BACKGROUND

The Division of Data, Analytics, Planning and Monitoring (DAPM) spearheads UNICEF’s efforts to strengthen the management for results in all aspects of our work, particularly in programming in countries and regions. The Programme Effectiveness Team (PET) in DAPM aims to improve the capabilities of field offices to design evidence based and results-focused programmes, implement effective and efficient interventions, monitor results through periodic trend analysis and real-time basis. The main objective of this consultancy is to update and validate the current geospatial data for each country's administrative boundaries, which are commonly used in UNICEF's internal digital platforms used for planning, engaging and managing programmes. Up to date location data is pertinent for both existing digital tools/systems (in eTools and RAM) as well as successful rollout of newer features (e.g.partner reporting portal) . eTools and RAM are UNICEF internal digital platforms used for Programme implementation planning and management.

Terms of Reference / Deliverables

Over the past two years, the UNICEF Division of Data, Analytics, Planning, and Monitoring (DAPM) has introduced several new tools eTools and RAM, such as the electronic Programme Document (ePD), Partner Reporting Portal (PRP), Field Monitoring (FM), and electronic Work planning (eWP). To effectively utilize these tools, accurate geospatial information is necessary. Currently, up to date and geospatial administrative boundaries are available for only 42 countries mainly located in West Africa, while 94 other countries require updates and validation of their geospatial administrative boundary data.

This consultancy outlines the immediate updates that are required to facilitate the rollout of digital tools for planning and implementation management; focusing on 94 countries that require geospatial data updates:

  • Confirm the validity of current location data in E-tools with each regional/country office focal person and update the Partners Reporting Platform (PRP) with the established standard.
  • Update the geolocation data in E-tools and PRP with the established standard (shapefile) if changes have already been requested.
  • Coordinate with the country office and UN sister agencies to update E-tools and PRP where location data is not fully available.

Deliverables/Outputs: Timeline:

  • Support gathering, curation, correction, reprojection and management of spatial datasets/ Local geospatial data repositories created and maintained required for UNICEF country and regional offices.

  • Establish, populate, and maintain geospatial data, including technical workflow and procedures for geospatial data management for all UNICEF country offices/ Core geospatial data sets – administrative boundaries - available and used by both corporate systems and individual users.

  • Avail the cleaned-up data to complimentary tools and support the design of geospatial functionality in existing corporate IT systems (e.g, eTools and RAM)/ Create a repository for all cleanup data with standard guidelines for utilization by other tools and code in place to support corporate information systems.

Qualifications:

Education

  • University degree in Business Administration, International Development, Social Sciences, Engineering or similar areas.

Work experience

  • A minimum of 5 years work experience in GIS
  • Experience working with subnational administrative boundaries
  • Familiarity with various data sources for admin boundaries (HDX, UNSALB, GADM, ...)
  • Understanding of Pcodes and admin identification systems
  • Experience in working with ArcGIS Desktop / Pro and QGIS is essential (managing attribute tables, validating geometries, converting data in different formats, e.g., shapefile, File Geodatabase, geojson etc)
  • Basic Python skills (for QGIS / ArcGIS) would be useful
  • Understanding of coordinate systems (some shapefiles are using different CSs)

  • Excellent written and verbal communication in English.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your deliverable rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
