Consultancy Title: Integrated Outbreak Analytics Specialist

Duration: September 1, 2022 to June 14, 2023 (205 days which include UN Holidays (6) and PTO (14.5)

BACKGROUND

The Public Health Emergencies team aims to coordinate and lead UNICEF IOA work within UNICEF (HQ and support to countries) as well as GOARN IOA Core Team.

Scope of Work:

  1. Facilitate UNICEF contribution to IOA core team
  • co-lead IOA Network group calls
  • Contribute to the IOA Core Team strategy and 3-year work plan
  • Organise IOA Core Team weekly calls
  • Support and organise Core Team quarterly workshops
  1. Identify opportunities and develop and provide trainings / briefings and other communication on IOA within UNICEF
  • Work within PHE and HiE teams to identify opportunities to train on IOA within UNICEF
  • Support country to country IOA exchange across UNICEF
  • Support UNICEF IOA teams in country to document their approaches and share with other programmes/ country, regional and HQ teams
  1. Facilitate UNICEF IOA in key working groups
  • Participate in identified working groups to identify synergies for IOA (GTFCC, clusters, COVID-19 working groups)
  • Identify opportunities for collaboration and funding or key projects with different groups (including participation in IOA Network or other activities)
  • Facilitate the IOA Core Team support within GOARN partners and other calls
  1. Co-lead SAGER IOA project
  • Lead the publication and final review of Phase I (systematic review)
  • Collaborate with (technical guidance/ direction/ review of work) researchers to conduct Phase II (participative research)
  • Collaborate with researchers to publish SAGER IOA guidelines based on Phase I and II
  1. Lead the publication of IOA Field Exchange
  • Identify authors and articles (together with IOA DRC)
  • Collect articles associated with specific topics for each quarterly publication
  • Review articles, provide feedback and finalise
  • Produce and publish briefs (together with IOA team in the DRC)
  1. Develop and adapt training and communication material for IOA
  • Based on exchange and requests, develop adapted training (live, recorded, written) materials
  • Provide “live” IOA technical support based on request from countries
  • Support and facilitate the development of IOA communication animations
  • Document, produce and share case studies (in adapted formats eg. videos/ recordings etc as is appropriate)

Terms of Reference / Deliverables

Reporting to the Senior Adviser in Public Health Emergencies (PHE) in Health Section , the incumbent will review and participate in the development of key technical guidance as well as documents including digests on ongoing public health emergencies and response, outbreak reports, and review and synthesis of technical guidance and discussions as follows:

  8. Publication of SAGER IOA guidelines (June 2023)

Qualifications

(1) Education

  • Min 8-10 years’ experience in public health research and outbreak or public health response

2) Work experience

  • Min 8-10 years’ experience working in humanitarian/development settings
  • Experience managing diverse teams / different backgrounds and fields of work
  • Experience working within Integrated Outbreak Analytics required
  • Must have experience leading operational research for public health/ outbreak
  • Experience writing academically (publications) required
  • Experience developing technical guidance and support for public health research/ outbreak response

3) Competencies

  • Experience working for the UN/ NGO required
  • Leadership and strategic development required
  • Working knowledge of French

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
