BACKGROUND

Use of routine monitoring systems for the collection, analysis and use of nutrition data to make decisions that improve maternal and child nutrition has gained momentum in the past few years. UNICEF has contributed by developing several global public goods including the first ever Nutrition Aggregate Package for DHIS2. The deliverables in this Terms of Reference will support UNICEF in the dissemination and roll out of the Nutrition Aggregate Package for DHIS2 and NIS guide as well as follow-up work related to pilot-testing and proposing data elements for key topics or the DHIS2 Nutrition Individual Tracker Package. Specific support through this Terms of Reference will cover development of a dissemination strategy, adaptation guide, training materials, organization of trainings and coordination of technical support, and documentation of country experiences as well as implementation and write up of pilot tests, and capacity building activities for the DHIS2 Nutrition Aggregate Package.

Terms of Reference / Deliverables

In close collaboration and working with the Nutrition team of the Data and Analysis Unit, the incumbent is responsible to support the design, dissemination and roll out of global public goods related to nutrition administrative data including the DHIS2 Nutrition packages and related guidance and the Nutrition Information System (NIS) Guide as follows:

  1. Dissemination Strategies for DHIS2 Nutrition Aggregate Package and NIS Guide and funding proposals (DHIS2 Nutrition Dissemination Strategy, NIS Guide Dissemination Strategy and 2 funding proposals within 3 months - This deliverable will involve development of an initial draft of the dissemination strategies and obtaining and integrating feedback from the HQ team, country teams, and other stakeholders and development of at least 2 funding proposals.)
  2. Adaptation Guide, Training Materials to orient users and Background Documents on DHIS2 Nutrition Aggregate Package (Final version of the DHIS2 Nutrition Adaptation Guide, training materials and background documents within 4 months - This deliverable will involve development of an adaptation guide to support country level adaptation of the Standard Nutrition Aggregate package, materials which can be used to orient users on the global public goods available and revision and standardization of Background Documents on the Aggregate Package. Initial drafts are to be submitted within 2 months and final versions, after obtaining and integrating comments from countries and other stakeholders.)
  3. **Capacity building for DHIS2 Nutrition Aggregate Package (***Recordings of 5 webinars* within 7 months- This deliverable will involve organizing and delivering dissemination and capacity building activities for regions and countries on the DHIS2 Nutrition Aggregate Package using available materials)
  4. Country and stakeholder experiences on DHIS2 Nutrition Aggregate Package use and roll out (***Documentation package of DHIS2 Nutrition country and stakeholder experiences covering at least 3 topics/countries* within 9 months **- This deliverable will involve working with Regional and Country Offices to determine potential areas to document and to support countries in writing of the documents for at least 3 topics/countries).
  5. Country Support and Global Consultations (Summary of support provided to country offices and revised DHIS2 flat files with changes based on stakeholder input within 10 months - This deliverable will involve ongoing provision of direct technical support to countries as well as ongoing coordination of support through regional offices and management of global consultations on DHIS2 all while working closely with the University of Oslo (UiO) and the HQ team to implement and check for changes in the DHIS2 aggregate package.)
  6. Pilot Testing Protocols for DHIS2 Nutrition Aggregate Package (2 pilot testing protocols. And eedback on up to 3 additional pilot test protocols within 5 months - This deliverable will involve development of at least 2 protocols to pilot test various aspects of the DHIS2 aggregate package, and reviewing and providing input to protocols other team members have developed).
  7. Pilot Testing Results for DHIS2 Nutrition Aggregate Package (Reports for up to 2 pilot tests within 11 months - This deliverable will involve implementation of pilot tests for at least 2 protocols and writing of reports of the pilot test outcomes).
  8. DHIS2 Nutrition Individual Tracker Package (Final DHIS2 Nutrition Individual Tracker Package within 11.5months - This deliverable will involve close collaboration with UiO and the HQ team for the development of the draft individual tracker package (within 3 months), obtaining and incorporating input from global stakeholders (within 6 months) and working with UiO and the HQ team to generate the final DHIS2 Nutrition Individual Tracker Package.)

Qualifications

(1) Education

  • Advanced University degree in Nutrition, Epidemiology, Public Health, Monitoring and Evaluation, Health Information Systems, Health Communication, or a relevant field.
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook, and Lotus Notes.

2) Work experience

  • At least 8 years of professional work experience related to nutrition programming, monitoring and administrative data for nutrition or related technical fields;
  • Previous experience in the development of guidance and training materials related to monitoring would be an asset;
  • Experience working with and consulting country counterparts including national governments;
  • Previous experience in delivering presentations and training to country counterparts would be an asset;
  • Ability to take initiative and work independently;
  • Excellent communication and writing skills;

3) Competencies

  • Strong organizational, planning, and analytical skills
  • Excellent written and verbal communication in English. Knowledge of one other UN working language an advantage.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

  • Financial proposal that will include:
    • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
