The Inter-Agency Gender-based Violence Information Management System (GBVIMS) Steering Committee is comprised of UNFPA, UNICEF, UNHCR, International Rescue Committee and International Medical Corps. Since 2006, UNFPA has led the coordination of the GBVIMS Steering Committee, including the hosting of an inter-agency GBVIMS Inter-Agency Coordinator (IAC). The IAC plays a key role in coordinating and supporting the GBVIMS Global Team and SC members across all of its workstreams: GBVIMS (Basic Tools); Primero/GBVIMS+; GBV Case Management; GBVIMS and Data Analysis, and GBVIMS intersections with UN-led conflict-related sexual violence data collection mechanisms. The Specialist contributes to introduce and/or roll-out the systems and workstreams to inter-agency for a in a given humanitarian or humanitarian-development nexus context. The Specialist coordinates the work of the GBVIMS Technical Team and provides ongoing technical support to actors using the GBVIMS and Primero/GBVIMS+, in close collaboration with the coordinating agency for GBV and/or GBVIMS lead roll-out agency operating in the humanitarian context. The Specialist represents the GBVIMS global initiative and the Global Team in various forums as agreed by the Steering Committee and uses these and other forums to expand understanding and usage of the GBVIMS, Primero/GBVIMS+ and the inter-agency GBV Case Management Guidelines. Finally, the Specialist supports the development of capacity building tools and guidance products to increase the utility of the System and helps create documents for advocacy and outreach, and oversees the GBVIMS email account and website.

Job Purpose: The overall purpose of the Humanitarian Office is to facilitate the delivery of the UNFPA mandate by supporting humanitarian preparedness, response, and recovery actions in increasingly complex humanitarian situations, within globally agreed frameworks (2030 Agenda, Grand Bargain Commitments, Sendai Framework, etc.). The Humanitarian Office leads in leveraging and increasing effectiveness, efficiency and capacity of UNFPA staff and partners to scale up UNFPA’s role as a key global humanitarian actor. Through the Inter-Agency Standing Committee for Coordination of Humanitarian Assistance (IASC) and other associated entities, the Humanitarian Office acts as a point of convergence on humanitarian activities, including policy, coordination, programming, advocacy, field capacity development, resource mobilization, innovation, partnerships, technical guidance and, crucially, thematic integration, ensuring complementarity between humanitarian and development action within the organization. HO advocates among humanitarian agencies to include sexual and reproductive health and rights needs and sexual and gender-based violence prevention needs and humanitarian concerns of population into the overall humanitarian preparedness and response frameworks. The HO facilitates the development of UNFPA capacities to prepare and respond to the emergencies and to ensure the fund is well equipped to deal with the context of fragility and disaster risk reduction.
You Would Be Responsible for: 1) Contribution to Inter-agency coordination ● Support the development of the GBVIMS project priorities and planning across all workstreams, including organizing and coordinating the GBVIMS Annual Planning Meeting and developing the annual plan of action for the GBVIMS with a particular focus on sustainability. ● Maintain and update M&E framework for the GBVIMS global workplan; ● Provide continuous technical support to and collaboration with the GBV Steering Committee and Technical Team on all workstream areas including country support and global support. ● Works with humanitarian agencies and actors in assessing the feasibility of using the GBVIMS and/or Primero/GBVIMS+ in country programs. Works in consultation with the GBV AoR coordinating agency or other relevant agency in country to introduce, train on and follow-up on the GBVIMS. ● Maintains a comprehensive list of past and active roll-out sites and of all roll-out requests that come to any member of the GBVIMS global team. ● Coordinate the improvements and adjustments to field rollout experiences, ensuring that the logic/rationale of the GBVIMS basic tools and Primero/GBVIMS+, and ethical and safety considerations are not compromised. ● Act a linkage between the Technical Team and the Steering Committee, communicating plans and processing feedback from the SC. ● Lead the joint resource mobilization strategy for the GBVIMS workstreams and formulate project proposals to support and/or sustain the GBVIMS project components. ● Support the GBVIMS SC on the submission of project proposals to potential donors, including developing interim/end-of-project reports for donors. ● Act as the first point of information from new countries and other interested parties including management and coordination of requests through the GBVIMS email account and managing the GBVIMS website. ● Support the prioritisation and development of inter-agency GBVIMS workstream-related learning products and guidance including podcasts and videos. ● Chair weekly meetings of the Technical Team including management of minutes and meeting planning and follow up. ● Represent the GBVIMS Steering Committee in relevant fora such as the Primero Coordination Committee, the GBVIMS-CPIMS+ coordination group; UN Action, and GBV AoR fora as required. ● Assist the rotating Chair of the GBVIMS Steering Committee in periodic coordination meetings (frequency TBC – monthly or quarterly) and managing meeting agendas and minutes.
