Consultancy Title: SBC Institutional Capacity Development Consultant

BACKGROUND

In line with UNICEF Strategic Plan 2022-25, where Social and Behavioral Change has been included among the change strategies, in 2022 a global repositioning exercise for this area of work has been launched under the leadership of the SBC section in HQ.

Social and Behaviour Change, or SBC, is defined as a set of processes, approaches, tools, and tactics that promote positive and measurable changes in people’s environments, societies, and behaviours. Working with communities, individuals, and partners, SBC uses social and behavioural evidence and inclusive, participatory approaches to co-design solutions to development and humanitarian challenges. It prioritizes the fulfilment of human rights through systematic analysis of the cognitive, social, and structural drivers of change and works with communities, partners and governments to address them.

To equip the UNICEF workforce to embrace the repositioning, an SBC Skills Framework outlining the skills and capacities needed in the SBC workforce to deliver on SBC at scale has been developed, in line with the SBC Vision Document and Programme Guidance. The gradual process of mainstreaming the adoption of the identified skills is supported by an Institutional Learning Strategy and several learning tools are under development. The developed tools will be made available through several channels such as a new SBC Learning Channel in AGORA, internal Network Meetings, and external public events such as the SBCC Summit in Morocco.

The learning strategy is based on hybrid modalities which includes digital learning through the UNICEF AGORA platform, webinars, tutorials, and face to face capacity building opportunities regionally contextualized, starting with the MENA Region. This entails customize content, establish SoPs to establish partnerships with relevant academia at regional level in close coordination with relevant RO.

Qualifications

(1) Education

  • Advance level university degree (Masters) in Business Administration; Human Resource Management; International Development; Social and Behavioral Change

2) Work experience

    • Advanced degree in a related field such as social/behaviour change, communication, or development
    • At least 15 years of proven experience in SBC, social and behaviour change communication, and related approaches with demonstrated application in both development and humanitarian settings
    • Demonstrated experience of implementing SBC programmes in diverse subject areas (health, nutrition, immunization, violence against children, gender, adolescent engagement etc.)
    • Experience of developing curricula for online learning
    • Proved experience in facilitating hybrid learning programmes
    • Written and spoken fluency in English.
    • Experience of working with UN agencies, experience of working with UNICEF is an asset.
    • Excellent writing and communication skills.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
