BACKGROUND

Purpose of Activity/Assignment:

This announcement is not specific to any consultancy, but to select candidates for the Global SBC Roster. Specific purpose varies depending on specific consultancy assignment

Social and Behaviour Change (SBC) is central to achieving each of the five goals of UNICEF’s new Strategic Plan 2018-2021. C4D is a cross-cutting, evidence- based process that uses a mix of communication tools, channels and approaches to facilitate participation and engagement with children, families, communities and networks, for positive social and behavior change in both development and humanitarian contexts. C4D’s primary purpose in supporting achievement of the Strategic Plan results and outcomes fall into four broad areas: positive behaviour and social change; engagement and empowerment of children and communities; effective communication and community engagement in humanitarian action; creation of an enabling environment for social and behaviour change.

Across its country, regional and headquarters offices, UNICEF often engages consultants to support research, planning, strategy, design, implementation or capacity building related to these areas: 1) increased demand for and utilization of quality and inclusive services across all sectors, 2) increased uptake of key parenting and community practices and abandonment of harmful social norms and behaviors across sectors 3) empowered and engaged communities, adolescents and children, particularly the most marginalized, who participate and take actions to improve their wellbeing, and 4) increased capacity and engagement of communities in humanitarian action.

Scope of Work:

The Global SBC Consultant Roster, which includes profiles of SBC experts, is maintained and used by UNICEF staff globally, to recruit consultants, as and when required.

This announcement is for various levels of C4D consultancies across UNICEF offices that can range in length and topic but might fall under any of the technical areas listed below. We are looking for a combination of the following technical areas of expertise:

  1. SBC Programme management and implementation
  2. SBC Research and Analysis
  3. SBC Planning and Strategy Development
  4. SBC Curriculum development, training and facilitation
  5. SBC Systems strengthening, capacity assessment and development
  6. SBC Monitoring and Evaluation
  7. SBC -related News media engagement, capacity building and advocacy
  8. Community engagement and social mobilization
  9. Behavior Change Communication
  10. SBC Creative strategy and material development
  11. SBC Report writing and documentation
  12. SBC Knowledge management
  13. SBC and innovations / new technology
  14. SBC in humanitarian contexts and disease outbreaks

Qualifications

(1) Education

  • Advanced university degree in one of the following fields is required: Social and Behavioral Science, Sociology, Anthropology, Psychology, Education, Communication, Communication for Development, Public Relations or another relevant technical field

2) Work experience

  • The level of experience required will vary according to the specific consultancies, starting at a minimum of 2 years for a junior level consultant, and up to a minimum of 10 years for senior level consultant, at the national and international levels.
  • Some of the typical qualifications required for UNICEF C4D consultancies are listed below. To be considered in the Roster, candidates should have demonstrated competency in at least one of the following areas. Consultants with expertise in multiple areas will have an advantage:
  • Systems strengthening and institutional integration of SBC; development and delivery of training programs; development of online learning tools, and/or facilitation.
  • Experience and/or training in the application of social change theories and current developments and new approaches in the field of social and behaviour change communication, and demonstrated ability to apply them to participatory processes, media, strategic communication planning, behaviour analysis, formative research and evaluation and/or capacity building.
  • Strong technical knowledge and demonstrated experiencing in designing tools and strategies for quantitative, qualitative and/or participatory research in the fields of C4D, including, for example, research into drivers of social and behaviour change; formative research; monitoring and evaluation of social and behavioural communication interventions and/or community engagement.
  • Proven experience in SBC capacity development, , including systems strengthening and institutional integration of SBC; development and delivery of training programs; development of online learning tools, and/or facilitation.
  • Demonstrated experience in developing theories of change and linking a chain of causal results.
  • Proven experience in the design and development of C4D strategies and action plans for specific SBC interventions, sector programmes, or country programmes.
  • Demonstrated expertise in knowledge management, including for example development of SBC online and offline knowledge sharing platforms; development of case studies; reporting and documentation of social change processes in development programmes.
  • Demonstrated expertise in use of ICTs for SBC, including, but not limited to, the use of U-Report, Rapid Pro, Internet of Good things, or other new media and technological innovations.
  • Demonstrated skills in effectively packaging and communicating SBC-related data and results for senior management, donors, and implementing staff and partners.
  • Experience in coordinating and/or facilitating multi-agency C4D preparedness, response, research, planning and implementation in humanitarian contexts is an asset.
  • Excellent organizational skills and ability to prioritize and manage multiple tasks within agreed deadlines.
  • Knowledge and experience of UNICEF programmes of cooperation and the human rights-based approach to programming is considered as an asset.
  • Experience in a UN system agency or international development organization is considered as an asset. Experience working in a developing country is considered as an asset.

Displays ethical awareness through behaviours that are consistent and compliant with the standards of conduct for international civil servants, UNICEF’s values and relevant UNICEF policies and procedures.

When a need arises, the SBC Section involved in the recruitment process will invite candidates to provide their Financial proposal that will include:

  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Remarks:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
