BACKGROUND

The fundamental mission of UNICEF is to promote the rights of every child, everywhere. Over the decades, UNICEF has worked to protect the rights of children of all ages — from earliest childhood through adolescence – and will continue to deliver for all children and adolescents under the five goal areas of the Strategic Plan. In recent years, our work to support the unique needs of adolescents has gained momentum, as the challenges facing them have come more sharply into view. The second decade of life is a time of tremendous opportunity – but for far too many adolescents, great risk and increasing challenges.

Building on work across the UN with and for young people, and in line with the UN Youth Strategy, in 2018 UNICEF launched a new global public private youth partnership dedicated to expanding opportunity for young people, ages 10-24. Generation Unlimited (GenU) is centered on finding new ways to ensure that every young person is in school, learning, training or employment by 2030 — with a focus on those in the greatest danger of being left behind, including girls, the poorest, those with disabilities, young people on the move and those affected by conflict and natural disasters. This partnership brings together leaders from governments, UN agencies, the private sector, academia, international and civil society organizations, and young people, and identifies, co-creates, resources and scales-up innovative solutions to expand opportunity for young people. Young people participate meaningfully in the co-creation of solutions, informing, advising and helping implement at every step of the way.

Purpose of Activity/Assignment:

Under the direct supervision of the Deputy Director, Programmes, and in close collaboration with the Deputy Director, Partnerships and Youth Engagement Specialist through a matrix management approach, the consultant will advise on the strategic direction and work to strengthen and make more robust the GenU’s Youth Entrepreneurship portfolio. The incumbent will collaborate across the GenU Global Team and UNICEF (PG, Office of Innovations) to strengthen and expand the portfolio as well as well as GenU partnership ecosystem in this domain in order to effectively support youth entrepreneurship in the global South.

Scope of Work:

  • Support the development and execution of a plan that helps entrepreneurs grow their businesses and create more jobs for youth building on the analysis of the existing portfolio with a digital, green and gender-sensitive lens
  • Develop scale and sustainability strategies for promising entrepreneurship solutions and entrepreneurship mindset curriculum initiatives including the review of existing curriculum (ie TEF, ILO, BRAC, Udhyam Learning Foundation, Aflatoun, Educate!)
  • Strengthen the entrepreneurship component of existing global solutions (ie imaGen Ventures) and innovation pilots (ie Be Green, E-agribusiness) and global initiatives (ie GESP)
  • Identify potential new global and country level solutions for scale in Entrepreneurship including new partnerships (eg Educate! Aflatoun, ILO, UNDP, World Bank)
  • Support GenU partnerships in mobilizing resources for entrepreneurship innovations including the development of a marketing, networking and outreach plan
  • Advance knowledge generation in the space of youth entrepreneurship including on measurement and the strengthening of the M&E framework for programme effectiveness
  • Expand and strengthen Entrepreneurship Communities of Practice
  • Support the coordination and facilitation of a YouthForesight webinar series for public knowledge sharing and monthly learning events for partners, young entrepreneurs, and GenU countries, in collaboration with the Programme team
  • Develop knowledge products like case studies on youth entrepreneurship in collaboration with, young people and GenU countries and support related advocacy events.

Qualifications

1) Education

  • Bachelor’s degree from a recognized university in any of the following: Economics, Business Administration, Finance, Entrepreneurship, Innovation, or similar
  • Fluency in English is required, strong written and verbal competency is necessary - Additional language skills (e.g., Arabic, French, Spanish) are an asset.
  • Working knowledge of another UN language an asset

2) Work experience

  • 3 - 5 years of experience in entrepreneurship and related efforts on skills and employability in the global South
  • Experience in the roll-out and adoption of digital solutions and in the development and design of innovative financing mechanisms is an asset
  • Experience in youth-led programming, youth partnerships, or adolescents and youth in development and humanitarian contexts desirable
  • Ability to research, analyze, evaluate, and synthesize information pertaining to issues related to youth entrepreneurship, or youth-led innovation in development and humanitarian contexts

Requirements:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
