BACKGROUND

UNICEF’s performance management standards, systems and tools are contributing to enhanced programme monitoring, reporting and better-quality data, to inform evidence-based decision making at all levels. inSight, which is UNICEF’s flagship performance management system, provides UNICEF staff with up-to-date and easily accessible financial and programme management data, that supports day-to-day decision-making at all levels of the organization. One of the key products in this platform is Office Performance Scorecard. Office Performance scorecard is a management tool utilized by all UNICEF Country Offices, Regional Offices and Headquarter divisions. Office Performance Scorecard catalyzes continuous improvement and allow offices to put improvement measures in place, with the goal being achievement of performance excellence, at both programme and operational levels.

UNICEF’s Office Performance Scorecard provides data to measure office performance and stimulates discussion for continuous improvement and inform decision-making.

The Office Performance Scorecard was introduced in 2016. Since the launch, there were many positives including shift towards standardized KPI’s, continuous improvements across all performance areas with management attention and strong oversight. However, since 2016 there have been many changes in UNICEF’s organizational structure, systems/digitals tools, strategies, processes, and policies that have an impact in UNICEF’s business model of measuring office performance. The review and re-design of the Office Performance Scorecard is opportune to consider all the organizational changes since 2016 and adequately reflect emerging risks and global initiatives. This review of the methodology and redesign of the Scorecard dashboard will contribute to better performance, as well as deepen the institutionalization and use of the Office Performance Scorecards.

Terms of Reference / Deliverables

UNICEF is seeking the services of a consultant to help in designing the new Office Performance Scorecard. The goal is to ensure that the final list of selected KPI’s will provide accurate and timely reflection of office performance against the established global benchmarks.

The consultant will assist in the re-design of Office performance scorecard by:

  • Conducting an evaluation of the draft list of KPI's for their relevance (with measurement of intended results), strategic objectives and complementarities with other KPI's,
  • Recommending a mathematically sound Performance Scorecard methodology according to the latest industry standards,
  • Proposing new and innovative visual design mock-ups and
  • Facilitating meetings/stakeholder consultations (as needed)

The consultant will be able to build and learn from a previous report on analysis of the Performance Scorecard and feedback from internal consultations.

The consultant will be provided access to:

  • Raw Office Performance Scorecards’ data (including historical data)
  • UNICEF’s Office Performance Scorecards’ background material, including the methodology paper, KPI definitions and grading criteria, and all available guidance documents
  • Any other related communications/materials that may be made available

Deliverables/Outputs: Timeline:

  1. A report on indicator evaluation along with recommendations for new scorecard methodology.
  • Report on relevance of the proposed KPI’s including the validation of indicator definitions, index, method of calculation, data sources, frequency of updates etc. (01 Sep 2023)
  • Draft methodology of the Office performance scorecard (01 Oct 2023)
  1. Design mock-ups of the scorecard.
  • 1-3 Visualizations of new scorecards (15 Oct 2023)
  • Finalize design (incorporating UNICEF feedback) (30 Oct 2023)
  1. Communication strategies and stakeholder engagement for successful implementation and roll-out.
  • Draft communication strategies/plans for roll-out of the revised scorecard. Facilitate meetings (as needed) (15 Nov 2023)
  1. A final report on Performance scorecards including key elements such as an executive summary, introduction, methodology summary, body sections, conclusion and references.
  • Final report: annex and detailed analysis provided in separate documents (15 Nov 2023)

Qualifications

Education

  • University degree in Performance Measurement, applied statistics, data science, analytics and technologies, information technology, social sciences, or other relevant disciplines.

Work experience

  • A minimum of 8 years of professional experience in Organizational performance management/ change management initiatives
  • A minimum of 5 years of professional development experience in data analytics and reporting
  • A minimum 5 years of experience in data formatting, graphic design and models of data visualization. Knowledge of data visualization software preferred
  • Knowledge of performance management best practices, familiarity with various performance management tools, techniques, and systems
  • It is preferable that the individual has experience with, or in, multilateral institutions. Knowledge of UNICEF context essential
  • Excellent communication, problem-solving, analytical, and organizational skills. Should be comfortable using data and technology to analyze and measure performance, identify areas for improvement, and develop strategies to enhance performance.
  • Strong interpersonal skills, leadership ability, and the ability to work collaboratively with clients and colleagues are essential.
  • Should be comfortable presenting ideas and recommendations to senior leadership and able to navigate complex organizational structures.
  • Ability to identify issues, formulate opinions, make conclusions and recommendations
  • Demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and meeting results
  • Excellent written communication in English

  • Financial proposal that will include:
  • your deliverable rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent/unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
