The Evaluation Office focuses on the promotion of an enabling environment for evaluation and providing ready access to evaluation information. It also commissions independent corporate evaluations, usually conducted in collaboration with external consultants, and undertakes evaluation capacity development within and outside the organization. A dedicated HR strategy for the Evaluation Function will provide a stimulating and rewarding environment for staff at all levels and prepare them for deliver their evaluation function responsibilities effectively.

The Evaluation Office has partnered with the Division of Human Resources to review trends and career paths of existing staff whose job description and/or job title includes evaluation, and have agreed to set up supportive mentoring, coaching and buddy systems, as well as talent pools/pipelines for the evaluation function.

The consultant will support the Human Resources Business Partner (HRBP) and the Director of Evaluation in further developing and rolling-out the strategic HR initiative for the global Evaluation Function, which includes succession planning, mentoring, coaching and buddying programme, talent management, and other related activities (e.g. orientation programme and matrix management).

Tasks:

• Develop an implementation plan HR strategy to enhance the Evaluation Function’s capacity at HQ, Regional and Country level. • Support, and administer the finalization of each activity above with clear objectives, specific milestones and timeline to be used as blueprint by HRBP for roll-out in 2021. • This entails: o Support an organization-wide functional programme which includes talent attraction, succession planning, career development, as well as mentoring, coaching, buddying system and Mentoring Programme. o Consult with various HR stakeholders, including Centre of Expertise (CoE), and work with the Evaluation Office to learn lessons from their experience in implementing Matrix Management, and share those lessons with DHR to inform corporate HR ongoing projects. o Propose any innovative solutions to enhance the activities defined in the HR Strategy for the Evaluation Function to ensure client satisfaction and support the HRBP by updating the strategy, where necessary. o Advise on the applicability of new HR Strategy and guidelines for the Evaluation Function to the Evaluation Office HR plans and activities. o Support with any other issues related to the HR Strategy for the Evaluation Functions that will arise and/or be required by the HRBP and the Director of Evaluation.

Deliverables:

• Finalize the HR Strategy for the Evaluation Function and develop an Implementation Plan for each activity stated above with clear objectives, specific milestones and timeline to be used as a blueprint by HRBP that can be piloted in 2020 for roll-out implemented throughout 2021. • Develop templates and tools to facilitate implementation of the above activities to be used as toolkit and shared with other HQ Divisions, Regional and Country Offices.

Duty Station & Travels

This consultancy is located (remote working) in UNICEF’s Evaluation Office in New York, which serves as a steward of the UNICEF Evaluation Function.

The consultancy will be undertaken from 14 September 2020 to 9 December 2020, for a total of 63 working days.

To qualify as an advocate for every child you will have...

- Advanced (Master’s level) university degree in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or related areas. - At least eight years of relevant professional experience in HR Management, organizational change or organizational development. - Knowledge of UN/UNICEF and their HR policies is an asset. - Experience in facilitating or delivering training/workshops is an asset. - Fluency in English and another UN language is required. Knowledge of other UN languages (Arabic, Chinese, French, Russian or Spanish) is an asset.
