**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Bangkok Job Family: Education Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 04-APR-2022 (EXTENDED) UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- **Nature of the consultancy** UNESCO Bangkok seeks the services of an individual consultant to develop a project monitoring and evaluation (M&E) framework with information-gathering tools for a 24-month pilot project in the Republic Korea (ROK) led by LGBTIQ+ students and youth organizations and aimed at making their university settings more inclusive of LGBTIQ+ learners. Specific activities will include to: (i) conduct a desk review and a rapid needs-assessment to describe the local operational landscape and document relevant evidence of successful interventions for LGBTIQ+ learner inclusion; (ii) take part in a stakeholder consultation workshop organized by UNESCO to present and discuss the needs-assessment findings and how these will inform pilot activities to be implemented by the LGBTIQ+ students in their universities; (iii) elaborate the results framework for the pilot project with a set of interventions and design an M&E framework with any associated simple tools, if necessary, for benchmarking progress and assessing achievement of pilot activities implemented; and, (iv) set baseline for the M&E framework through primary data collection using qualitative and/or quantitative approaches as required. The final M&E framework will guide subsequent pilot implementation and monitoring in order to ensure that youth-led pilot implementation contributes to LGBTIQ+ young people in the targeted universities being more empowered to make positive changes in their institutions for an enabling climate that combats discrimination and violence on the basis of sexual orientation and gender identity or expression (SOGIE) and where all learners feel safe, included and valued. **Background** School-related violence in all its forms is an infringement of young people’s right to education and to good health and well-being. Yet global data highlighted by UNESCO in its global [2019 report](https://unesdoc.unesco.org/ark:/48223/pf0000366483/PDF/366483eng.pdf.multi) on school violence and bullying notes that children who are perceived to be ‘different’ in any way are more likely to be bullied, and that students seen as gender non-conforming, including those who are, or may be perceived to be LGBT, are more at risk of school violence and bullying than those who fit into traditional gender norms. A1 -- In the Asia and Pacific region, most countries have specific education policies, laws and/or guidelines that uphold the rights and dignity of children in the educational environment, which include the legal prohibition of violence, although there are few instances of specific legal or policy provisions related to bullying on the basis of sexual orientation, gender identity or expression (SOGIE). Few education ministries have institutionalized professional development for teachers, incorporated topics about sexual orientation and gender identity into national curricula or developed supporting teaching and learning materials. While good practice exists from around the region, overall, the response from the education sector has been revealed to be inadequate \[1\]. Recognizing that no country can achieve inclusive and equitable quality education for all, if learners experience violence and bullying in school, UNESCO Bangkok, within its programme actions on education for health and wellbeing as an essential component of inclusive, quality education, proposes to build, over a five year period, on the strong foundation of earlier and ongoing work in Asia and its dynamic network of partnerships to advance LGBTIQ+ - inclusive activities in, through and with education, through the five year project, Enhancing LGBTIQ+ inclusive learning spaces in Asia through youth-led transformative actions and partnerships in the education sector. Partnering with and supporting LGBTIQ+ youth networks and students in at least 4 countries over the five-year period, the initiative aims to realize the following two outcomes: 1\) Youth members of LGBTIQ+ networks at regional and national levels in Asia have strengthened technical and advocacy skills to promote the creation of LGBTIQ+ inclusive learning spaces; and, 2\) Learning spaces at various education levels in at least 4 countries in Asia become more LGBTIQ+ inclusive, through implementation of project tools by LGBTIQ+ youth leaders working in partnership with the education sector. Long Description ---------------- The primary project beneficiaries will be LGBTIQ+ young people in tertiary education institutions where interventions are happening. These are the youth leaders involved in design and delivery of social norms change advocacy to make their learning environments more LGBTIQ-inclusive. The ultimate primary beneficiaries will be all learners who feel more included because of positive norms change and improved ‘school climate’. Secondary project beneficiaries include the leadership and staff of education settings where youth leaders are implementing activities, along with other, non-student members of those education communities. To achieve the desired impacts, project activities will be piloted in 2-3 universities over a period of 18-24 months in the Republic of Korea (ROK). Tentative targets for the pilot are as follows: at least 2 universities engaged; at least 50 LGBTIQ+ youth advocates trained; at least 3 multi-media tools designed and implemented; and at least 1000 education stakeholders reached (student peers, university faculty/management staff; parents and family members). Activities will be guided by a monitoring and evaluation framework reflecting an evidence gathering phase that describes the situation of