How can you make a difference?

The WASH section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide technical support in the implementation of the WASH in Emergencies (WiE) programme, including WASH response to the COVID-19 pandemic in the East Asia and the Pacific Region (EAPRO).

Work Assignment, Deliverables, and Work Schedule:

Objective 1: Support to strengthen Humanitarian WASH response to COVID 19 and other emergencies in UNICEF and with Partners in the region

1. Review, assess and update the WASH situation in countries affected by COVID-19 outbreak.

Deliverable: Monthly WASH Situation reports developed

Timeline: Monthly

2. Review and assess UNICEF CO WASH Response Plans and highlight WASH issues requiring a response – both immediate (less than 2 months) and medium term and make recommendations on specific UNICEF actions required in line with CCCs.

Deliverable: Monthly compilation of COs WASH response plan, progress, issues and challenges in a WASH dashboard and suggested list of recommendations for actions to be taken by CO and RO.

Timeline: Monthly

3. Support in development/finalisation of on-line training tools and packages for WASH in Schools and WASH in HCF/IPC adapting from some country experiences (IPC in Philippines, WinS in Myanmar etc.)

Deliverable: Training contents and package on WASH in Schools and IPC developed/updated

Timeline: Monthly/quarterly

4. Support in development of adequate monitoring tools and consolidate UNICEF response to COVID-19 and other natural disasters in the region

Deliverable: Monitoring tools and consolidated reports/spreadsheets/dashboards prepared

Timeline: Monthly/quarterly

5. Draft all the donors reports on humanitarian WASH and provide data analysis to inform on the accuracy of the report submitted by country offices.

Deliverable: All donor reports on emergencies are drafted with quality and standards with high quality analysis of data from COs

Timeline: Monthly/Quarterly

6. Develop appropriate WASH dashboard/database for a consolidated overview and increased visibility of UNICEF’s response to COVID-19 and other disasters in the region

Deliverable: Regional and Country Dashboards developed and operationalized

Timeline: Monthly/Quarterly

7. Compile inputs to dashboard from the country offices/Regional Sitreps and update the dashboard monthly

Deliverable: Compiled WASH inputs from COs and RO activities and regional WASH dashboard updated

Timeline: Monthly

8. Contribute to Regional WASH Repository developed by Regional WASH Coordination Group

Deliverable: Provide UNICEF inputs to the Regional WASH Repository as needed

Timeline: Monthly

Objective 2: Support to strengthen WASH4Work agenda in the region in the context of COVID-19 and ‘Safe return to work’

1.Support in development of a Regional WASH for Work/Safe Return to Work Strategy

Deliverable: Regional WASH4Work Strategy and guidance developed

Timeline: Monthly/quarterly

2. Collect information on the W4W case experiences with business and governments in the region/countries

Deliverable: At least three best practices on business and WASH results in the region

Timeline: Monthly/quarterly

3. Generate evidence on business policies and practices in W4W especially linked to Covid-19 and develop investment cases/advocacy briefs

Deliverable: At least 2 advocacy briefs/business case developed on WASH4Work and results for children

Timeline: Monthly/quarterly

4. Contribute to resource mobilization in by drafting WASH4Work and emergencies related content of the funding proposals

Deliverable: Inputs to funding proposals provided

Timeline: Monthly/quarterly

Objective 3: Support regional and country offices in documentation and dissemination of high-quality knowledge products through collection of case studies and best practices for organizational learning and wider sharing

1.Coordinate with CO WASH in Emergency/COVID-19 focal points and laisse as and when needed

Deliverable: Outcomes of coordination meetings/calls documented

Timeline: Weekly/monthly

2. Collect best practices and lessons learnt documentation from COs on WASH response to COVID-19 and other disasters in the region and share with various platforms

Deliverable: Monthly compilation of best practices in the region

Timeline: Monthly

3. Develop high quality knowledge products on COVID-19 response/evidence/lessons in standard KM templates for wider sharing and learning

Deliverable: At least 5 knowledge products in standard templates documented

Timeline: Monthly/Quarterly

4. Compile regional partners progress and learnings and develop regional WASH compendium

Deliverable: Monthly WASH compendium of regional progress developed

Timeline: Monthly

5. Update Regional WASH Collaborative Site as well as other knowledge sharing platform including SharePoint, Yammer, COP etc.

Deliverable: Regional WASH Collaboration Site and other knowledge sharing platforms updated and maintained

Timeline: Monthly

6. Support in conducting learning and documenting knowledge exchange events, virtual meetings and webinars for cross-regional learning.

Deliverable: RO and COs supported in organizing knowledge exchange; including conduct of a (virtual) write shop for KM focal points

Timeline: Monthly/Quarterly

Estimated Duration of Contract: 11.5 months during 1 October 2020 – 15 August 2021

Official Travel: UNICEF EAPRO, Bangkok with anticipated travels to the countries for technical support, if needed and possible given current COVID-19 travel restrictions.

To qualify as an advocate for every child you will have…

  • Advanced University Degree in Civil Engineering, Economics, Development, Humanitarian Response, Disaster Management, Communication, Computer Science, Social Science, Information Management or related disciplines.

    A first university degree may be accepted in lieu of an advanced university degree with additional qualifying experience.

  • Minimum 5 years of progressively responsible relevant experience in the field of WASH, WASH in emergencies (WiE), including Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA). Experience in complex emergencies strongly preferred.

  • Experience with proven record of knowledge management in development programmes, especially on sanitation and hygiene, water quality and safety and cross-cutting areas including gender, disability, adolescents, etc. will be an additional asset.
  • Technical experience and knowledge in the area of WASH in emergencies response required, including monitoring and evaluation, supply management and partnership coordination.
  • Previous experience editing and writing for UNICEF and familiarity with UNICEF’s style guidelines would be an asset.
  • Sound interpersonal and communication skills, including experience in cross-cultural environment and international settings.
  • Familiarity and relevant work experience in the East Asia and Pacific region is an asset.
  • Proven ability for accuracy under pressure and adherence to deadlines.
  • Demonstrated ability to work independently, take initiative and innovate.
  • Fluency in English is necessary. Knowledge of any other languages spoken in the region would also be an advantage.
  • Willingness to be based in Bangkok, Thailand once COVID-19 travel restrictions are lifted.
