The PPD Public Partner Advocacy and Visibility Hub is located within the Public Partnerships Division (PPD) at UNICEF NYHQ. The Hub’s overall aim is to ensure that children’s rights and children’s views are adequately reflected in the agendas of Governments, Inter-governmental organizations, UN partners and International Financial Institutions, ultimately leading to increased support -- both financial and non-financial -- for the cause of children and young people from decision-makers and the wider public.

Guided by the overarching frameworks of 2030 Agenda and the Convention on the Rights of the Child, the Hub leverages various Advocacy Platforms to engage with public partners and provides coordination support to global advocacy priorities that require partners’ engagement at high level. This is done in particularly close collaboration with: 1) Government Relations Teams within PPD; and 2) Other Divisions, especially: Programme Division (PD), Division of Communication (DOC), Private Fundraising and Partnership Division (PFP), and the Division of Data, Research and Policy (DRP).

How can you make a difference? Purpose and Deliverables

The Consultancy: Intergovernmental Advocacy and Communications Surge Support will support the Unit in the following areas of work:

  1. G7 and G20 Support Support PPD Advocacy Hub in coordination of UNICEF engagement in G7 and G20 processes, including organizing meetings with internal or external stakeholders, producing summaries/updates of engagement in G7 and G20 processes for UNICEF senior staff, preparing/coordination of meeting NFRs, briefing notes, talking points, advocacy briefs or other advocacy and communications materials as required.

  1. SDG and Global Advocacy Priorities (GAPs) Support Support PPD Advocacy Hub in preparations for the 2022 Advocacy Support Package, including: updating of the VNR Advocacy Briefs (in coordination with relevant technical teams); supporting the preparation of child-sensitive/child-inclusive VNR clinics and organizing briefings and other PPD support for UNICEF’s GAPs.

July 2021-June 2022

  1. Support planning of potential UNGASS+20 Special Session on Children Support PPD Advocacy Hub in exploration of Member State interest in UNGA Special Session on Children including preparing/coordination of meeting NFRs, briefing notes, talking points, advocacy briefs or other advocacy and communications materials as required.

  1. Support other PPD communications and advocacy activities Including internal and external communication support to resource mobilization activities, content generation support to annual reporting of results in the Annual Report, Funding Compendium and UNICEF funding and partnership pages of the global website, social media strategy lead and content production for the Executive Director, Deputy Executive Director (Partnerships) and PPD senior management accounts.

  1. Support to PPD Advocacy Hub internship pilot with marginalized youth Attend and participate in weekly internship/mentorship sessions, including taking notes and preparing materials.

To qualify as an advocate for every child you will have…

  • A first level university degree in communications, international affairs, social sciences or related field (or appropriate equivalent work experience).
  • A minimum of three (3) years of relevant professional experience in political advocacy, policy advocacy and/or communications.
  • Technical competence in producing content for various media formats – print, audio, video, web etc.
  • Knowledge of the UN System, Member State Process and the Sustainable Development Goals (SDGs).
  • Ability to work with minimal daily supervision and meet strict deadlines.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Duration: 11 months (1 July 2021 – 31 May 2022)

Location: NYHQ (No travel required)

Payment Schedule:

Lump sum payment will be made monthly, inclusive of all professional fees, daily allowances, living allowances, and other administrative costs. Overtime, weekend and official holidays will not be compensated, nor will any holiday/leave time be granted.

Visa Requirements:

All consultants and individual contractors and any family members, who are not United States citizens, regardless of their nationality, must qualify for and obtain a G-4 non-immigrant visa prior to their arrival in New York.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
