BACKGROUND

Purpose of Activity/Assignment:

Immunization Agenda 2030 (IA2030), which aims to halve the number of unvaccinated zero-dose children by 2030, and the Gavi 5.0 strategy for 2021-25, which aims to reduce the number of zero-dose children in Gavi eligible countries by 25% by 2025, both recognize the critical importance of overcoming gender-related barriers to immunization for these goals to be achieved.

Gender-related barriers to immunization encompass multiple reasons for why adolescent girls, mothers and pregnant women from certain socio-economic, ethnic, and religious groups find it more challenging to access and use immunization services compared to women from other groups in the same society.

Identifying and measuring gender-related barriers and designing and monitoring the effectiveness of gender-responsive strategies, is an emerging and challenging area of work for many National Immunization Programs (NIPs). Gender barrier analysis and gender programming has yet to become mainstream in NIPs. Opportunities for analyzing and designing gender-responsive and transformative interventions tend to be linked to coverage and equity assessments (CEA) and other equity analysis, the development of grant proposals for external funding such as Gavi Full Portfolio Planning (FPP), Gavi Equity Accelerator Funding (EAF) and proposals for World Bank (WB) and Global Financing Facility (GFF) funding mechanisms.

A primary objective of this consultancy is to work with the HQ providing day to day support to further strengthen country and regional capacities to effectively assist countries in identifying, reaching, measuring, and monitoring gender-responsive and gender-transformative interventions and strategies to improve immunization coverage and equity.

Scope of Work:

The contractor will be required to provide technical assistance and accomplish the following tasks:

  1. Provide technical assistance to countries developing Gavi Full Portfolio Planning and proposals.

  2. Support countries in conducting comprehensive gender analysis and develop gender briefs for countries developing portfolio proposals

  3. Providing targeted technical assistance to countries to integrate a gender analysis as part of country-led coverage and equity assessments (CEA)
  4. Deploying and using proxy indicators in identifying gender-related barriers to immunization and in the developing country specific gender responsive implementation plans
  5. Liaise with the implementation research team in planning and rolling out implementation research and qualitative assessments to identify and address gender equity barriers in at least 2 countries
  6. Support countries to plan and implement evidence-based advocacy for gender linked to Gavi Full Portfolio Planning, health and immunization reviews and planning.

2. Prioritizing support for gender-responsive and gender-transformative interventions in reaching zero dose children and missed communities with vaccinations

  1. Build capacity of regional and country gender focal persons to create a pool of master trainers in the RO and COs who will support gender integration into National Planning, Gavi full portfolio planning (FPP) process, health system strengthening (HSS), other planning or funding proposals including vaccine campaigns and new vaccine introductions.
  2. Test gender specific indicators and assist in incorporating technology such as GIS in monitoring and measuring gender interventions in national monitoring systems.
  3. Strategic technical assistance to RO & COs, supporting with the rollout of the interactive gender learning tool and gender checklist in select countries
  4. Assist with the finalization and rollout of tools for mainstreaming gender in immunization programming

3. Measuring and monitoring the effectiveness of gender related immunization interventions

    1. Support countries to document lessons learned and good practices that reduce gender-related barriers on both the demand and supply sides.
    2. Facilitate gender-related knowledge management across countries including the documentation and dissemination of promising practices
    3. Assist with planning and rollout of interactive webinars to share lessons and good practices

4.Any other cross-cutting tasks to support the routine immunization coverage and equity team in improving coverage and reducing inequities. Including grant reporting, maintaining a repository of gender-related knowledge materials and dashboard to track support to countries and status of their gender interventions etc.

Travel, if applicable: (include estimated duration and potential locations).

Contractor will be required to travel 20% – 30% of the time based on country (GAVI FPP countries), regional (ROSA, EAPRO, ESARO, WCARO, ECARO, LACRO) and New York headquarter request to provide specific technical support in identifying, reaching, monitoring, and measuring and advocating for gender prioritization.

Qualifications

(1) Education

  • Master’s degree (or equivalent) in a social and behavioural science, gender studies, public health, or other development-related fields. (Additional qualifying experience may be accepted in lieu of the university degree.)
  • Specialized studies on gender an asset.
  • Fluency in written and spoken English required.
  • Knowledge of French and any other UN language an asset

2) Work experience

  • Similar experience in UN agency preferred.
  • A minimum of 5 years of progressively professional experience in development, focusing on gender programming, and women’s rights with an international organization (UN or INGOs)
  • International field deployments to support countries in gender analysis or programming

  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