local and institutional environments with the social norms, community attitudes and practices in relation to LGBTIQ+ inclusion that will be the focus of youth-led advocacy efforts. In this regard, UNESCO seeks the expert services of a suitably qualified contractor to carry out the work assignment below. WORK ASSIGNMENT --------------- Under the overall authority of the Director of UNESCO Asia and Pacific Regional Bureau for Education, Bangkok; the overall supervision of the Chief of Unit for Inclusive Quality Education; and the direct supervision and guidance of the Regional Advisor on Education for Health and Well-being, and working closely with UNESCO Bangkok project implementing youth partners at regional level and in the Republic of Korea (ROK), the contractor is expected to develop a project monitoring and evaluation (M&E) framework with information-gathering tools for a 24-month pilot project in ROK led by LGBTIQ+ students and youth organizations and aimed at making their university settings more inclusive of LGBTIQ+ learners. Specifically, the incumbent will perform the following tasks: *a. Conduct a needs-assessment aimed at improving our understanding of existing research (global and local) and debates relevant to the topic, providing evidence on proven interventions to bring about expected results and gather initial perceptions of key project stakeholders.* 1. Desk-based review of the available academic and grey literature including: the pilot proposal document with its basic results framework as supplied by UNESCO; available data/evidence in ROK on the situation of SOGIE-related stigma discrimination, and enabling policy and programme efforts related to safe and inclusive university spaces for LGBTIQ+ learners in ROK; and, existing assessment tools that could be adapted to document stakeholder perceptions on the extent to which their learning spaces are considered safe and inclusive of LGBTIQ+ students; 2. Qualitative data collection: at least one focus group discussion (FGD) in each target university and key informant interviews (KIIs) with key pilot stakeholders, including: - students who identify as members of the LGBTIQ community - students who do not identify as members of the LGBTIQ community - university lecturers, administrators or other education personnel. UNESCO, working closely with regional and national project implementing partners will support the identification of, and introduction to the contractor of Key Informants for interview, and groups of LGBTIQ+ students who can be approached by the contractor for the organization of a focus group discussion. b. *Participate in a stakeholder consultation of project beneficiaries and partners in the pilot universities* 1. Present the findings of the rapid assessment to LGBTIQ+ youth groups in the pilot universities and other key stakeholders; 2. Facilitate stakeholder discussions during the workshop to support the elaboration of the pilot project results framework and the development of the pilot M&E framework. UNESCO, the regional and national project implementing partners will jointly organize the hybrid consultative planning workshop to agree on a set of interventions for the pilot project. The proceedings of the workshop will be held in the Korean language with simultaneous Korean-English-Korean interpretation provided. *c. Develop the monitoring and evaluation framework and any accessory tools for benchmarking progress achievement of pilot activities* 1. On the basis of the strategic information obtained from the rapid needs-assessment and the stakeholder consultation workshop, elaborate the current pilot Results Framework for the pilot project with a set of interventions and draft the pilot M&E framework; 2. Draft a limited number (maximum 4) of basic tools that will be used to generate data/information against the agreed pilot Results Framework and M&E framework. d. *Set baseline for the pilot and M&E framework* 1. Review existing data systems and sources relevant to the baseline-setting; 2. Develop pre-intervention data collection tools and approach, via qualitative and/or quantitative means, as appropriate; 3. Carry out pre-intervention, primary data collection; 4. Submit baseline data and final M&E framework, based on final review and input of UNESCO and project implementing partners. e. *Consolidate and submit all the outputs of the consultancy* 1. Draft a full narrative report (maximum 40, A4 pages, excluding appendices) in English and Korean languages synthesizing the findings of the desk review, the rapid needs- assessment, agreed pilot monitoring and evaluation framework and accompanying tools for use by the regional LGBTIQ+ youth implementing partner.In line with UNESCO’s overall gender mainstreaming strategy, the individual consultant is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. **Work Schedule and Expected Deliverables** 1. Draft PPT summary and draft narrative report (maximum 20, A4 pages, excluding annexes) of the findings of desk review and rapid needs assessment for presentation at the stakeholder workshop organized by UNESCO Bangkok and partners (April 2022) 2. Elaborated results framework for the pilot project with a set of interventions, draft M&E framework with accompanying draft tools for baseline-setting (June 2022) 3. Narrative report of baseline data collection and final M&E framework, with the final desk review and needs-assessment annexed (maximum 40, A4 pages) in English and Korean languages (July 2022) **Duration of Contract** The work will be carried out over a period of 15 weeks during the period April to July 2022. **Location and Travel** The project contractor will be home based in any location. It is expected that the contractor will be available to meet with the UNESCO team (online) during office hours of Bangkok, Thailand.
