BACKGROUND

The UNICEF Division of Data, Analytics, Planning and Monitoring (DAPM) has identified the strengthening of the monitoring function as a major priority of work. The monitoring function includes field monitoring, undertaken by country offices to assess the quality and results of programmes in development and humanitarian emergencies. To support the collection, analysis and use of field monitoring data, UNICEF has developed and piloted a field monitoring module as part of the eTools suite of digital tools. The field monitoring module links to modules on partnership management, trip planning, and third-party monitoring.

DAPM works jointly with the UNICEF Division of Emergency Programmes (EMOPS) to strengthen the monitoring function, including implementing the recommendations of the Humanitarian Review. The Humanitarian Review identified improving use of digital tools and a stronger focus on monitoring quality as key priorities to improve humanitarian performance monitoring. The joint DAPM/EMOPS Monitoring Unit is currently developing a comprehensive set of training materials relevant to field monitoring and tracking the Core Commitments to Children. This will build on a Field Monitoring Handbook that is under development.

The purpose of this consultancy is to develop and support the initial delivery of a general field monitoring virtual training package to accompany the roll-out of the eTools Field Monitoring Module and field monitoring handbook, and linked to the rollout of relevant in-person CCC training led by EMOPS. It will also synchronise with a general third-party monitoring package being developed through a regionally-led initiative.

Terms of Reference / Deliverables

This deliverables-based assignment will focus on:

  1. Finalise the content and format of the draft version of Field Monitoring handbook, including collecting and incorporating a round of feedback from the UNICEF Community of Monitors (COMMONS) and the Humanitarian Performance Monitoring (HPM) community of practice.
  2. Based on the Field Monitoring Handbook, eTools user materials, and consultations with COMMONS members, develop a modular virtual training package (including accompanying slide decks, instructions for interactive quizzes/exercises, explanatory videos, handouts, and learning notes). The modules should include:
  • Basic FM for programme staff and zonal offices, including eTools for programme sections
  • Advanced FM for monitoring specialists, including eTools for planning, monitoring and evaluation teams
  • Digitalising FM for managers
  • eTools with remote monitoring
  • eTools for third party monitors

Provide a finalised version of the virtual training package by co-facilitating the delivery of one training round of each module, capturing user feedback, and finalising the training materials by incorporating this feedback.

Qualifications

(1) Education

  • University degree in Management, development studies, disaster management, geography, demographics, economics, sciences, or related subjects
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, MS Outlook

2) Work experience

  • At least 5 years relevant experience, covering:
  • Field experience in designing and managing field monitoring systems
  • Hands-on experience with developing and delivering training. Experience with virtual training is an asset
  • Familiarity with digital solutions for field monitoring
  • Experience in humanitarian responses is considered an asset

3) Competencies

  • Strong organizational, planning, and analytical skills
  • Excellent written and verbal communication in English.
  • Clear and accessible writing style in English
  • Knowledge of French and/or Spanish is considered an asset
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
