BACKGROUND

The Division of Data, Analytics, Planning and Monitoring (DAPM) spearheads UNICEF’s efforts to strengthen the management for results in all aspects of our work, particularly in programming in countries and regions. The Programme Effectiveness Team (PET) in DAPM aims to improve the capabilities of field offices to design evidence based and results-focused programmes, implement effective and efficient interventions, monitor results through periodic trend analysis and real-time basis. Organizational performance management unit in DAPM is seeking a data visualization consultant who will provide critical support to data visualization activities.

Terms of Reference / Deliverables

In close collaboration and working with the Programme Manager, OPU, the incumbent is responsible for:

a) Gather, analyze and document data analysis requirements

b) Define the data flows, data models and participate in data exploration exercises

c) Develop mockups/prototypes of dashboards based on requirements

d) Collaborate with 3 workstream leads on requirements clarifications and dashboard design

e) Under the technical guidance from ICTD, develop and maintain power BI dashboards in-line with ICTD’s policies

f) Lead in design, development, and maintenance of Power BI data models

g) Prepare all related technical and user documents

h) Contribute to the enhancement and integration of corporate and other data systems to meet strategic information needs relating to regular management decision-making

  • Support Maintaining/Revamping Programme Data Explorer/Tabular model; 30 Sep 2023
  • Support Indicator Uptake Analysis Tool; 30 Oct 2023
  • Support revamping of outcome/output and EYSN completeness reports into Power BI dashboards; 30 Nov 2023
  • Develop, maintain and support PowerBI dashboards under Real Time Data Initiative; 30 Jan 2024
  • Provide technical assistance to country offices on programme management dashboards as needed (Philippines etc.,); 28 Feb 2024

Qualifications

Education

  • University degree in Business Administration, International Development, Social Sciences, Engineering or similar areas.

Work experience

  • A minimum of 5 years of progressively responsible professional work experience in data analytics
  • Experience conducting virtual trainings sessions with stakeholders
  • Experience working on analytical tools including PowerBI
  • Familiarity with UNICEF's internal systems such as Vision, eTools and RAM
  • Strong Microsoft Office Skills preferred
  • Fluency in English is required. Knowledge of another official UN language or a local language is an asset

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
