BACKGROUND

Universal hand hygiene is essential to prevent infection and reduce transmission of COVID-19, and to safely care for those who are infected. When considering how to achieve universal hand hygiene, it makes sense to consider all settings public and private which includes, households, refugee and IDP camps, institutions (schools and health care facilities), workplaces, markets and food establishment, and transport hubs.

Yet, 3 billion people – 40% of the world’s population – do not have readily available access to handwashing facilities, even in some high-income settings where handwashing facilities may be widely accessible, compliance with recommended handwashing behavior is very low. Nearly three quarters of the people in least developed countries lack basic handwashing facilities with water and soap at home, and 2 out of 5 people in sub-Saharan Africa have no handwashing facility at all. Almost half of schools lack a handwashing facility with water and soap, affecting 900 million school-age children, and 42% of health care facilities globally lack hand hygiene at points of care.

Taking full advantage of the opportunity presented to rebuild better conditions for hand hygiene in the context of COVID-19, UNICEF and WHO have initiated consultations on Hand Hygiene for All Initiative. This initiative is calling on several platforms such as the WASH Cluster, Sanitation and Water for All, the World Economic Forum to prioritize hand hygiene but more importantly, take a whole of society and systems approach to hand hygiene. The initiative also aims to support countries and development partners to develop a coordinated response to the coronavirus outbreak, to ensure that hand hygiene is adequately included in coronavirus responses.

The Hand Hygiene for All initiative was launch at the end of June 2020 for which a number of advocacy materials have been prepared. The focus now is the development of plans, develop and implement tools and workstreams and materials to translate the initiative into action at global, regional and country level. currently working groups have been created to cover, global coordination, advocacy, country support and processes, and monitoring.

The purpose of this consultancy is to help fulfill the secretariat role of the Hand Hygiene Initiative in partnership with WHO designated focal point while supporting country offices in delivery and grounding of key UNICEF-led deliverables.

Terms of Reference / Deliverables

Under the supervision of the Sr. WASH Adviser and overall direction of the Associate Director, WASH, the consultant will provide secretariat support and technical support to the hand hygiene initiative. The primary areas of work are the following:

Coordination of the partnership (50%)

Jointly coordinate bi-weekly meeting of the core group (agenda setting, meetings, follow up) in support of joint deliverables (I.e. costing, roadmap, state of hygiene) in collaboration with WHO focal point for HH4A

Jointly coordinate the quarterly meeting with all HH4A core members

In collaboration with the WHO focal point, track and provide regular updates to the core group on workplan key deliverables, reporting on UNICEF accountabilities.

Support the oversight of the Global Handwashing Partnership to ensure complementarity and alignment of activities, particularly viz communications and advocacy around GHD and other key moments of advocacy throughout 2021

Prepare summary reports and quarterly updates tracking progress across the HH4A partnership and achievements to share externally and for UNICEF internal newsletters/communications.

Support the development and coordination process for joint publications and knowledge products - in particular, the State of Hygiene report.

Support for COs of high-level advocacy and delivery of HH4A deliverables (50%)

Support the engagement with COs on roadmap development/costing tool piloting in collaboration with UNICEF PD staff to channel support/lessons back to the core group.

Support strategic discussions and inputs with the Senior Advisor on hygiene as part of inputs for the new Strategic Plan development, particularly on hand hygiene.

Consolidate best practice and knowledge from the HH4A partnership into one final draft report at the end of 2021 in collaboration with HH4A partners and PD staff in SH team and emergencies.

Contribute to the design and execution of events (webinars, conferences, etc.) - SWWW that engage global best practice and channel CO participation.

Liaise and keep abreast of work ongoing on market-based approaches for hand hygiene led by SH team to ensure it feeds into ongoing partnership discussions, documentation and resources offered to COs.

Qualifications

(1) Education

• Advanced university degree international development, engineering, communications and any other related technical or specialized field.

2) Work experience

• At least 10 years of professional experience in WASH or Public Health including knowledge management and coordination
• Experience working with UNICEF or WHO on water supply, sanitation and hygiene programmes. Experience with related organizations, such as the World Bank, or Sanitation and Water for All is an advantage.
• Strong communication skills (written and oral) in English are required. French, Spanish and Arabic are considered an advantage.
• Knowledge of Microsoft 365 is required, specifically Word, PowerPoint, Yammer, SharePoint, and Teams.
• Country experience implementing behavior change, handwashing programmes
• Experience in providing editorial review and line editing to WASH-related publications is an added advantage.
• Excellent interpersonal and partnership management skills. Demonstrated experience working in a multicultural environment and demonstrates the core values of UNICEF.

• Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
• Financial proposal that will include:
• your daily/monthly rate (in US$) to undertake the terms of reference
  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
