Background/Rationale for the Assignment Background UNICEF has been providing emergency water, sanitation, and hygiene (WASH) services to the IDP (former POC) in Juba since inception. Water supply has been provided until now through water trucking at a rate of $35/year/person for direct supply alone and has been a major cost driver of services in the IDP

UNICEF in 2018 received funds from KfW for the construction of a water treatment plant and pipe network to provide safe water to serve vulnerable areas of Juba as well as the IDP. The works are almost complete and water production is to start during February and commissioning completed in March.

Provision of water to the IDP sites is currently free of charge to the residents, civil society organizations, businesses, and communal latrine sites; however, with the transition planning for the sites due to the new designation and a gradual reduction of humanitarian financing for the sites, the water connections within the IDP sites will gradually transition to regular tariff collection. As a first phase UNICEF will introduce a voucher system linked to a cost value that can be redeemed in the IDP camp. Progressive introduction of tariff for the system will be defined by the business plan developed as part of a wider transition strategy from humanitarian to development for UNICEF support to the water sector in Juba.

The introduction and setting up of a voucher system will require the services of a technical expert (TE). It is intended to use the SCOPE voucher system of WFP under the current MOU it has with UNICEF in the IDP sites; additionally, residents of the IDP already have biometric registration done.

UNICEF has an implementing partner NGO responsible for monitoring water supply and maintenance of the water network in the camp who will continue to be responsible for community engagement aspects of the project.

As part of the approach of strengthening the transition from humanitarian to development, KfW also intend to fund a joint UNICEF- WFP resilience programme in Aweil for which it is planned to also provide WASH supplies through a voucher system. The TE will also support the planning of the voucher system

Due to the specialized nature of setting up the voucher system, UNICEF requires the services of a TE to provide technical inputs and liaise with WFP

Purpose, Main Tasks & Expected Results Purpose The main purpose of the assignment is to support the establishment of the SCOPE voucher system for supply of water to an estimated 30,000 resident of the Juba IDP over a two months period. Main Tasks

The TE will be responsible for the following main tasks: • Serve as technical focal point for liaising with WFP for use of its SCOPE system • Facilitate collaboration between NSDO, WFP and all relevant stakeholders for the smooth implementation of the voucher project. • Review and follow up of all SCOPE and voucher system issues with WFP • In collaboration with WFP, train national NGO partner on voucher programming, book-keeping, and meter reading records • Develop transition plan for SCOPE system to integrated business plan for utility operations of kiosks • Working with national NGO partner, conduct post distribution monitoring (PDM), including design of questionnaires and preparation of PDM reports • Compile project report on the roll out including lessons learnt, challenges and recommendations • Support the planning of the urban WASH voucher system in Aweil • Organise a learning event at the end of the consultancy

Methodology

The TE will closely coordinate and work together with all stakeholders in the establishment of the voucher system including WFP, NSDO, IDP Camp management and other members of UNICEF.

The methodologies applied for this consultancy will include but not be limited to the following:

• Coordination meetings between WFP, UNICEF, NSDO, Camp Management and other stakeholders as required • Field visits to monitor implementation of the project • Maintain documentation of project activities

Expected Results • A functional system of accessing water through the SCOPE voucher system established for an estimated 30,000 residents in Juba IDP camp. • Monitoring report of voucher transactions and kiosk meter readings

Qualifications and Competencies

Education Requirements  Advanced University degree in social sciences, development or related field or a relevant bachelor’s degree with eight years of experience

Working Experience and Profile  At least 5 years of demonstrated experience in development or humanitarian programming including transfer of cash or supplies to beneficiaries  Demonstrated drive for results and ability to take initiative  Should be result oriented and possess good analytical and communication skills.  Demonstrate the ability to work in a multi-cultural and international environment and establish harmonious and effective working relationships both within and outside the organization  Previous experience of similar assignment with UN agencies an advantage; Experience with UNICEF cash or supplies programme will be an asset  Experience in South Sudan will be considered an advantage

Deliverables The consultancy duration consists of two months starting from 1st March 2021 to 30th April 2021.

Estimated Duration of the Contract Duty Station and Official Travel Juba, no travel outside Juba is envisaged

Payment Schedule

Proposal Submission Interested candidates are required to submit a technical and financial proposal respectively

Applicants must submit a detailed technical and financial proposal, copy of the profile, cover letter and three reference all should direct supervisors

The documents for the Technical Proposal should include: • Resume/CV including relevant experience/specific role in undertaking similar assignments, education/other trainings, references, etc. – no more than 4 pages • Description of other similar assignments undertaken during the last 2 years including name of the project, location, name and contact details (e-mail and telephone) of the client, implementation period, UNICEF reserves the right to contact referees provided. • Proposed approach, methodology and workplan in response to successful complete this consultancy; no more than 3 pages • The consultant is free to make inputs into the TOR which in his/her view will add value to the assignment.

The Financial Bid should comprise the full cost of delivering the task, including: • Detailed budget including (but not limited to) consultant monthly fee, transportation (travel to Juba from home country. These costs should not exceed internal UN rates. • Other related costs, if any (please specify)

Travel Clause • All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply. • All travels shall be undertaken only upon the prior written approval by UNICEF. • The eligible maximum amount for travel is specified in the contract. • The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.

Nature of Penalty Clause in Contract If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future
