BACKGROUND

Purpose of Activity/Assignment:

Climate action and sustainable procurement is a major part of the UNICEF’s 2022-2025 strategic plan. Climate Action is a growing priority, and a critical step for achieving the SDGs through different programs by UNICEF and meet the organization’s ethical obligation to reduce greenhouse emissions.

The main purpose of the assignment is to support UNICEF’s Immunization program to measure the carbon footprint for achieving the vaccination target of Fully Immunized Child (FIC) globally and to identify and adopt the low carbon strategy. Therefore, UNICEF Programme Group seeks to engage a qualified consultant to support to identify carbon footprint of achieving FIC, address the carbon intensive process/steps and adopt a low carbon action plan.

Scope of Work:

The consultant will support UNICEF Programme Group in by conducting the below activities:

  1. Estimate the Greenhouse Gas (GHG) emissions for vaccinated children with all vaccines in immunization schedule of countries globally.
  2. The Greenhouse Gas (GHG) emission shall be estimated on the basic guidance provided in:
    1. GHG protocol (WRI and WBCSD)
    2. ISO 14064-1:2018 Greenhouse gases — Part 1: Specification with guidance at the organization level for quantification and reporting of greenhouse gas emissions and removals
    3. BSI PAS 2050
    4. GRI Standards – GRI 305 (1-7) Emissions, GRI 302 (Energy)
    5. SASB Requirements
    6. CDP Requirements
    7. PCAF – Global GHG Accounting and Reporting Standard for the Financial Industry
  3. The activities for preparing the GHG emissions shall include the following:

    1. Include the key aspects of immunization program complete life cycle:
    2. All vaccines produced globally for immunization program
    3. Each Vaccine: complete life cycle: from extraction of raw materials to waste disposal
    4. Ancillary supplies for immunization program such as syringes for vaccine administration and dilution, vaccine diluents, safety boxes for disposal of sharps, insulated packing material for shipment.
    5. Transportation of vaccines from manufacturer to point of use (service delivery point, health facility)
    6. Production, transportation and use of active (cold rooms, freezer rooms, electric and solar refrigerators, freezers) and passive cold chain equipment[1] (cold boxes, vaccine carrier, long term storage devices, icepacks) use for transportation and storage of vaccine.
    7. Production of Temperature monitoring devices used to monitor the quality of vaccine
    8. Categorization of emissions into following categories:
    9. Scope-1 Emissions: GHG Emissions from various sources till the vaccines are manufactured, packaged and ready for transport
    10. Scope-2 Emissions: GHG Emissions occurring as a consequence of transport to target countries
      1. Scope-3 Emissions: GHG Emissions occurring as a consequence of transport within the target countries to reach to the beneficiaries
    1. Scope-4 Emissions: GHG Emissions occurring as a consequence to store the vaccine at various points through cold storage in the countries.

Terms of Reference / Key Deliverables:

The deliverables of the consultancy are:

  1. Formal report including these outcomes
  • Carbon footprint per FIC globally and detailed by country
  • Analysis and breakup of key contributors of GHG (Vaccine production, transportation, storage, maintaining cold chain)
  • UNICEF has already deployed 80,000+ solar direct drive refrigerators globally. The analysis on reduction of GHG with this initiative.
  • Recommendations on reducing the carbon footprint of immunization programmes

Output: Formal, print ready, report

C) Key findings of study in Microsoft PowerPoint file

Output: Ready to use Slide deck

Qualifications

Education:

  • Master’s degree/specialization in environment sciences.

Language Proficiency:

  • Proficiency in spoken and written English is necessary
  • Knowledge of another UN languages is an asset

Work Experience:

  • Minimum 8 years working experience in carbon market, sustainability and related projects in development (humanitarian) and commercial sector
  • Experience with tools for GHG analysis
  • Knowledge of GHG Protocols, compliance standards and certification.
  • Experience with data collection and database management.
  • Knowledge of energy efficiency and energy conservation concepts.
  • Knowledge and experience in cold chain logistics and immunization program

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR. (Note: No travel anticipated in the consultancy).
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
    • a financial proposal against the three deliverables listed. The financial proposal to include the number of working days against each deliverable.
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Consultant is expected to submit short technical proposal summarizing following:

  • Consultant’s understanding of the assignment, scope of work and deliverables
  • Methodology of doing the analysis
  • Information needed and source of data proposed to be used for analysis
  • Support needed from UNICEF to undertake such assignment

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
