How can you make a difference?

Background

Two United Nations Agencies, UNICEF, the United Nations Children’s Fund and WFP, the World Food Programme, have come together to build a new joint office building in Kampala.

It will be constructed on a one-hectare site in Mbuya, Kampala. It will have a floor area of 4,300 square meters and will accommodate 350 staff. We expect the building to achieve modern standards of eco-efficiency and have the lowest carbon footprint practical. In addition, it should reach high levels of accessibility, safety and security. The project will include a conference room, canteen, landscaping and parking space as well as other features typical of a modern office complex.

It is planned that the design of the building will be completed in 2021 and that construction will commence in 2022 and be completed in two years.

Under the overall guidance and supervision of the Project Manager, the Project Architect will work closely with the Project Manager and Project Management Team to provide the necessary technical expertise for the design of a new UNICEF/WFP joint office building to accommodate 350 staff. The post essentially involves liaising with a design company and giving support in every respect to the Project Manager.

Scope of the Work

This is a relatively large construction project with a budget of over 9 million USD. The engineer will be a key member of a technical team of three – the Project Manager, the Project Architect and a Project Support Assistant. This team will work under the direction of the Project Management Team Committee consisting of senior staff member from both UNICEF and WFP. The appointee will provide local knowledge and expertise and ultimately help to control the Time, Cost and Quality of the Project.

In the tender stage, a large volume of work in evaluating technical submissions from approximately 10 companies is envisioned. The input of a national architect familiar with the construction context in Kampala is needed to do this effectively.

In the first quarter of 2021, once the design company is on board there will be an important phase of work. The design team will need support to get a full understanding of the needs of the project and the demands from both UNICEF and WFP. As design progresses, a multitude of elements will need attention therefore additional support is needed to keep the design work moving.

KEY TASKS:

  1. Assist with the analysis and evaluation of bids received from Design Companies.
  2. Assess the quality of the design proposal
  3. Participate in visiting the officers of design companies
  4. Assist with the preparation of CRC documentation
  5. Work with procurement in preparing the Design contracts
  6. Gathering information from staff consultation
  7. Analyze all preliminary design proposals to identify gaps, errors, omissions or potential problems.
  8. Check quantities
  9. Assist with value engineering to reduce costs
  10. Assess the implications of changes considered, and cost of changes estimated
  11. Work with the designer to prepare suitable input for peer review of submissions
  12. Market research on Construction Companies
  13. Assess REOI’s from construction companies
  14. Assist in drawing up a Tender Packages for the selected Construction companies
  15. Assist with the preparation of a Request for Proposal for Construction companies
  16. Manage and maintain documentation files
  17. Represent the Project Manager when the Project Manager is on leave
  18. Evaluate interim payment invoices from third parties.
  19. Provide a Monthly Report
  20. Assist with reports and presentations for the Project Committees

To qualify as an advocate for every child you will have…

The selected Consultant should have:

  • Bachelor’s Degree in Architecture, Engineering or related field is required.
  • A registered architect or engineer
  • Experience in delivering Projects would be important
  • Experience or qualifications in Project management would be advantageous.
  • Minimum 10 years of progressively responsible experience
  • A Master’s Degree would be an asset.

Language: Fluency in English.

  • Ability to multi-task and prioritize and adjust work schedules.
  • Ability to quickly identify and communicate to the Project Manager any project related issues, risks and/or opportunities that could have an impact on the successful implementation of the project.
  • Ability to lead, build and sustain effective working relationships with clients and colleagues to achieve the effective delivery of the project.
  • Demonstrates attention to detail and patience.
  • Demonstrates honesty and integrity at all times.
  • Ability to carry out duties assigned by the project manager.
  • Responds well to the requirements of the work

Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal must also include a cover letter and a detailed CV of the consultant. This is a national level consultancy and competitive market rates should apply.

Evaluation of Candidate:

The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work.
