BACKGROUND

UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. Delivering and sustaining results for children requires action by both governments and the public at large. Child survival monitoring is one of the main activities for UNICEF as a response to the commitments to the Sustainable Development Goals (SDGs) and other international agreements. UNICEF monitors and assesses child mortality indicators at the global, regional and country level and to these efforts, the organization is engaging governments, civil society, international organizations, academic organizations and individuals working in this area. UNICEF and other members of the UN Inter-agency Group for Child Mortality Estimation (UN IGME) including WHO, the UN Population Division and the World Bank Group generate child mortality estimates every year for monitoring progress on child survival. UN IGME and its Technical Advisory Group aim to work on improving the methodology to assess data quality and to estimate child mortality and stillbirth.

Terms of Reference / Deliverables

The main objective of this consultancy is to estimate the excess mortality due to COVID-19 from administrative data. The consultant will work on the modelling of the excess mortality by age and sex with the respective breakdowns needed for the child, adolescent and youth mortality estimation work of the United Nations Inter-agency Group for Child Mortality Estimation (UN IGME).The scope of work will include:

• Consolidated database of administrative data

• Modelling of excess mortality due to COVID-19

• Estimate adjustment factors for excess mortality due to COVID-19 pandemic by age and sex

• Prepare results, presentation, documentation, input datasets and R-code

Qualifications

(1) Education

  • University degree (PhD) in demographics, statistics, or related social science.
  • Advanced experience in statistical programming with R.

2) Work experience

  • More than 5 years of proven experience in statistical and demographic analysis of mortality and excess mortality.
  • In depth knowledge of methods of demographic analysis, child mortality estimation, excess mortality modelling due to pandemics.

3) Competencies

  • Excellent communication and writing skills;
  • Detail-oriented;
  • Ability to take initiatives and work independently;
  • Creativity and enthusiasm;
  • Fluent in English.

Requirements

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference (can be downloaded here: https://www.unicef.org/about/employ/index_consultancy_assignments.html
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
