BACKGROUND

Purpose of Activity/Assignment:

Support the UNICEF global oxygen team in documenting UNICEF’s support to scale up oxygen systems during the COVID-19 response while ensuring this leads to long-term impact for strengthened health systems, improved quality of care and maternal, newborn and child health outcomes.

Over the past two years, to support the COVID-19 response, UNICEF has exponentially increased its capacity in oxygen systems. Country offices across the world, supported by a global technical team and with resources mobilized as part of the ACT-A partnership work with governments to identify urgent needs, procure essential equipment, strengthen oxygen supply chains and ensure safe delivery to patients. There are many lessons learned and stories to be told, to share knowledge, report back to donors and ensure investments beyond the COVID-19 response.

The consultant will work under the supervision of the Child Health Specialist and co-coordinator of the COVID-19 oxygen response and with the broader UNICEF oxygen team which spans across UNICEF Health Programmes and Supply Division.

Scope of Work:

• Support the development of an advocacy strategy on oxygen systems scaling efforts to support the COVID-19 response as well as ensuring long term impact on child survival

  • Key messages, assets and defined key moments for advocacy

• Reporting and documentation

  • Collate and summarize implementation of oxygen resources by UNICEF HQ/Regional and country offices and the results achieved
  • Support results report writing especially for the quarterly UNICEF ACT-A Appeal for Humanitarian Action in Children (HAC)
  • Support documentation on lessons learned and best practices

• Knowledge products and communications material

  • Identify examples for case studies and human-interest stories and work with country offices and the global team to write these stories
  • Support the development and design of technical notes and guidance material to support oxygen systems scaling

• Resource mobilization

  • Support the development of short funding pitches for sustainable scale up of oxygen systems for COVID-19 and maternal, newborn and child health
  • Contribute to overall investment case for child survival action
  • Provide additional ad hoc communications and writing support

Terms of Reference / Deliverables

In close collaboration and working with the Child Health Specialist in the Maternal, Newborn, Child and Adolescent Health Section, the incumbent’s responsibilities are as follows

Qualifications

(1) Education

  • University degree in relevant field including international development, public health, social or political sciences, journalism, and communications

2) Work experience

  • At least five years’ experience as technical writer and/or advocacy/communications specialist
  • Good understanding of global health including maternal and child health as well as the COVID-19 response

3) Competencies

  • Experience in grant writing desired
  • Design skills are a desired asset
  • Proven ability to communicate through words and ideally graphics
  • Knowledge of the context in which UNICEF operates
  • Able to work independently and problem solving oriented
  • Able to work in a multi-cultural environment
  • Demonstrated communication and relationship building skills
  • Proven capacity to work with collaborative teams across different locations with different technical skills

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
