In the 1970s UNICEF established presence in Yemen to respond to the urgent needs of children in the poorest country in the Middle East. In 1991, Yemen ratified the Convention on the Rights of the Child and it was enacted immediately. Since then the country has been making steady progress for children until it plunged into a brutal conflict in 2015 but even before that, Yemen needed large amounts of humanitarian assistance.

In collaboration with local authorities, non-governmental organizations and community partners, UNICEF is working in all the governorates in Yemen to respond to the needs of children throughout the country with a continuum of services to help children survive and grow to their full potential through the following programmes: Health, Nutrition, Water, Sanitation and Hygiene, Basic Education, and Child protection.

How can you make a difference?

The Public Health or WASH Specialist will work with a team that includes a team leader/evaluation specialist, a data analyst, a data collection team manager, and a team of enumerators. The Public Health or WASH Specialist will provide epidemiological expertise, especially on cholera response, that will assist the team leader and data analyst in interpreting the results of the evaluation. The Public Health or WASH Specialist will be expected to provide inputs on the inception report, including the data collection tools, as well as the draft and final reports, and will also contribute to the design of the orientation/training for the enumerators. The Public Health or WASH Specialist will be contracted directly through UNICEF but will report to the Team Leader/Evaluation Specialist for all technical matters.

To make a difference in the lives of children, you will be responsible for the following key functions:

  • Contributes epidemiological perspective to the inception report with annexes of the evaluation matrix and data collection tools, including ethical protocols for discussion at the Steering Committee.
  • Contributes to answers to questions from the ethical clearance process if required
  • Contributes to responses to issues raised by the Steering Committee and the ethical clearance process.
  • Contributes epidemiological perspective to orientation/training of enumerators
  • Contributes epidemiological perspective to analysis of collected data
  • Contributes epidemiological perspective to emerging findings
  • Contributes to draft report using data, taking into account the feedback received during the preliminary findings phase.
  • Responds to comments regarding public health/WASH/epidemiology received in the comments matrix.
  • Contributes epidemiological perspective to final report based on comments in comments matrix.

To qualify as an advocate for every child you will have...

    • Master’s degree in public health, water engineering, or related field
    • Minimum 7 years of experience in analysing WASH programming specifically related to outbreak of disease (previous experience in cholera response is required).
    • Epidemiological experience
    • Strong experience in hygiene promotion and communication with community.
    • Experience working or researching in humanitarian contexts and familiarity/ background with WASH in these contexts.
    • Good understanding of gender and inequity issues in relation to WASH and development and the application of gender / equity analysis to policy and planning in WASH.
    • Strong interpersonal skills and ability to work with senior officials.
    • Cultural sensitivity especially as demonstrated through similar assignments in the Middle East and other regions of the Global South.
    • Fluency in English, proficiency in Arabic (preferred)
