Background & Rationale

Under the new Strategic Plan (2022-2025), within the Division of Global Communication and Advocacy, the Strategic Partnerships for Communication and Advocacy Section was established to ensure that UNICEF’s results for children are strengthened through a global gateway and platform to cultivate innovative advocacy and communication-driven partnerships, including with Goodwill Ambassadors, influencers and high-profile personalities, CSOs/NGOs, UN agencies, as well as special projects and institutional events, which build trust and accelerate progress for UNICEF priorities.

The section provides a global gateway and platform for innovative advocacy and communication-driven partnerships, facilitating special projects and institutional events that put child rights at the heart of global agendas and popular culture. By identifying, cultivating and collaborating with partners across the UN, CSOs/NGOs, media, entertainment and creative industries, as well as serving as the home of the Goodwill Ambassador Programme, digital influencers and high-profile personalities, the section works to strengthen public trust in UNICEF, while engaging and mobilizing key audiences in support of UNICEF priorities. The section leads, supports and coordinates ground-breaking special projects and institutional events that ignite global conversations in order to drive progress for every child.

How can you make a difference?

The purpose of this consultancy is to help lay the foundations for, support the development of and thus drive forward the UNICEF film and TV partnerships strategy. The consultant will work collaboratively with national and regional offices and HQ divisions to coordinate three core areas of activity: research, development and distribution.

Through the film and TV partnerships research the consultant will work with colleagues to find opportunities to build relationships and networks with established filmmakers, production companies and platforms with multi-national reach. To do so, the consultant will be responsible for monitoring industry trends and keeping abreast of new developments in the field to identify potential new partnerships and opportunities, as well as negotiating and structuring partnership agreements, such as co-production deals, distribution agreements, and licensing arrangements.

Together with UNICEF colleagues from country offices and other HQ divisions, the consultant will identify potential collaborators and partners across the film and TV industry, both within and beyond existing networks. To do so, the consultant will scope out and accompany UNICEF colleagues at industry events and networking opportunities to build visibility and expand UNICEF reach and influence, which requires in depth knowledge of the TV and film industry and having relevant contacts.

In collaboration with DGCA colleagues, the consultant will gather and document information on platforms, channels, outlets and shows that reach target audiences and carry out research to better understand the approaches, storylines and formats best placed to help deliver on the broader objectives of the strategy.

In the development component of this scope of work, the consultant will help to engage offices and partners across UNICEF to find stories to feature and inspire long-format film and TV projects. In this way, they will help to co-create a slate of scripted and unscripted concepts and story ideas as well as producing compelling materials to support pitching efforts. In addition, the consultant will play a key role in facilitating progress reviews in order to re-shape and develop afresh concepts and stories with production potential.

Expected results & Reports: (measurable results)

  1. Work plan and roadmap for each quarter, plus one-year overview outlining how the film and TV partnerships strategy will be implemented in the given period
  2. Slate of 6-8 pitches based on a market analysis both scripted and unscripted, co-created, fully developed and brought to life through a variety of multimedia materials (which includes negotiating and structuring partnership agreements, such as co-production deals, distribution agreements, and licensing arrangements.) This should include suggested stories, structure, characters, etc.
  3. Develop briefs on industry trends and develop a regularly updated pipeline of current, prospective and potential partners, including filmmakers, writers, production and distribution companies, platform executives and funders.
  4. Updated briefing notes, talking points and other materials as required to provide the information needed to engage colleagues and thus drive forward the strategy
  5. Event management in collaboration with UNICEF offices and divisions to help build, maintain and expand film and TV network relationships
  6. Documentation of all working group and advisory group calls, as well as consultations with national and regional offices, HQ divisions, potential and prospective partners – saved in a central repository and circulated among key stakeholders

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in communication and/or partnerships, *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of four years of relevant professional experience in advocacy, communication and partnerships, with a background in film and TV.
  • Strong project management skills.
  • Previous and demonstrated experience in writing for a variety of audiences.
  • Excellent data analysis and interpretation skills, with the ability to create actionable recommendations
  • Ability to work across international teams and manage projects.
  • Ability to be flexible, responding to feedback and working under pressure and to tight deadlines.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
