BACKGROUND

Purpose of Activity/ Assignment:

UNICEF is globally mandated to promote the implementation of the Convention on the Rights of the Child. In tandem with the growing decentralization and urbanization, UNICEF has steadily been expanding its work at subnational level and with local governments over the past two decades. In 2019 UNICEF launched its broader Local Governance Framework which outlines a set of approaches and priority areas for engaging with the subnational and local governance systems aimed at strengthening the results for children through UNICEF programming at the subnational and local level. The Child Friendly Cities Initiative (CFCI), which is currently implemented in around 40 countries, is one of the platforms for engaging in partnership with subnational and local governments. Since 2020, work on local governance, including CFCI implementation and oversight, has been led by UNICEF’s Social Policy and Social Protection Programme Group in UNCEF HQ.

This consultancy is subsequently established for a period of seven months to provide support and coordination on CFCI for the UNICEF Country Offices and National Committee. The main objectives are:

  • Support the socialization and uptake of revised guidance on CFCI processes and CFCI M&E Framework, in the broader context of local governance as per the Integrated framework for programming with local and sub-national governments
  • Establish the Technical Support Hub and develop capacity building and knowledge management tools and materials for use by UNICEF country offices and National Committees
  • Provide general support and oversight of the CFCI

Scope of Work:

The consultancy will carry out the following tasks under the guidance of the Local Governance Specialist in the Public Finance and Local Governance Team in Programme Group:

  1. Support and enable socialization of the updated CFCI Guidance, including dissemination of the guidance and handling routine enquiries from regional and country offices and National Committees
  2. Support establishment of a Technical Hub to provide ongoing technical support to the UNICEF network including:

    1. mapping of technical capacities in local offices.
    2. development of procedures for technical support.
    3. coordination of support requests.
    1. setting up a knowledge management system
  3. Develop standard capacity building materials (presentations) on the local governance approach and the CFCI, for use by UNICEF country offices and National Committees.
  4. Support to the organization of at least two knowledge exchange sessions.

  5. Support the transition or re-establishment of the CFCI Website onto a new platform, including the overall design of the site (appearance, introductory content etc.), and organization of knowledge materials.

  6. Support to the revision of the CFCI online course, including review of the course and consistency with the updated CFCI guidance, and making recommendations for required adjustments.
  7. Assist the development and implementation of the CFCI Monitoring Framework.
  8. Establish a mechanism to track and follow up on the outcomes of the CFCI Review.
  9. Other general support on the management of the CFCI network as requested.

Terms of Reference / Key Deliverables:

  • Support and enable socialization of the updated CFCI Guidance
  • Finalization of the development and implementation of the CFCI Monitoring Framework
  • CFCI Website migration
  • Establishment of the CFCI Technical Hub
  • Revised CFCI online course
  • Organization of five knowledge exchange sessions on the CFCI

Qualifications

Education:

  • Masters’ degree public administration, public policy, development studies, social sciences or related field

Work experience:

  • At least 5 (five) years of professional experience in project management of development programme or project in/with public administration and/or international organization
  • Knowledge and experience with urban development and/or local governance, understanding and knowledge of governance systems, including decentralization processes
  • Experience and understanding of project/programme monitoring and evaluation approaches and knowledge management systems are an asset
  • Knowledge and understanding of child rights and human rights approach to programming. Experience with child rights programme implementation is strongly desired
  • Country experience in different context – high- income, developing context is an asset

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
