Background

The ‘Living Our Values’ internal communication and behaviour change campaign (LOV) builds on the successful collaboration that has been established between the GCA, DHR, OIAI, ICTD and Culture and Diversity and other stakeholders through the Cross-Divisional IC Working Group on Workplace Behaviour and Culture Change, and will serve as an umbrella to strategically plan, coordinate, and synergize efforts across the Organization to further improve workplace culture and align staff behaviours to UNICEF’s Core Values.

In this context, the GCA requires a consultant to coordinate the development, launch and rollout of the LOV campaign, working strategically and collaboratively with key stakeholders and colleagues at Headquarters, Regional and Country Offices, and other parts of UNICEF as required.

As part of the portfolio, the incumbent will also manage ‘Humans of UNICEF’, a global peer-to-peer employee appreciation programme established in 2020. With more than 4,000 participants worldwide and 2,500 nominations, the programme has helped identify a cohort of staff who embrace these values and can support the LOV campaign to create a truly values-based workplace in UNICEF.

Purpose

The overall purpose of the consultancy is to support a new and innovative strategic Internal Communication and Staff Engagement effort to improve values-based behaviours across the Organization by coordinating the development, planning, and execution of the global ‘Living Our Values’ internal communication and behaviour change campaign. The consultant will be part of the Internal Communication team in GCA and work in close collaboration with various UNICEF teams at HQ, regional and country levels, and coordinate engagement with relevant internal stakeholders to ensure successful campaign implementation.

Expected results:

Lead the launch and rollout of the LOV campaign. Key duties and responsibilities include:

Stakeholder Engagement & Coordination

  • Coordinate the Cross-Divisional IC Working Group on Values-Based Behaviours and Culture Change.
  • Establish and maintain collaboration with the global OneHR network, Global Staff Association and GCA’s Internal Communication team, and other UNICEF offices and divisions around staff engagement on values-based behaviours and culture.
  • Create a system of collaboration across offices – i.e*. through the LOV Network* - to provide strategic internal communication support on the improvement of workplace culture and people management across the Organization.
  • Support the alignment of efforts between divisions, regions, and offices around UNICEF’s Core Values, culture, ethics, and people management, ensuring a cohesive collaboration and that employee understanding and knowledge is strengthened.

Campaign Development & Execution:

  • Planning: Develop a four-year campaign strategy and associated operational frameworks and work plans.
  • Content: Develop and/or coordinate the development of key messages, videos, other communication assets for release across all global internal communication channels.
  • Develop key reference materials to introduce and socialize the campaign and its specific initiatives among stakeholders and other key target groups (i.e. presentations, flyers, etc.).
  • Launch: Coordinate the global launch of the campaign and its specific activities and support regional and country office level rollouts as needed.
  • As part of the global campaign rollout, launch the Spectrum of Behaviours website/tool among key stakeholders and target audiences, in close collaboration with Spectrum Tool Project Manager.

Capacity Building:

  • Provide strategic and technical support to UNICEF offices to prepare for the rollout of the LOV campaign and/or development of their own initiatives to foster values-based culture in their offices: planning, implementation, stakeholder engagement, content curation.
  • Organize and facilitate LOV workshops and orientation sessions for UNICEF offices.
  • Develop and disseminate a campaign toolkit and other guidance materials.

Monitoring, Evaluation, and Reporting:

  • Develop an LOV campaign M&E framework that is aligned with the global SP ICSE Enabler indicator on staff behaviours and the GCA OMP results framework.
  • Provide guidance to UNICEF offices to establish, measure, and report on their initiatives and campaigns around UNICEF's Core Values, in alignment with the global SP ICSE Enabler indicator on staff behaviours and the LOV M&E framework.
  • Report on progress and achievements as per set campaign targets, propose adjustments and improvements based on M&E data.

    Manage the ‘Humans of UNICEF’ programme:

  • Coordinate with stakeholders/the Panel of Friends; adjust the communication strategy and plans as necessary.

  • Manage the recognition process, or ‘journey’ of nominated Humans of UNICEF (i.e. review of nominations, communication with nominees, certificates & trophy distribution, and response to queries).
  • Manage HoU communication channels (ICON Epic site, uMessage, Yammer community, virtual events); source and produce content as needed.
  • Monitor, evaluate and report on the performance and impact of the HoU programme as part of the Internal Comms team and GCA reporting process.

Description of the assignment

The consultant will work remotely full-time, reporting to the Global Chief of Internal Communication, for a period of 8 months.

Education

    • Advanced university degree (Master’s) in communications, journalism, international relations, or public relations. A first-level university degree in combination with 2 additional years qualifying experience may be accepted in lieu of an advanced degree.

Work experience

    • At least 8 years’ experience in global communication campaign development and execution, including experience implementing employee engagement initiatives and campaigns.
    • Experience in developing strategic communication plans, with specific, measurable and timebound objectives and performance indicators.
    • Experience in strategic stakeholder engagement activities, based on an understanding of the target audience.
    • Strong track record in writing engaging campaign narratives, messages and delivering creative campaign tactics.
    • Demonstrated experience in the design and management of projects, including budget management and monitoring of results.
    • Understanding of and interest in international development children’s rights or related field.
    • Experience with UNICEF and familiarity with its organizational structures and processes.
    • A strong sense of purpose and a fundamental desire to create a better work culture at UNICEF.
