BACKGROUND

The UNICEF’s urban WASH Programme is aimed at ensuring equitable access to WASH services for the poor and most vulnerable children and their families. Towards achieving this, the UNICEF’s Global Framework for urban WASH has been developed to provide strategic vision for the organization’s engagement in urban WASH programming across global, regional and country levels. The focus of UNICEF’s urban WASH Programme is targeted at improving the sector enabling environment; strengthening systems and capacities for service delivery; and community empowerment for increased access to sustainable and inclusive urban WASH services for the poor and most marginalized children and their families.

The urban environment is complex and poses different WASH risks to the poorest children and their families. There are also multiple stakeholders with poor coordination mechanisms for urban WASH delivery. Addressing these challenges for achieving the overall goal of UNICEF’s urban WASH programme will require increase capacity for innovative solutions and scalable models that will guarantee sustainable development and progressive realization of the rights to water and sanitation.

The purpose of this consultancy is to provide technical support in developing a comprehensive urban WASH training plan for UNICEF staff at global, regional and country levels to ensure that UNICEF has the required skill set and expertise to plan, implement, monitor and evaluate inclusive and accessible urban WASH approaches both for development and humanitarian settings.

Terms of Reference / Deliverables

Under the supervision of the WASH specialist, the consultant will:

• Conduct desk review of relevant documents pertaining to UNICEF’s urban WASH programme for better understanding of the scope, context, priority areas of programming and capacity requirements for achieving the programme goal. The main documents for desk review include; the Global Framework for Urban WASH; UNICEF urban WASH capacity assessment and mapping survey report; Global Framework for urban WASH; WASH Knowledge and its Management in UNICEF: Global Strategy and Work Plan: 2017-2021; UNICEF Strategy for WASH: 2016-2030.
• Conduct online search and discussions with relevant stakeholders for identification of institutions (academic, networks, associations, private sector, NGOs, resource centres etc) that are conducting urban WASH trainings for both development and humanitarian settings.
• Compile the list of all major institutions that are conducting urban WASH trainings that will meet the capacity needs of UNICEF staff based on the identified gaps and support the implementation of UNICEF’s framework for urban WASH. The institutions should be classified into those;
• conducting urban WASH trainings for development and humanitarian settings
• conducting trainings for urban water, sanitation and hygiene.
• If there are gaps in the existing urban WASH trainings, develop a concept note on how UNICEF can fill this gap to meet the capacity requirement for its urban WASH programme.
• Develop a comprehensive urban WASH training plan for UNICEF staff at global, regional and country level with detailed information on the training objective, content, duration, cost, format (e-learning/face to face etc), participants etc.

Qualifications

• Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Behavioural and other Social sciences; Engineering, or another field relevant to WASH.
• 8 years of progressively responsible professional work experience in WASH.
• Experience working on WASH capacity analysis and development and solid understanding of global urban WASH stakeholders.
• A good working knowledge of recent developments and approaches on urban WASH programme in humanitarian and development settings.
• Ability to synthesize complex information in a clear, concise and structured way
• Strong communication skills (written and oral) in English are required.
• Excellent interpersonal skills, demonstrated experience working in a multicultural environment and demonstrated commitment to UNICEF’s core values
• Background/familiarity with UNICEF’s WASH programme will be an asset.

• Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
• Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference (can be downloaded here: https://www.unicef.org/about/employ/index_consultancy_assignments.html
  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
• Indicate your availability
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
