO networks, and a strong knowledge partnership principle in development work;
  • High level proficiency in standard computer software, in particular, Microsoft SharePoint, Word and Excel;
  • Excellent written and oral communication skills in English, of publication standard;
  • Ability to work on the US timezone
  • Persistence in follow up, tact and diplomacy to work with international personnel;
  • Demonstrated ability to meet deadlines;
  • Familiarity with the UN and UNICEF programmes. Previous UN/UNICEF report experience is required.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
