BACKGROUND

The UNICEF-AstraZeneca (AZ) partnership aims to catalyze a youth-led movement for policy change and global advocacy among young people aged 10-24, to enable them to live healthier lifestyles and ensure that preventing non-communicable diseases (NCDs) and key risk factors is a government priority. Over the next five years, AZ aims to achieve the following goals: 5 million young people reached with NCD prevention messages; 1,000 young advocates trained to promote NCD prevention; and a minimum of 12 policies & laws adopted, updated, and upheld. In Year One, there are 3 target regions for this partnership: Latin America & the Caribbean (LACR), East & Southern Africa (ESAR), and East Asia & Pacific Islands (EAPR) with 7 accelerator countries: Brazil, Belize, Eastern Caribbean, Jamaica, Angola, South Africa, and Indonesia. Additional regions/countries will be added (TBD).

Central to advocacy around the AZ goals globally is youth engagement and empowerment. The ADAP section is tasked with 1) developing a ‘global-good’ resource (toolkit) on young people’s meaningful engagement in advocacy, policy and governance; and 2) building longer-term capacity in young people and partners for meaningful youth engagement in advocacy, policy and governance.

Astra Zeneca will build upon UNICEF’s existing Youth Advocacy Guide (YAG) to reach a global audience and help achieve the AZ goals. Co-created by and with young African citizens, the Guide aims to empower young people with skills to bring about positive change in their lives and communities. The YAG seeks to support their efforts to address concerns ranging from unemployment to child safety, and quality of education to climate emergencies. It empowers youth as they embark on fact-finding missions to gain a deeper understanding of issues, develop an advocacy plan, and then meaningfully engage with policy. It also has sections on the importance of networking with like-minded individuals and how best to research topics of interest. The audience for this work includes UNICEF COs and ROs, partners including country and regional policy makers, and youth networks and young people themselves.

Terms of Reference / Deliverables

UNICEF requires the services of an experienced consultant to assist with the adaptation, support and expansion of the work of the YAG for a global audience, with additional resources and support specific to NCDs, as well as support for overall youth engagement for the project. The consultant should be skilled in youth-focused networking, communications and social media, and project management. The consultant will work closely with the lead YAG developer (based in Johannesburg, South Africa) as well as the ADAP HQ team (based in New York, US).

The consultant will assist in the planning, strategic direction, research and project management of youth engagement activities for the Astra Zeneca project, as follows:

Support the adaption of the YAG for AZ’s global audience; including developing the workplan and timeline with lead YAG developer; planning and executing consultations with UNICEF AZ teams at the HQ, RO and CO levels (including AZ Youth Advisory Board) to review YAG content; and supporting lead YAG developer and graphic designer to adapt these changes into global version

Work with YAG developer and ADAP lead to develop workplan for adaption of audio modules; manage audio development process (i.e., coordinate regional/global adaptions)

Support development of training-of-trainers course on the Guide for AZ team, serve as a lead trainer, and help train new trainers

Support the creation of youth developed content (vlogs, blogs, poems, op-eds) for use on UNICEF channels, as well as to pitch to external media

Serve as link to AZ network of youth advocates, creating space for discourse and consultation

Support ADAP team in amplifying partnership in policy dialogue platforms and advocacy opportunities

Develop 1-pager monthly report on her/his deliverables

Other related tasks as requested

Qualifications

  • Bachelor degree in International Relations or a related field
  • A minimum of three to five years’ relevant professional work experience in youth engagement and/or NCDs
  • Proven ability to analyze, evaluate and synthesize information
  • General ability to draft ideas and concepts, clearly and concisely, in written and oral form
  • Proven experience in social media management and engagement
  • Strong planning and organizational skills
  • Solid youth organization contacts and demonstrated experience networking
  • Knowledge of standard Microsoft operating products, social media platforms such as Facebook, Twitter, WhatsApp, and Instagram.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization
  • Fluency in English is required. Knowledge of second language is an asset

Requirements:

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
