BACKGROUND

Purpose of Activity/ Assignment:

The UN General Assembly adopted Resolution A/74/395 on The Girl Child at its seventy-fourth session (a resolution on The Girl Child is adopted every two years). The resolution requests the Secretary-General to submit a report to the General Assembly at its seventy-sixth session in 2021 on the implementation of the present resolution, including a status analysis on improvements in the social, economic and political investments made by Member States towards empowering girls in rural areas, using information provided by Member States, the organizations and bodies of the United Nations system and non-governmental organizations, with a view to assessing the impact of the present resolution on the well-being of the girl child.

The report is to be prepared based on inputs from Member States, UN agencies and NGOs. UNICEF is the lead agency tasked with drafting and compiling the report, in consultation with other UN agencies, departments, funds and programmes.

The purpose of this Contract for Services is to assist UNICEF in drafting the Report of the Secretary-General (SG) on the Girl Child. The report will be drafted by the consultant under the overall supervision of the Gender Section, incorporating inputs received from Member States, UN agencies (including from different sections within UNICEF), and NGOs. There will be several stages of internal clearance of the report, following which revisions will need to be made to the report as per comments received.

Scope of Work:

The selected contractor will be responsible for the production of the 2023 SG Report on the Girl Child and related secondary products, in English, which will include the following:

Secretary General’s Report on the Girl Child: There will be several stages of internal clearance of the report, following which revisions will need to be made to the report as per comments received.

    1. Draft SG report on the girl child based on inputs received from Member States, UN agencies (including UNICEF) and NGOs, around a set number of parameters and based on internal and external inputs and relevant secondary research and in close collaboration with relevant PG Sections
    2. Assess the progress on the implementation of the 2021 resolution on “a status analysis on improvements in the social, economic and political investments made by Member States, and the impact of the COVID-19 pandemic on the girl child and the recovery from it”.
    3. Conduct desk research on the current action within the UN system for implementation of the 2021 resolution.
    4. Revise and finalize the draft report based on the review and clearance process
    5. Draft the OED briefing note with a statement and a Q&A.

    Note: The report will be disseminated digitally via the UN Secretariat website.

  1. Project Management/Contract Supervisor and Other Stakeholders

The service delivery consultant for the selected institution will work under the supervision of the M&E Specialist, Gender Section Programme Division, UNICEF Headquarters, also known as the Contract Supervisor. The service delivery consultant will be expected to collaborate with relevant focal points within the Child Protection Section, Human Rights Sections and Public Partnerships Division, as well liaise with gender focal points from across UN entities to gather input for the report through the duration of the Contract.

  1. Location

The service delivery (consultant) for the selected institution will work from their own workplace for the duration of the contract/ for the duration of the Contract.

Terms of Reference / Key Deliverables:

  • Deliverable 1: Outline of the report and Plan of Work

- Draft SG report on the girl child based on inputs received from Member States, UN agencies (including UNICEF) and NGOs, around a set number of parameters and based on internal and external inputs and relevant secondary research and in close collaboration with relevant PD Sections.

- Supported outreach to request inputs from all key stakeholders

- Liaised with PPD, UNICEF PD colleagues and other UN entities on their inputs

  • Deliverable 2: Consolidate inputs from external partners & PD Sections, including leading consultations, interviews and related ppt; First draft of the report to GS

- Assess the progress on the implementation of the 2021 resolution on the impact of the COVID-19 pandemic on the girl child and the recovery from it.

- Participate in internal conference calls and planning meetings

- Managed and tracked all inputs from stakeholders

  • Deliverable 3: Second draft (revised based on comments from internal and external partners)

- Conduct desk research on the current action within the UN system for implementation of the 2019 resolution

  • Derivable 4: Final draft and Briefing Note

- Revise and finalize the draft report based on the review and clearance process

- Delivered a brown bag meeting on the report for UNICEF stakeholders and other UN Partner

Qualifications

Education:

  • Advanced university degree (Master’s or higher) in the social sciences, international development, journalism, communications, public policy, or other relevant areas.
  • Some gender specific aspect to academic study is desirable but not essential, such as a strong gender dimension to research undertaken, or a module taken with a gender focus.

Work experience:

  • A minimum of 8 years of relevant experience and expertise with communications, writing and editing in international development
  • Required understanding of gender equality and gender issues in international development (including current programming and research), including international frameworks and prior experience working on SG reports
  • Excellent writing and analytical skills (of publication standard), especially in synthesizing complex information for multiple audiences
  • Communications and writing experience on gender issues desirable
  • Demonstrated experience in understanding, translating, compiling and packaging research, data and evidence into high-quality reports for dissemination to high level audiences on international development issues related to UNICEF’s work
  • High degree of flexibility and initiative to adapt to multiple workflows
  • Excellent organizational skills and ability to handle and complete multiple assignments with competing deadlines
  • Excellent English oral and written skills required; proficiency in another UN language (Spanish, French or Arabic) desirable

Requirements****:

  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