2) Technical support ● Provide on and off-site technical support to GBVIMS users – respond and/or coordinate with the GBVIMS SC and the Technical Team and follow-up on requests received for rollout support for the GBVIMS and Primero/GBVIMS+ where necessary. ● Support the processing of technical assistance requests for timely approval and deployment with the GBVIMS SC and TT, across all phases of rollout (Assessment, planning, implementation, maintenance). ● Deliver remote and in-person inter-agency training on GBVIMS basic tools, Primero/GBVIMS+, Case Management, Data Analysis, and GBVIMS intersections with MARA. ● Contribute to the development and rollout of online learning tools across GBVIMS workstreams. ● Revise and coordinate updates to user guides and other existing tools based on lessons learned from roll-out efforts. Stores and organizes copies of all pedagogical tools. Updates and edits documents, such as handouts, glossaries, information sheets, cheat sheets, case studies and activities. Manages the website to ensure that all of the latest tools and documents are available to users. ● Supports development of new tools and documents, including: Tools for GBVIMS, Primero/GBVIMS+ and Case Management capacity development, including those that can support self-guided learning; Documents summarizing lessons learned; Documents to be used for advocacy ● Reviews and provides comments to all GBV-related manuals and handbooks for which input from the GBVIMS team is requested, especially when those documents make reference to the GBVIMS or other GBVIMS-related workstreams. ● Provide on-site and off-site technical support to roll out the Guidance Note on the intersections between GBVIMS and the Monitoring, Analysis and Reporting Arrangements on conflict-related sexual violence (MARA) in conflict and post-conflict settings ● Provide coordination and technical support to the development of the next generation of the GBVIMS (Primero/GBVIMS+), including participating GBVIMS SC in key relevant consultations and regular meetings on Primero/GBVIMS+ platform development and rollouts and coordinate and provide technical support to specific phases of the development process;
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): Electronic and hard copies, depending on the needs and as requested by the RTSU head of unit.
Monitoring and progress control, including reporting requirements, periodicity format and deadline: - Weekly meeting with supervisor to report on progress and address possible challenges; - Monthly reporting in writing (and shared by email with Supervisor) on progress and deliverables. - The acceptance of services at the end of each month will be certified through a Certification of Payment to be counter signed by both parties (IC and UNFPA)
Expected travel: Travels to countries of project implementation where travel restrictions allow.
Knowledge and Experience: Education Advanced university degree (Master's degree or equivalent) public health, social work, social science or other related degree. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Advanced university degree in or equivalent programming experience.
Knowledge and Experience ● 5 years of GBV program management experience, including at least 1 year implementing a GBV program in a humanitarian context ● Prior training in the GBVIMS Basic Tools ● Training in Primero/GBVIMS+ desirable ● Demonstrated understanding of the survivor-centred approach and GBV case management ● Experience in developing and facilitating workshops and training ● Demonstrated capacity to analyze data/statistics for humanitarian operations ● Excellent computer skills: MS Word, Excel, Access and database software, including in depth knowledge of pivot table/chart analysis ● Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing on sensitive data between humanitarian agencies ● Demonstrated organizations skills: the ability to work independently and productively, with multiple stakeholders in a fast-pace environment ● Excellent interpersonal and communication skills: the ability to successfully and effectively liaise with people in a wider range of functions in a multi-cultural environment ● Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise. ● Fluency in English and French Minimum 1 year of relevant experience.
